Landscaping Requirements: The contractor must maintain improved, semi-improved, and unimproved areas with work performed 7:30 a.m. to 4:00 p.m., Monday through Friday. Improved areas require grass not exceeding three inches with clipping removal, bare spot repair, mulch maintenance at a minimum of two inches applied twice yearly (late April and late July), fertilization using granular natural-based products with specific applications between April 15 and May 7, tree and shrub pruning consistent with industry standards, and seasonal cleanups. Semi-improved areas require grass cut to five inches maximum with clumping control. Unimproved areas including antenna fields, access roads, and perimeter brush require monthly maintenance from April through October with vegetation cut to six inches or less. The contractor must submit a landscaping plan including work schedule and fertilization dates with 48-hour advance notice before applications, plus monthly reports detailing all work performed. STATEMENT OF WORK

Landscaping & Snow Removal

Federal Emergency Management Agency

63 and 65 Old Marlboro Road, Maynard, MA 01754

Period of Performance:

BASE YEAR: April 1, 2026 – March 31, 2027

OPT YEAR 1: April 1, 2027 – March 31, 2028

OPT YEAR 2: April 1, 2028 – March 31, 2029

OPT YEAR 3: April 1, 2029 – March 31, 2030

OPT YEAR 4: April 1, 2030 – March 31, 2031

PART 1 of 2: SNOW REMOVAL

OVERVIEW:

This is to establish a method of removing snow and ice from the Maynard Facility. The vendor shall provide all equipment required for the complete plowing and salting the entire parking area and sidewalks located at 63 and 65 Old Marlboro Road, Maynard, MA. Total square footage of paved surfaces is estimated to be 170,000 square feet.

A. The Federal Emergency Management Agency operates 24 hours daily, including federal holidays. The vendor shall provide snow removal and salting services to ensure the facility is always safely accessible. The vendor shall be prepared to perform snow removal and salting services as follows:

• Initial salting shall be completed prior to anticipated snowfall. Salting shall continue throughout the snowfall as necessary or when requested by the Contracting Officer

(CO) or Contracting Officer’s Representative (COR). If requested by the COR, vendor shall be available within one (1) hour of the request.

• Snow removal services shall start once accumulation reaches one inch or when requested by the COR. If requested by the COR, vendor shall be available within one (1) hour of the request.

• The vendor shall be prepared to mobilize and report to the facility to remove snow and ice within 1 hour of notification from FEMA, before the building occupants arrive for work or during a Facility activation seven days a week and on a continuing basis thereafter. Plow snow and clear walkways shall commence when the snow accumulation reaches l" of snow.

B. The contractor shall be available within 1 hour notice 24/7 by email or cell phone to start salting and or snow removal operations.

C. The COR shall supply the contractor with a map of the primary areas that need to be kept clear during FRC activations and operation hours of the building. See map below under “Snow

Emergency Parking Plan”

D. Salting should be accomplished on an automatic basis when the need arises or when the town is out salting public roadways. Salting services shall be performed in a timely fashion that provides sufficient time to maximize effectiveness of salt. Salting shall occur as needed to ensure all areas are safely accessible. The Federal Emergency Management Agency is operational 24 hours per day, 7 days per week, including holidays and facility grounds shall always remain accessible in the safest manner possible.

E. The associated equipment required for the services shall be supplied by the contractor and must include, at a minimum, pick-up trucks with plows, dump trucks with plows, snow blowers and front-end loaders.

F. When it is deemed necessary to remove the snow from the premises, due to limited parking spaces, it will be the responsibility of the contractor to use their own equipment and relocate the snow to an area within the complex, as directed by the COR.

G. The contractor shall take all necessary precautions to adequately protect personnel and government property in areas of work. Vehicles shall be equipped with lights and warning beepers when backing up.

H. The contractor shall ensure that snow is removed from all walkways, stairways, door entrances, parking lots and loading docking on the premises. Same will be treated with "ice melt" as required.

