About this file
This Technical Criteria Attachment D document is issued by the State of Utah Division of Purchasing for Solicitation SB26-12 and establishes the evaluation framework for the Consultant for Job Order Contract (JOC) Construction Services procurement. The RFP seeks consultants to develop and maintain custom JOC programs for the State of Utah, with multiple awards anticipated. Consultants must address five mandatory technical evaluation categories: Qualifications and Experience, Construction Task Catalog & Pricing, Program Management and Execution, Software and Technical Support, and Implementation Schedule. Each category contains specific questions that must be answered, with each question worth 50 points for a total of 750 available technical points. Consultants must achieve a minimum score of 487 points (65% of available technical points) to advance to cost evaluation. The contract term is five years, with pricing guaranteed for one-year periods.
Award determination requires vendors to achieve a combined minimum total of 650 points across technical and cost evaluations (out of 1,000 available total points) to qualify for contract award. The technical evaluation process will be conducted by an evaluation committee that assigns scores to each section, with the average score of all evaluators determining the consultant's technical score. Consultant proposals must clearly identify question numbers with corresponding responses and may use any format, though promotional materials, unsolicited information, and internet links are not permitted unless specifically requested. Pricing information must not be included in technical responses. The document specifies that consultants with existing or prior State of Utah contracts will receive no preferential treatment and all proposals will be evaluated equally.
