About this file
This document is a clarification memo from a walk-through conducted on April 2, 2026, for a janitorial services contract at the Brigham City Regional Center involving the Division of Facilities Construction and Management (DFCM) and the Purchasing from People with Disabilities Advisory Board (PPDAB). The walk-through addressed ambiguities in the Scope of Work regarding cleaning specifications across multiple buildings and specialized areas within the complex. Key clarifications include: microwaves in break rooms and kitchens require full interior and exterior cleaning (differing from the original scope); all interior windows are to be cleaned (expanding on the original scope that specified only entryway, office, and conference room glass); electrical rooms are excluded from cleaning; hard floors are to be mopped and cleaned as specified; sinks, drinking fountains, elevators, stairs, and showers require cleaning per scope specifications; and specialized areas such as anatomy labs, fitness centers, robotics areas, cosmetology stations, esthetics treatment rooms, and laundry areas have specific, limited cleaning requirements focused on floors, trash removal, and surfaces only, with treatment tables and specialized equipment explicitly excluded. The submission deadline is April 10, 2026, at 12:00 PM, with questions due by April 3, 2026, at 12:00 PM.
The contract is a Set Aside restricted to Community Rehabilitation Programs (CRPs) as defined under Utah Code Section 63G-6A-805. The vendor is required to supply all cleaning supplies, trash can liners, and cleaning equipment, while DFCM provides paper products, soap, toilet seat covers, and paper towels for restocking. Several cleaning specifications remained to be determined (marked "TBD") at the time of the walk-through, including cleaning requirements for certain equipment in the USU portion, supply closets, cosmetology station mirrors, hair washing sinks, and the merchandise area in the West Building. The site visit was mandatory and held on April 2, 2026, at 10:00 AM at the Brigham City Regional Center, with late arrivals excluded from consideration.