It will be the responsibility of the contractor to supply all materials as necessary.

I. The contractor shall remove all snow from the front doors of the Vehicle, Storage, Administration, Building (VSAB). The contractor shall Hand shovel these doors to reduce any damage which may occur due to operation of heavy plow equipment in close proximity to the doors.

J. The contractor shall maintain a clear travel path for the automatic gates at all times keeping the gates clear of snow and ice this work shall be done by hand or snow blower.

K. All snow plowing shall be accomplished to allow the maximum number of parking spaces. As stated above, when parking is diminished, the contractor shall be required to relocate the snow elsewhere on site.

L. No snow shall be piled up in front of or in reserved parking spaces.

M. The contractor shall be available to clean up residual salt at the end of the season. The date shall be chosen by the COR and coordinated with the contractor's schedule.

N. A walk through shall be done with the contractor and the COR of the property prior to winter snow season to review and document existing conditions of the parking lot.

O. The contractor shall be responsible for all damages from snow removal operations to include curbing, gates, fencing, doors (to include overhead doors), lawns, shrubbery, trees and vehicles government or privately owned.

Snow Emergency Parking Plan When a measurable snowfall is predicted or after one inch of snowfall accumulates on the ground the Emergency Snow Emergency Parking

Plan shall go into effect. The following two parking areas listed below shall be used as Snow Emergency Parking. Security or Facilities shall notify FEMA personnel upon arrival if the plan is in effect. Handicap parking will be in the two designated parking spots in front of the MERS entrance and two in front of the FRC area.

= Snow Pile

Salting: The contractor shall provide salting services at the designated place of performance. The contractor shall be prepared to provide salting services for the entire facilities, which encompasses the facilities entrances, steps, landings, sidewalks, handicap ramp and parking areas in a timely manner prior to forecasted snowfall and anticipated events where the ground freezes. These services are only expected from October through March but may be required outside of these months.

The awarded vendor is expected to track these visits and shall notify the CO and COR via email when the salting services are performed. The total number of salting trips shall be included with the monthly invoices. If the total number of salting trips are not included with the invoice, the invoice is subject to rejection.

Snow Removal: The contractor shall provide snow removal services at the designated place of performance. Snow removal services shall be billed monthly. Each event will be measured and billed based on the total snow accumulation for that event and the established pricing.

Measurement of snow accumulation shall be based on the average depth across the serviced area, as determined by mutually agreed-upon methods. The awarded vendor is expected to track these visits and shall notify the CO and COR via email when the snow removal services are performed. The total number of snow inches shall be included with the monthly invoices. If the total number of snow inches is not included with the invoice, the invoice is subject to rejection.

PART 2 of 2: LANDSCAPING

OVERVIEW:

The intent of this statement of work is to ensure that the appearance and maintenance of the grounds are consistent with standard landscaping methods relative to the maintenance of grass, shrubs and foliage on site. This is a high visibility government installation whereby appearance is noticed by customers and visitors. The overall objective is to maintain a well-manicured appearance to all the areas described below. Total square footage of green surfaces is estimated to be 568,000 square feet. Some of this surface will not require much attention

1. IMPROVED AREAS:

Improved areas are those areas indicated on the attached maps and are those most visible to arriving and departing employees and guests and require the most attention.

• A. The grass in all improved areas shall be kept green and neatly cut not to exceed

(3) inches in length. The grass shall be cut as needed during the year.

• B. Grass clippings, clumps, weeds, and other debris will be removed from the grass areas following each cutting and dumped on site at the direction of the Contracting Officer’s

Representative, COR.

• C. All paved surfaces shall be kept free of weeds and debris to include cracks in the pavement or cement sidewalks.

• D. Bare spots shall be repaired immediately. Area soil shall be worked free of dead grass, root and a high-quality perennial grass seed shall be applied to soil. If a depression exists, loam will be added.

• E. Contractor shall furnish mulch which shall be maintained to a consistent healthy appearance.

