We respectfully request clarification on whether the government would consider revising this requirement to allow the inclusion of resumes from personnel of the entire Offeror team, including teaming partners and subcontractors. Expanding this requirement to encompass the full Offeror team would allow us to leverage a broader pool of highly qualified and experienced personnel who are collectively positioned to meet and exceed the government’s requirements.

After reviewing Section M, we understand that this acquisition will be conducted using a Best Value tradeoff methodology, with both price and non-price factors considered. We would like to request clarification on the following:
1. Relative Importance of Non-Price Factors: Could the government confirm the relative importance or weight assigned to Factors 1 through 4 (Demonstrated Prior Experience, Oral Presentation, Capability of Proposed Key Personnel, and Past Performance)? Are these factors considered equal in importance, or is one given more emphasis?
2. Non-Price vs. Price Factors: While we understand that price will be evaluated for reasonableness and completeness, could you clarify how price is weighted relative to non-price factors? For example, does the government prioritize technical excellence over cost, or is there a specific balance intended?
3. Oral Presentations: For the oral presentation (Factor 2), could the government provide additional insight into its weight compared to the other non-price factors?

Upon reviewing the requirements for oral presentations, we noticed that the government allows up to five (5) individuals to participate for 180 minutes when bidding on one task and for 240 minutes when bidding on both tasks.
We respectfully request that the government consider allowing more individuals to participate in the oral presentations for offerors bidding on both tasks. Given the complexity and scope of preparing for both tasks, increasing the number of participants would allow us to present a more comprehensive and detailed demonstration of our approach. This adjustment would enable subject matter experts and key personnel to address task-specific aspects directly, thereby providing the government with greater assurance of our ability to meet or exceed the requirements.
Would the government consider revising the participant limit for offerors bidding on both tasks to 7-8 individuals?
We believe this adjustment would better align the oral presentation process with the scope and objectives of the solicitation.

We would like to request additional clarification on the structure of the site visit, particularly given that the solicitation encompasses two distinct tasks and not all attendees may be bidding on both.
Does the government plan to divide the site visit into groups or hold separate sessions to address the unique aspects of the two tasks?
If the government does not plan to break out by task, will there be separate discussions or presentations for each task during the site visit?
Would the government consider extending the site visit to multiple days or offering an additional session to provide more tailored information for each task?
We are seeking these details to ensure our team can maximize the value of the site visit and adequately prepare for the discussions specific to the tasks we plan to bid on.

Under Firing Range Pick-up, it is noted that the Student Support Services Contractor is to “clean weapons cleaning room, making sure surface areas are free of grease, oil, solvents, trash, and other foreign materials.
Refill lead soap dispensers when empty”. Judging by Attachment C-8, Part 2, this appears to be a requirement for the Facilities Operations Maintenance Contractor instead. Can the Government clarify the janitorial/custodial requirements for each contract as there are additional overlap throughout?
Rangema sters are required to clean up after each class departs so it is ready for the next class;
this is not for the janitorial staff to accompli
sh. The janitorial staff normally only cleans common use areas such as public restroom s, lobby areas and staff office areas at the indoor range.

This provides an unfair advantage to the incumbent contractor and subjects the Government to a possible protest. Given that it is well understood that any new contractor will likely hire incumbent staff to satisfy first right of refusal requirements, please consider eliminating this requirement.

With these additional past performance requirements, please consider adding an additional two (2) pages to the document length for each subcontractor. Otherwise, there will not be enough room to adequately describe subcontractor past performance.

All Offerors should be required to submit oral presentations slide on the same date and time so as to not give an Offeror additional time over another to complete oral presentation decks. Additionally, if one competitor is required to do oral presentations on the 17th and another on the 24th, it allows an Offeror to have an unfair advantage over another by allowing them additional time to prepare.

We encourage the government to include in the solicitation for the FLETC III procurement language clarifying that the government will consider past performance of an offeror’s parent and sister companies, often referred to as affiliate past performance (“APP”).
As a buyer of good and services, the government benefits from making clear that an offeror’s past performance citations may include the past performance of affiliates.
Crediting APP increases competition and makes available to the Government the broadest range of capabilities from an offeror’s enterprise. The procurement rules specifically endorse the Government crediting an offeror with APP where the offeror’s proposal demonstrates that the resources of the affiliated company (e.g., workforce, management, facilities, or other resources) will be meaningfully contributed to contract performance. See, e.g., GM–Bulltrack, B- 414591.6, B- 414591.7 (Comp. Gen. Oct. 30, 2018). As GAO held in the Bulltrack case:
However, an agency properly may consider the experience or past performance of an offeror’s affiliated companies where the firm’s proposal demonstrates that the resources of the affiliated company will affect the performance of the offeror…. The relevant consideration is whether the resources of an affiliated company - its workforce, management, facilities or other resources -will be provided or relied upon for contract performance, such that the parent or affiliate will have meaningful involvement in contract performance.
Indeed, a GAO decision found the Army Corps of Engineers unduly limited competition by issuing a solicitation that prohibited consideration of APP. In Iyabak Construction, LLC, B- 409196, 2014 CPD ¶ 62, 2014 WL 523829 (Comp. Gen. Feb. 6, 2014), GAO held:

The following is language from a government solicitation (“Model Language”) specifically addressing APP:
If applicable, Offerors may provide the experience or past performance of a parent or affiliated or predecessor company to an Offeror (including Joint Venture prime partner companies and/or a parent or affiliated company that is being otherwise proposed as a subcontractor on this effort) where the firm’s proposal demonstrates that the resources of the parent or affiliate or predecessor will affect the performance of the Offeror. The Offeror shall demonstrate that the resources of the parent or affiliate or predecessor company (its workforce, management, facilities or other resources) shall be provided or relied upon for contract performance such that the parent or affiliate or predecessor will have meaningful involvement in contract performance.
