National Cross-Dock & Incident Support Base IDIQ

Sample Task Order Scenario

Operational Situation Hazard Scenario - New Madrid Seismic Zone (NMSZ):

At approximately 0200Hrs CST on February 7, 2020, a magnitude (Mw) 7.7 earthquake occurs near Evansville, Indiana. Early reports indicate that all three segments of the New Madrid fault have ruptured, generating intense shaking in the southern portion of the state. Aftershocks are likely in the hours and days following the main shock. Aftershocks with magnitudes as much as 6.0 are possible. Liquefaction is a primary concern in some parts of Indiana. Liquefaction is a ground shaking during an earthquake which can be enough to weaken rock and unconsolidated materials to the point of failure. Liquefaction can lead to the collapse of buildings and structures that might be otherwise undamaged. Ground shaking and liquefaction can be accompanied by landslides in the hills above the major rivers, and, closer to the rivers, the banks can cave in. Ground deformation can even cause rivers to flow in new directions.

Secondary hazards caused by ground shaking and liquefaction are fires, flash flooding, and releases of hazardous materials (HAZMAT). It is anticipated that a Presidential disaster declaration will be made early on.

FEMA Transportation Management Branch (TMB) has determined a requirement for two fully functional cross-dock operations to support response needs to this incident. The cross-dock operations will run 24 hours a day, 7 days a week for the first 28 days. FEMA forecasts an operational tempo at each of the cross-dock sites of 100 transloads per 24-hour operational period for the first 28 days. FEMA will reassess the operational tempo after 28 days based on operational requirements to include throughput at the points of distribution (POD). Trailers will come from commercial and government sources.

FEMA Logistics Operation Division (LO) will establish, staff and manage 2 Incident Support Base (ISB) sites, and determined a third contractor-operated ISB is necessary.

Each ISB can receive up to 500 trailers per day until the ISB is at Full Operational Capacity (FOC.) Trailers will come from commercial and government sources. It is anticipated that the ISBs will be at FOC 96 hours after the initial shake; on or about 11 FEB 2020. Once the ISBs become FOC, each ISB will be able to receive 150 trailers per 24-hour operational period.

As an initial planning factor, FEMA Region 5 has determined that 41 PODs will be established for the distribution of the Initial Response Resources (IRR), power restoration, and fuel. During the FOC throughput at each POD is 10 trailers per 24-hour period.

Contractor-operated ISB shall be operational 24 hours a day, 7 days a week for the first 28 days.

The ISB must be capable of receiving up to 1000 trucks and be prepared to stage various sized generators (both trailer-borne and break-bulk), and fuels. Arriving trucks will be from a mix of commercial vendors, FEMA-owned, and other government agencies.

FEMA forecasts to open one empty trailer yard to support with empty trailer management and retrograde activities on or about 28 days after the first reported earthquake day.

In your proposal, describing your technical capability and management approach to respond to above scenario based on the National Cross-Dock and ISB support Performance Work Statement. Page limitation – 10 pages.

1. The management approach shall address, at minimum, aspects of the cross-dock and ISB operation to include, but not limited to your:

• Timeline for initializing operations;

• strategy for determining locations to locate cross-dock sites and reason you selected the locations;

• plan to respond to establishing cross-dock operations at multiple locations with manning, equipment, and obtaining real estate;

• potential challenges with providing the resources and plan to mitigate or resolve the challenges;

• plan to mitigate congestion at the cross-dock sites, ISBs, and PODs (how would you ensure public traffic is not impacted and maintain a free-flow of movement during operations);

• hazard management plan and equipment to repair potential damage incurred from aftershocks;

• ability to source trailers for cross-dock operations, either organically owned or commercially leased;

• reception plan for receiving inbound commercial trailers, cross-docking, and documenting commodities that are transloaded into contractor provided trailers;

• In Transit Visibility ability to track commodities for the life span of the loaded and emptied trailers, and trailers ready to be retrograded to owner; and

• plan for deactivation or demobilization of services.

2. The technical approach shall address the cross-dock and empty trailer yard sites, ISB locations / specifications, number and skillsets of contractor provided personnel to staff the sites, number of shuttles at the sites to support trailer movement, number of shuttles at the ISBs to support trailer movement from the ISBs to PODs and back to cross dock sites, MHE densities at cross-dock sites, and number of trailers needed to sustain an operational tempo of 150 trailer transload throughput per 24-hour for a 28 days.

3. Demonstrate capabilities in the following disciplines relative to the staging mission:

a. Physical Security plan for site

b. Communications plan for site

c. Proposed site layout

d. Demobilization Plan

i. Transfer of assets back to origin or to another FEMA operated site

ii. Closeout and Remediation of the property and return to owner

iii. After Action Review of Operations
