About this file

This is a Cost Sheet (Attachment C) for Solicitation #SB26-12, issued by the State of Utah Division of Purchasing, for the procurement of consultants to support the Job Order Contract (JOC) Construction Services Program. The RFP may result in multiple awards and requires vendors to meet mandatory minimum requirements and achieve at least 487 points (65%) of 750 available technical evaluation points to proceed to cost evaluation. The contract term is five years with pricing guaranteed for one-year periods. Vendors must submit completed cost evaluation charts and hourly rates for additional services outside the standard scope. The evaluation process awards contracts to vendors achieving a combined total of at least 650 of 1000 available points (technical plus cost scoring).

Pricing is structured as a percentage-based management fee applied to job order project values, with fees tiered by project size: $1–$100,000, $100,001–$500,000, $500,001–$1,000,000, and $1,000,001 and over. The proposed management fee must be fully inclusive of all JOC contractor and project management, proprietary software licensing, hosting, system implementation, and ongoing training, with no additional fees permitted. Vendors must also provide fully burdened hourly rates for additional services including Senior Cost Estimator, JOC Program Trainer, Software Developer, and Administrative Support, which are fixed for the first 12 months with subsequent annual increases capped at the Consumer Price Index or 3%, whichever is lower. Cost points are calculated using a lowest-price methodology, where the lowest bidder receives 100% of the 250 available cost points, with all other vendors receiving proportional points based on the formula: Cost Points × (Lowest Proposed Price/Proposed Price). The State reserves the right to negotiate or reject excessive or unreasonable fees prior to contract award.
