About this file

This is an RFP evaluation scoresheet for the State of Utah Division of Purchasing and the Department of Alcohol and Beverage Services for a Media and Community Outreach Campaign to Eliminate Underage Drinking in Utah (Solicitation #LD26-7). The campaign will provide advertising awareness of Parents Empowered ads and general awareness of underage drinking prevention in Utah. Offerors must meet five mandatory requirements: demonstrate a minimum of five years of experience on campaigns of similar size and scope, submit Attachment C Cost Proposal, confirm ability to begin the campaign on July 1, 2026 with launch by August 17, 2026, provide a point-by-point response to technical criteria, and supply names and contact information for three references. The contract is anticipated to result in a single award to the highest-scoring responsive and responsible vendor, with a five-year contract term and pricing guaranteed for one year.

The evaluation scoresheet allocates 900 points to technical criteria and 100 points to cost evaluation, for a total of 1,000 possible points. Technical scoring is based on six criteria: the proposed annual media plan including strategy and return on investment (300 points), collaboration approach with DABS and local authorities (150 points), plans for meeting campaign objectives and goals (75 points), integration with the existing Parents Empowered campaign (150 points), comprehensive accountability and performance measurement plans (150 points), and examples of past work in TV, social, digital, and other media (75 points). Cost points are awarded based on a formula where the lowest-priced proposal receives 100 percent of the 100 available cost points, with other proposals receiving proportional points calculated as (Lowest Proposed Price/Proposed Price) multiplied by the total cost points. A minimum of 720 technical points (80 percent of the technical score) is required to advance to cost evaluation.

Purchasing will use the following cost formula: The points assigned to each offerors cost proposal will be based on the lowest proposal price. The offeror with the lowest Proposed Price will receive 100% of the price points. All other offerors will receive a portion of the total cost points based on what percentage higher their Proposed Price is than the Lowest Proposed Price. The formula to compute the points is: Cost Points x (Lowest Proposed Price/Proposed Price).