• F. Fertilization weed and insect control shall be the responsibility of the contractor using standard industry methods and using EPA “Green Scaping” methods. The goal is to maintain the lawn in a vigorous and healthy condition. The grass should be thick, dark green and free of weeds and crabgrass. The contractor shall provide a courtesy call to the project officer at least 24 hours prior to schedule application(s). The contractor shall maintain accurate records of application dates, times, product identification and quantity used.

Records will be maintained and made available to the Contracting Officer and the COR, as needed.

• Fertilizer shall be a granular, natural-based lawn fertilizer. All fertilizer and weed control shall be applied by an approved spreader. Watering shall be done in all fertilizer and weed applications by natural rainfall within 24 hours of application. As part of a spring fertilizer and weed control applications shall be between April 15 and May 7.

• An application of granular lime followed by and application of 10-20-10 lawn fertilizer.

• An application of pre-emergent broad leaf weed control.

• An application of 10-20-10 lawn fertilizer and post-emergent weed control.

• G. Fertilization of trees, shrubs, shall be responsibility of the contractor to ensure a healthy appearance, that is, no dead leaves or branches, brown areas or insect infestations.

• H. Trees and shrubs within the improved areas shall be kept pruned and trimmed by the contractor consistent with common pruning methods. All shrub debris and dead branches shall be removed from installation.

• I. Fresh bark mulch shall be applied to a depth of at least two inches around trees, shrubs, and flowerbeds during the last week in April and the last week in July or at least twice during season at the direction of the COR.

• J. All borders between the bark mulch and the grass shall be kept edged and the mulch beds will be kept free of weeds and debris throughout the season.

• K. During dry spells where improved areas may be negatively impacted, the contractor shall spot water as necessary if the well water system is activated. Grass on face of FRC bunker and flowerbeds immediately adjacent to entrances shall be of primary importance. The COR will confirm when water supply is diverted to on-site well water systems. Contractor will provide hose(s), sprinklers and all watering hardware as necessary.

Water hose timers may be employed if used effectively.

• L. The contractor shall perform a “fall” cleanup to include all fallen leaves and debris to be removed from the improved areas. All drives and walkways are to be swept/air blown free of all debris. This will be accomplished after all the leaves have fallen from trees, but before the end of the contract year.

• M. The contractor shall perform a “spring” cleanup to include all fallen leaves and debris to be removed from the improved areas. All drives and walkways are to be swept/air blown free of all debris including cleanup of sand in parking area from sanding and ice prevention in winter.

• N. No vehicles except for lawn cutting equipment unless approved by the COR shall be allowed on the lawn area over the FRC facility.

• O. The contractor shall be responsible for any damages to Government property resulting from work being performed. All damages shall be repaired in-kind upon approval to proceed by the

COR to include but not limited to lawns, trees, shrubbery, guy wires and antenna towers.

• P. The Contractor shall submit a Landscaping plan. At minimum, the plan shall include:

1. Work schedule

2. Fertilization dates. The contractor shall notify the COR at least 48hrs in advance before fertilization is applied.

Q. Contractor shall submit monthly report to the COR highlighting all landscaping work performed during the month.

2. SEMI-IMPROVED AREAS:

Semi-improved areas are noted on the attached maps. See page 15 below for more details

• A. The grass shall be cut to a length not to exceed (5) inches in length.

• B. These areas do not require removal of grass clippings as long as clumps do not cumulate.

• C. This area will be kept free of leaves and dead branches to include the unpaved parking area.

3. UNIMPROVED AREAS:

Unimproved areas are noted on the attached map on page 15.

A. General

a. Brush cutting listed in the sections below shall include any trees or bushes with a stem diameter of three (3) inches or less.

b. Back parking lot area shall be maintained for overgrowth and shall be cut to a length not to exceed (6) inches.

