The solicitation requires a mandatory pre-bid site visit on April 2, 2026 at 10:00 AM at Brigham City Regional Center (265 West 1100 South, Brigham City, UT 84302), with participants required to meet at the flagpoles and arrival by the stated time or face exclusion from consideration. Questions must be submitted through the U3P website by April 3, 2026 at 12:00 PM, and bids are due on April 4, 2026 at 12:00 PM. The Service Contract term will be as specified in the solicitation documents, with the award being made to the lowest responsive and responsible bidder whose bid is deemed reasonable and in the State's interest.
This is a Set Aside contract exclusively for Community Rehabilitation Programs (CRPs) as defined under Utah Code Section 63G-6A-805(c), meaning only eligible CRPs may submit bids. Bidders must examine all solicitation documents, including the Description of Services, Scope of Work, and Service Contract, prior to submitting their bid and certify that they and their principals have not been debarred or suspended from government contracts. All addenda issued prior to the bid deadline must be acknowledged in the electronic submission through U3P, with failure to do so resulting in potential disqualification. PPDAB reserves the right to reject any or all bids and to waive formalities or technicalities, and contractors found noncompliant with solicitation or contract requirements may be debarred from consideration for up to three years.
