About this file
This is a Scope of Work document issued by the Nevada State Purchasing Division on behalf of the Nevada Department of Environmental Protection (NDEP) for contract 70CNR-S3862, detailing permit writing assistance and programmatic support services. The contractor shall provide comprehensive support across ten primary task areas: project administration, permit writing and modeling assistance for air and water pollution control permits, compliance assistance for source testing and monitoring systems, enforcement assistance including economic benefit analysis tools, Chemical Accident Prevention Program (CAPP) assistance, small business assistance programs, technical assistance and training, programmatic support and development, Underground Injection Control (UIC) permit writing and support, and technical assistance related to Bureau of Mining Regulation and Reclamation (BMRR) hydrogeological and geochemical modeling reviews. Key deliverables include kickoff meeting agendas and summaries due within two to three weeks of award, monthly progress reports with tracking spreadsheets beginning within four weeks of the first technical directive, permit packages submitted on individually negotiated schedules, and various technical documents, training materials, and tools as requested by NDEP. The contractor must maintain routine communication with NDEP staff, participate in scheduled update calls, and submit all documents in .DOCX, .PDF, or .XLS formats.
The Scope of Work establishes that contractor personnel must be clearly identified as independent contractors rather than NDEP employees when engaging with outside parties or visiting field sites. Office direct costs for copying, postage, supplies, computer usage, and graphics are allowable, though other direct costs require prior written approval from the Contracting Officer. The contractor is required to notify NDEP when seventy-five percent of authorized labor hours have been expended and must contact NDEP within five calendar days if problems arise that could adversely affect work completion. Travel may be required for meetings and site visits. Task F includes a conflict of interest provision prohibiting contractors from working on draft materials for applications or facilities where the contractor previously submitted program-related materials to the Air Program. The document references a separate "Task F SOW Attachment" in EPRO for small business assistance program specifics and additional potential future tasks.
