About this file

This file is an RFP Evaluation Scoresheet for Solicitation #SB26-12, issued by the State of Utah Division of Purchasing, for the selection of consultants to provide Job Order Contract (JOC) Construction Services. The contract is for a five-year period with pricing guaranteed for one-year increments. The RFP may result in multiple awards to vendors who meet all mandatory minimum requirements, achieve a minimum technical score of 487 points (65% of 750 available points), and obtain a total combined score of at least 650 points from the 1,000 total available points. Mandatory requirements include submission of a completed Cost Sheet (Attachment C) and Technical Criteria Responses (Attachment D).

The evaluation scoresheet contains 15 scoreable technical criteria categories weighted at 6.66% to 6.7% each, covering areas such as historical track record in developing custom JOC programs, construction cost database capabilities, market alignment strategies, pricing methodologies for non-pre-priced items, project cost verification processes, fraud prevention workflows, subcontractor recruitment and vetting, software functionalities, data security compliance, and program implementation timelines. The technical evaluation accounts for 65% of the total score (750 points), while cost evaluation comprises 35% (250 points). Cost points are awarded based on a lowest-price formula, with the lowest bidder receiving 100% of available cost points and other vendors receiving proportionally reduced points. Vendors must achieve a total score of at least 650 points to be awarded a contract.
