About this file
This RFP Requirements document outlines the submission and technical criteria for the Underage Drinking Prevention Media and Education Campaign issued by the State of Utah Department of Alcohol and Beverage Services (DABS). The campaign seeks a responsive and responsible vendor to provide advertising awareness of the Parents Empowered program and general underage drinking prevention messaging across Utah. The selected vendor will be required to begin the campaign on July 1, 2026, and launch all campaign materials by August 17, 2026. The contract term is five years, with vendor pricing guaranteed for the first year. The technical proposal response is limited to 75 pages and must address six mandatory criteria: an annual media plan with strategy and 1:1 return on investment match across TV, radio, out-of-home, digital, print, website, and social media channels; coordination plans with DABS and local substance abuse authorities; objectives, goals, and key campaign dates; integration with the existing Parents Empowered campaign; comprehensive accountability and performance measurement plans; and examples of past work in TV, social, digital, and other media formats without hyperlinks or URLs.
Offerors must meet five mandatory minimum requirements to be considered: a minimum of five years of experience on campaigns of similar size and scope; submission of Attachment C Cost Proposal; acknowledgment of ability to begin by July 1, 2026, and launch by August 17, 2026; submission of a point-by-point response to technical criteria; and provision of three references with names and contact information. All advertising materials created under the previous contract are owned exclusively by DABS as intellectual property. Any proposals determined non-responsive at any point during the solicitation process will be disqualified from further consideration. The RFP anticipates a single contract award based on the highest score justified by procurement code requirements.
