About this file
This is a Questions and Responses document for FEMA's R1 Landscaping and Snow Removal Services solicitation (70FBR126R00000003). The document addresses vendor inquiries regarding contract terms, pricing methodology, and proposal submission procedures for snow removal services at the Maynard facility.
Key clarifications include: this is a contract rebid with an incumbent contractor performing under previous contract number 70FBR121C00000003; "DA" in pricing represents a day; snow removal pricing for accumulation exceeding 14 inches uses CLINs 0003E, 1003E, 2003E, 3003E, and 4000E with a single established price for excess snowfall rather than tiered pricing; on-site salt storage is permitted only in fully enclosed shipping containers with sealed tops and requires Contracting Officer Representative approval; the pricing template was updated to correct quantity and unit of measure errors for Option Period One and to align trigger-based snow event days across both the solicitation and spreadsheet; salting trips are fixed at 30 trips and will not be increased to accommodate pre-salting requirements; vendors must obtain the Past Performance Questionnaire from the current Contracting Officer; and proposals must be submitted electronically by Wednesday, February 18, 2026 at 10:00am EDT to the Contracting Officer and Contract Specialist. A mandatory site visit on February 12, 2026 at 9:00am EDT is required for all offerors, with registration and Real ID documentation mandated.

| We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. |
| If not brand new, could you please provide the current / previous contract number? | There is an incumbent. The contract number is 70FBR121C00000003 | |
| What does the "DA" unit mean for pricing? | DA = Day | |
| In regards to the snow removal. If the snow exceeds the maximum amount men-tioned on the contract. Is it acceptable to have a base price for 14" storm and then have a per inch price increase based on total snow fall ? | CLINS 0003E, 1003E, 2003E, 3003E and 4000E are for over 14". There is one price established for excess of 14" | |
| In on site storage for salt allowed if properly contained in a shipping container ? | Yes, container shall be fully enclosed with a sealed top. COR approval required in advance. | |
| 1. Vendor Price Proposal Sheet (MS Excel Spreadsheet) |
This seems to have some errors on it and would like to know if these will be correct or not. Can we make the changes to the sheet or do we need a revised one from FEMA.
| • | On the CLIN/Sub-CLIN section is lists the Quantity for the number of days as 4,3,1,1,1 based on the inches | |
| • | The other sections for Option Period One - Four have different number of days. Please clarify the actual number of days per Option Period | |
| • | Option Period One line 1003E is missing the quantity and UOM. Please advise if we can make the change to the spreadsheet or an updated one will be provided. | |
| • | See attached highlighted in yellow and red | Pricing template has been updated. |
| On the Solicitation for Snow Removal Services each trigger for inches of snow shows as two (2) DA (days). The MS Excel Spreadsheet has it broken down with separate average storms per season. Please advise which one will/should be used. | Solicitation and pricing has been update to mirror. | |
| How does the incumbent contractor obtain the Reference for Past Performance Questionnaire (PPQ) from FEMA at the Maynard facility during an active bid. Can the PPQ be sent to the contact at the Maynard facility to be completed to meet the deadline requirement when submitting the with the bid. | Send the PPQ to the current Contracting Officer | |
| How will the salting trips prior during and after be handled as currently 30 trips does not take into consideration the pre salting requirements. Can this be increased to 60 trips. | Salting trips will remain at 30. |
