About this file
This is a Technical Criteria Attachment for a competitive procurement managed by the State of Utah Division of State Parks for the procurement of golf carts for rough terrain state park courses under RFP NC26-56-1. The procurement seeks both electric and gas-powered golf carts and will award a single contract to the highest-scoring responsive and responsible vendor. The contract term is five years, with vendor pricing guaranteed for the initial 12 months; any future price increases must be submitted with supporting market research and approved by the agency on an annual basis.
The technical evaluation is structured in a two-stage process with Stage 1 focusing on technical proposal evaluation across four primary criteria totaling 1,000 possible points. Vendors must achieve a minimum score of 600 points (60 percent) to advance. The evaluation criteria include: Compliance with Minimum Specifications and Technical Requirements (250 points), covering seating, steering, independent front and rear suspension, brakes, load capacity, noise levels, motor and fuel systems, canopy, bag holders, terrain capability, and durability; Product Lifecycle and Operational Value (250 points), addressing estimated useful life, durability, long-term performance, and energy efficiency; Warranty, Maintenance, and Service Support (200 points), requiring detailed descriptions of warranty coverage for parts and labor, maintenance program availability, repair turnaround times, customer training, and in-state service capabilities; and Vendor Experience and Qualifications (150 points), demonstrating relevant experience with golf carts or comparable equipment, client references, and organizational capacity for high-use operations. All responses must address both electric and gas cart options and include supporting documentation, references, and examples to substantiate capability claims.