B. ANTENNA FIELDS: All Antenna Areas shall be maintained

a. The Upper Antenna Field and the road leading up to it shall be kept free of brush and will be cut to a length not to exceed (6) inches. This will be accomplished monthly during the months of April through October (of the current FY) and scheduled through the project officer.

b. The Lower Antenna Field shall also be kept free of brush and shall be cut to a length not to exceed six (6) inches. This shall be accomplished monthly during the months of

April through October (of the current FY) and scheduled through the COR. It is the intent of this paragraph to ensure that brush and growth is cut in the described areas and also within 15’ (fifteen feet) of the antenna guide wire anchors. Even if these anchors do not show on detailed maps.

C. “Back 40” and Unnamed Impasse by Swamp (top center area on attached map)

a. These areas shall be kept free of brush and shall be cut to a length not to exceed (6) inches. This will be accomplished monthly during the months of April through October

(of the current FY) and scheduled through the COR.

D. Outside Fence Line

a. Three times per (early spring, mid-summer, fall) year all brush outside the perimeter fence to distance of fifteen (15) feet each side, shall be cleared and/or cut to a length not to exceed (6) inches; or to the edge of the property line if within fifteen feet. Brush shall be required to be removed from the site but may be “chipped” on site and scattered in any of the “unimproved areas” within FEMA property boundaries as an alternative to removing from site.

b. Any brush or branches outside the fence that grow through the fence shall be cut back from outside.

E. Access Roads Inside of the Fence Line

a. These areas shall be kept free of brush and shall be cut to a length not to exceed (6) inches. This shall be accomplished monthly during the months of April through October

(of the current FY) and scheduled through the COR.

b. Access Roads Inside of the Fence Line shall be cleared from grass, brush, and debris twenty (20) feet from the fence line. In some cases, this may not be possible due to large trees. A common-sense approach should be taken on a case by case basis and a notification to the COR shall occur when this needs to be applied.

4. GENERAL:

The COR will monitor all work. The COR will inform the contracting officer and the contactor if he/she feels that the appearance of the grounds does not meet the standards outlined in this statement of work and contract. The contractor will have one (1) week to correct any problems presented under the terms of the contract. The contractor is responsible to provide any special care required to maintain the overall neat appearance of the grounds such as insect exterminators or specialist in lawn or tree disease control.

• A. The replacement of trees or shrubs is not covered by this contract.

• B. Hours of Operation are from 7:30am to 4:00 pm Monday through Friday. Work shall be performed during these hours. Special circumstances will allow deviation from this schedule with prior approval.

• C. Mowers, blowers and any other equipment will not be operated in a manner that causes discharge toward or on vehicles or personnel. The contractor will make an effort to notify the project officer(s) in each of the two facilities prior to operating equipment in close proximity of parked vehicles or personnel. Building POC names and phone numbers will be provided so that “courtesy calls” can be made.

5. SECURITY

Facility Security

A. All persons working on this contract must be a U.S. Citizens, or, Legal Permanent Resident.

B. This facility abides by all Real-ID Requirements set forth by the Federal Government. To access the facility, a person must possess a Real-ID State Drivers License, Real-ID State ID, Passport, Passport Card, or other “Real-ID Alternative” document. Failure to possess one of these documents will result in denial to enter the facility.

C. All persons entering Federal Property are subject to Security Screening of their vehicles, belongings, and person. Refusal to be screened will result in denial to enter the facility.

D. All persons working on this contract must submit and successfully pass a background investigation.

BACKGROUND INVESTIGATIONS

A. General

a. All contractor personnel who require access to DHS or FEMA information systems, routine access to DHS or FEMA facilities, or access to sensitive information, including but not limited to Personally Identifiable Information (PII), shall be subject to a full background investigation commensurate with the level of the risk associated with the job function or work being performed. FEMA’s Personnel Security Division (PSD) will determine the risk designation for each contractor position by comparing the functions and duties of the position against those of a same or similar federal position, applying the same standard for evaluating the associated potential for impact on the integrity and efficiency of federal service.

