The base period of performance is one year with four option years.

1 Attachment C Some states have federal OSHA written plans, some states have state OSHA plans. In the event of disaster relief and emergency planning, would FEMA supersede all regulatory authority for short term action planning?
Expectation is for compliance with and enforcement of the Federal OSHA standards and regulations for all FEMA employees and contractors.
2 Attachment C Would the company be required to perform or create any OSHA or DOT regulatory practices beyond the current state and federal guidelines?
Yes, the contractor would be required to comply with all OSHA and DOT standards and regulations while performing work for
FEMA.
Attachment F Offeror Participants
For the past performance oral presentation, the personnel who will be in the proposed roles are not the same personnel who executed the past performance example(s) due to transition, promotion, etc. Can we bring four of the personnel who performed the identified roles during the past performance examples and four who are part of our future plan for the contract with no more than four presenting?
Oral presentations participants shall be those who can best represent this factor, adhereing to Oral Presentation Instructions outlined in Attachment F.
4 Activation Process and Pricing 3.1.3c.
The awardees response…..the specific rates for the cross doc site and other CLINs, ….are these rates different than the ones submitted in Attachment B?
PM - I don't understand the question. The offerors must complete the Attachment B; the rates proposed and listed on the Attach B shall be the locked in rates on the IDIQ.
5 SF1449
Since an RFQ will be requested per each event, what is the purpose of Attachment B and the CLIN fields in the SF1449?
The purpose of the CLIN attachment is to be completed in its entirety so that the evaluation team can see your projected numbers in support of operations.
6 SF1449 When is the projected award date, implementation, and start date for the contract?
Currently there is not a projected award date. Once all proposals have been submitted and evaluated, the Contracting Officer will awarded the contract and indicate the effective all at once.

Does the service contract act apply and if so, will FEMA be publishing the wage determination or the jobs which the SCA will be applicable?
Wage Determination will be determine at the Task order Level. This is a National IDIQ contract.

What is the dollar value that should be used in determining small business goals?
Currently there is no dollar value, 2019 SB is 42%
9 Attachment G Why was Veteran Owned small business not included in the percentages for small business sub-contracting?

10 Oral Presentation Attachment F
You mention an Oral Presentation – is that instead of the electronic written proposal we will send you via email, or in addition to it? Is the Oral presentation required, if we submit our response via email to you?

In our email response, what format are you looking for? Power-point slides, (same as the oral presentation), or some other format?

Proposal Format Quality Assurance Plan (Attachment E)
In our response, via Power Point slides, are we to incorporate a “Quality Assurance Plan”, as was mentioned in Attachment E of the RFP, and also a completed “DHS Subcontracting Plan Review Checklist”? Or are those things required at time of submitting a quote for a mission? Because those things could vary, based upon mission location, specific mission requirements, etc.
PM to answer - QASP (Attachment E) is different from QCP (Proposal Factor 3).

Continuted from above ….. Also, as pertains to these 2 items – does that all have to be incorporated within the 20-slide maximum length, that you mention in Attachment E?

In terms of selection award criteria, we did not see a break-out (percentage wise) of the key criteria and how you would evaluate our response – can you share that? In other words, how much does experience/past performance factor in? How much does the QAP factor in? The subcontracting plan? etc, etc.
PM to answer - There is not a percentage weight of each factor. Per the RFP, Factor 1 is more important than Factor 2, and Factor 2 is more important than Factor 3, and so on.
15 Operations Section 3.1.2
In the PWS, Section 3.1.2 “Operations”, You mention down in Section G about “Surge & OCONUS Support”, and you say “FEMA may need to rent trailers for shipment to OCONUS locations, and also will need Shuttle Services and Drivers as well” – our question is, do you mean that you could ask us to physical deploy OCONUS with those resources? Also, in addition to Drivers, what about Management/Supervisory personnel?
During event of major catastrophic disaster, there may be a need to support OCONUS mission. To augment the response, task orders may be awarded under this IDIQ. Surge support may be limited to providing equipment, trailer rentals and shuttle services. Management/Supervisory personnel may be requested, depending extent of the disaster support to be managed.
Background Inspections / Security Section 9
In the PWS, Section 9 “Background Investigations/Security”, you talk about background checks and the assigning of various types of Access (PIV cards and FAC cards): Our question is, what kind of credentialing and background checks will you be performing on our Drivers, and those drivers of our mission partners? Further, what kind of personal information will you require from our drivers for these new background checks and site access? Our dock workers? Our Management and ground support personnel?
FEMA will not be conducting individual background checks on employees. However, all personnel escorted into Federal facilities must present valid and current government issued Real ID.
