About this file
This document is a Cost Proposal Attachment (Attachment B) for an electrical maintenance and repair services contract issued by Forty Niners Stadium Management Company LLC for Levi's Stadium in Santa Clara County, California. The Request for Proposals (RFP) seeks to establish a qualified contractor bench for on-call electrical maintenance and repair services, with tasks to be communicated through individual Task Orders. The contract term is initially three years with potential one-year renewal options, and contractors will be selected based on their capability to handle a wide range of electrical repairs.
The pricing structure includes four primary elements: billable labor rates (based on prevailing wage rates with potential 3% annual adjustments), materials and consumables (to be provided at cost plus a markup percentage), equipment rental (actual invoice cost plus markup), and potential one-time startup costs. Proposers must submit detailed hourly rates for different employee classifications, with transparency requirements for materials over $1,500, including obtaining multiple supplier quotes. The contract allows for markup on materials and equipment rentals, with permit fees to be passed through at actual documented costs without additional markup. Proposers will be evaluated based on their proposed rates, markup percentages, and overall pricing strategy for on-call electrical maintenance services at Levi's Stadium.

COST PROPOSAL
ATTACHMENT B
COST PROPOSAL
This attachment explains how the Proposer shall price the services outlined in Attachment A to this solicitation.
The final pages of this Attachment B contains the price proposal table, which the Proposer shall submit as part of the response to the RFP.
There are four elements to the Proposer’s price submission:
1. Billable Labor Rates
a. In this section, the Proposer will state the billable hourly rate for each classification of direct-labor employees listed on the table. This billable rate will include:
i. All labor required to perform the work with trained personnel and supervision;
ii. Payment of prevailing wage labor rates for Santa Clara County;
iii. All legally mandated costs associated with the work (e.g., employer payroll taxes, obligations pursuant to any applicable collective bargaining agreements, et al.);
iv. All supplies required to perform the Work including, small tools, workers’ supplies or protective garments;
v. Waste management and disposal;
vi. Proposer’s overhead and profit;
vii. Travel costs;
viii. Project management, field surveying, trouble-shooting, and cost estimating;
ix. Insurance, depreciation, and all costs of “home office” operations;
x. All costs of small tools required to perform the Proposer’s work.
b. All overtime and weekend and Holiday rates are similarly based on Prevailing Wage.
c. Proposer shall insert the proposed billing rate for each classification of direct bill employee listed in the attached price proposal table. The total of all those billing rates will then be carried down to the Summary section of the pricing proposal table. Please note that the table includes the rates for representative direct-bill employees. Not every classification of employee is included in the table. However, these are the classifications that will be used to evaluate the Proposer’s pricing.
d. Price Adjustments to billable labor rates: The Proposer may request adjustments to the billable labor rates on each one-year anniversary during the initial three-year term of the agreement, plus any one year options to renew the agreement after the initial term. The Proposer must demonstrate to the satisfaction of the Stadium Manager that a price increase is warranted. Price adjustments are subject to Stadium Manager’s approval. Increases shall not exceed 3% annually, unless prevailing wage increases by more than 3%.
2. Materials and Consumables
a. Materials (which include replacement parts, new components such as panel boards, transformers, etc., but does NOT include the cost of small tools) and consumables, which are “minor” materials actually “consumed” during the course of work (such as caulking, solder, tape, etc.) shall be provided to the Stadium Manager at the Proposer’s “cost” (meaning what the Proposer paid the supplier) plus an agreed upon mark-up percentage, which would include handling, storage, etc.
b. The Proposer’s proposal must indicate their proposed mark-up % on materials.
c. When the Proposer is invoicing for specific task orders, and that invoice includes materials costs, Stadium Manager, at its discretion, may require invoices documenting what the Proposer paid for said materials.
d. Where an individual repair part, or component, costs in excess of $1,500, the Proposer is required to get quotes from at least two separate suppliers and provide copies of these quotes to Stadium Manager. If Stadium Manager issues an “emergency” task order, then this requirement may be waived if Stadium Manager so authorizes.
e. For solicitation evaluation only, a hypothetical amount of total material costs is provided in the Price Proposal Table column entitled “Material Costs.” So, this is a fixed number for all Proposers, and each Proposer shall indicate their proposed mark-up percentage on that hypothetical amount.
3. Equipment Rental
a. If the Proposer must rent equipment in order to accomplish a Task Order, the price of that equipment to Stadium Manager shall be the Proposer’s actual invoice cost for that equipment, plus an agreed upon mark-up percentage.
b. If the Proposer owns equipment, then reimbursement for use of that equipment is to be covered in the Proposer’s overall Overhead and Profit mark-up, which is a component of the Proposer’s billable hourly rates described above.
c. For solicitation evaluation only, a hypothetical amount for equipment rental costs is provided in the Price Proposal Table column entitled “Equipment Rental Costs.” So, this is a fixed number for all proposing Proposers, and each Proposer shall indicate their proposed mark-up percentage on that hypothetical amount.
4. One-Time Start Up Costs
a. Proposers may propose a one-time charge to cover their upfront costs of preparing to provide the on-call repair services.
b. Such costs could include, for example, the Proposer’s cost of obtaining the requisite performance and payment bonds, or assembling plans and specifications for the Stadium in order to facilitate Proposer’s prompt response to high priority task orders.
5. Permit Fees
a. All permit fees shall be pass through charges billed to the Stadium Manager for actual documented costs charged without markup. There is no need for Proposers to include any costs in their pricing for permit costs.