b. All contractor personnel who require access to DHS or FEMA information systems, routine access to DHS o FEMA facilities, or access to sensitive information, including but not limited to Personally Identifiable Information (PII), shall be subject to a full background investigation commensurate with the level of the risk associated with the job function or work being performed. FEMA’s Personnel Security Division (PSD) will determine the risk designation for each contractor position by comparing the functions and duties of the position against those of a same or similar federal position, applying the same standard for evaluating the associated potential for impact on the integrity and efficiency of federal service.

i. Low Risk Without Information System Access

1. Contractor personnel occupying positions or performing functions with a

Low Risk designation and who do not require access to DHS or FEMA information systems may undergo a Tier 1 investigation with a credit check and must receive a favorable adjudication thereof from FEMA PSD prior to performing work under this contract. (also reference Facility

Access).

ii. Low Risk With Information System Access

Low Risk designation and who require access to DHS or FEMA information systems shall undergo a Tier 2 Suitability Background

Investigation (T2) and must receive a favorable adjudication thereof from

FEMA PSD prior to performing work under this contract.

iii. Moderate Risk

Moderate Risk designation shall undergo a Tier 2 Suitability Background

Investigation (T2) and must receive a favorable adjudication thereof from

High Risk designation shall undergo a Tier 4 Suitability Background

Investigation (T4) and must receive a favorable adjudication thereof from

B. BACKGROUND INVESTIGATION PROCESS

a. To initiate the request to process contractor personnel, the Contractor shall provide the

FEMA Contracting Officer’s Representative (COR) with all required information and comply with all necessary instructions to complete Section II of the FEMA Form 11000-

25, “Contract Fitness/Security Screening Request.” The FEMA COR shall ensure that all other applicable sections of the FEMA Form 11000-25 are complete prior to submitting the form to FEMA PSD for processing. The Contractor shall also provide the FEMA

COR with completed OF 306, “Declaration for Federal Employment,” forms for all contractor personnel.

Contractor personnel who already have a favorably adjudicated background investigation, may be eligible to perform work under this contract without further processing by FEMA

PSD if:

• the investigation was completed within the last five years,

• it meets or exceeds the minimum requirement for the position they will occupy or functions they will perform on this contract,

• the contractor personnel have not had a break in employment since the prior favorable adjudication, and,

• FEMA PSD has verified the investigation and confirmed that no new derogatory information has been disclosed which may require a reinvestigation.

FEMA PSD will notify the COR of the names of the contractor personnel eligible to work based on prior, favorable adjudication. The COR will, in turn, notify the Contractor of the names of the favorably adjudicated contractor personnel, at which time the favorably adjudicated contractor personnel will be eligible to begin work under this contract.

For those contractor personnel who do not have an acceptable, prior, favorable adjudication or who otherwise require reinvestigation, FEMA PSD will issue an electronic notification via email directly to the contractor applicant/personnel that contains the following documents, which are incorporated into this contract by reference, along with a link to the National Background Investigation Services (NBIS) e-Application

(eAPP) online system and instructions for submitting the necessary information:

• Standard Form 85P, “Questionnaire for Public Trust Positions”

• Optional Form 306, “Declaration for Federal Employment”

• SF 87, “Fingerprint Card” (2 copies)

• DHS Form 11000-6, “Non-Disclosure Agreement”

• DHS Form 11000-9, “Disclosure and Authorization Pertaining to Consumer

Reports Pursuant to the Fair Credit Reporting Act”

FEMA PSD will only accept complete packages consisting of all of the above document and Standard Form 85P, which must be completed electronically through the National

Background Investigation Services (NBIS) e-Application (eAPP) online system. The

Contractor is responsible for ensuring that all contractor personnel timely and properly submit all required background information.

Once contractor personnel have properly submitted the complete package of all required background information, FEMA’s Personnel Security Division, at its sole discretion, may grant contractor personnel temporary eligibility to perform work under this contract prior to completion of the full background investigation if the Personnel Security Division’s initial review of the contractor personnel’s background information reveals no issues of concern. In such cases, FEMA’s Personnel Security Division will provide notice of such temporary eligibility to the COR who will then notify the Prime Contractor, at which time the identified contractor personnel will be temporarily eligible to begin work under this contract. Neither the Prime Contractor nor the contractor personnel has any right to such a grant of temporary eligibility. The grant of such temporary eligibility shall not be considered as assurance that the contactor personnel will remain eligible to perform work under this contract upon completion of and final adjudication of the full background investigation.

Upon favorable adjudication of the full background investigation, FEMA’s Personnel

Security Division will update the contractor personnel’s security file and take no further action. In any instance where the final adjudication results in an unfavorable determination FEMA’s Personnel Security Division will notify the contractor personnel directly, in writing, of the decision and will provide the COR with the name(s) of the contractor personnel whose adjudication was unfavorable. The COR will then forward that information to the Contractor. Contractor personnel who receive an unfavorable adjudication shall be ineligible to perform work under this contract. Unfavorable adjudications are final and not subject to review or appeal.

C. Continued Eligibility and Reinvestigation

a. Eligibility determinations based on a Low Risk T1, Moderate Risk T2S or High Risk T4 are valid for five years from the date that the investigation was completed and closed.

Contractor personnel required to undergo a background investigation to perform work under this contract shall be ineligible to perform work under this contract upon the expiration the background investigation unless and until the contractor personnel have undergone a reinvestigation and FEMA’s Personnel Security Division has renewed their eligibility to perform work under this contract

D. EXCLUSION BY CONTRACTING OFFICER

a. The Contracting Officer, independent of FEMA’s Personnel Security Division, may direct the Contractor be excluded from working on this contract. Any contractor found or deemed to be unfit or whose continued employment on the contract is deemed contrary to the public interest or inconsistent with the best interest of the agency may be removed.

E. FACILITY ACCESS

a. The Contractor shall comply with FEMA Directive 121-1 “FEMA Personal Identity

Verification Guidance,” FEMA Directive 121-3 “Facility Access,” and FEMA Manual

121-3-1 “FEMA Credentialing Access Manual,” to arrange for contractor personnel’s access to FEMA facilities, which includes, but is not limited to, arrangements to obtain any necessary identity badges for contractor personnel.

Contractor personnel working within any FEMA facility who do not require access to

DHS or FEMA IT systems and do not qualify for a PIV Card may be issued a Facility

Access Card (FAC). FACs cannot exceed 180 days; all contractors requiring access greater than 180 days will need to qualify for and receive a PIV card before being allowed facility access beyond 180 days.

Contractor personnel shall not receive a FAC until they have submitted a SF 87, “Fingerprint Card,” and an OF306, Declaration for Federal Employment, and receive approval from FEMA PSD. Contractor personnel using a FAC for access to FEMA facilities must be escorted in Critical Infrastructure areas (i.e., server rooms, weapons rooms, mechanical rooms, etc.) at all times.

FEMA may deny facility access to any contractor personnel whom FEMA’s Office of the

Chief Security Officer has determined to be a potential security threat.

F. SEPERATION OF CONTRACT

a. The Contractor shall notify the FEMA COR of all terminations/resignations within five calendar days of occurrence. The Contractor must account for all forms of Government-provided identification issued to contractor employees under a contract (i.e., the PIV cards or other similar badges) must return such identification to FEMA as soon as any of the following occurs:

• When no longer needed for contract performance.

• Upon completion of a contractor employee’s employment.

• Upon contract completion or termination.

If an identification card or building pass is not available to be returned, the Contractor shall submit a report to the FEMA COR, referencing the pass or card number, name of the individual to whom it was issued, and the last known location and disposition of the pass or card.

The Contractor or contractor personnel’s failure to return all DHS- or FEMA-issued identification cards and building passes upon expiration, upon the contractor personnel’s removal from the contract, or upon demand by DHS or FEMA may subject the contractor personnel and the Contractor to civil and criminal liability.
