About this file

This attachment to a Request for Qualifications (RFQ #265x901171) is a Small Business Enterprise (SBE) Participation and Professional Services Rating Rubric issued by the Metropolitan Sewer District of Greater Cincinnati (MSDGC) for an Owner's Advisor and Design Services contract related to the Mercy West Advanced Treatment System Project in Ohio. The RFQ seeks an Owner's Advisor to provide technical and project management support throughout the project lifecycle, including study, planning, design, and construction/closeout phases. Offerors must submit a completed Qualifications Questionnaire that demonstrates compliance with SBE participation requirements, including one Statement of Intent to Contract and Perform Form for each SBE subconsultant proposed and a Subconsultant Utilization Plan demonstrating achievement of the project's established 13% SBE goal. The submission must include documentation showing SBE certifications in relevant NIGP and/or NAICS codes, with reference to the City of Cincinnati's Vendor Compliance and Certification System for verification of certified SBE firms.

SBE participation comprises 20% of the overall evaluation score, reflecting the City's commitment to economic inclusion and providing opportunities to both established and emerging SBE firms, including those with limited or no prior MSDGC project history. Offerors must reference their SBE registration status if registered with MSDGC and/or certified by the City of Cincinnati Department of Economic Inclusion throughout their submittal. Deviation from the attachment's compliance instructions and requirements may result in the offeror's submittal being deemed non-responsive. The RFQ references three fillable forms available through the MSDGC website: the Professional Services Small Business Enterprise Rating Rubric, the SBE Statement of Intent to Contract and Perform Form, and the RFP/Q Subconsultant Utilization Plan Form, all of which must be completed as part of the qualifications submission.

MSDGC QUALIFICATIONS QUESTIONNAIRE FOR RFQ # RFQ 265x901171

OWNER’S ADVISOR AND DESIGN SERVICES

SMALL BUSINESS ENTERPRISE (SBE) PARTICIPATION AND PROFESSIONAL SERVICES RATING RUBRIC (ATTACHMENT 5 TO RFQ)

(Note: Small Business Enterprise (SBE) = 20% of overall evaluation score)

Overview:

This RFQ is subject to the MSDGC Small Business Enterprise (SBE) Program. The City is committed to increasing the participation of SBEs in all aspects of its contracting for MSDGC. This includes contracting with SBEs directly or indirectly, subcontracting and/or procurement activities.

There are many qualified SBE firms that have performed work with the City for MSDGC, but just as many qualified SBE firms that have not performed work with the City for MSDGC. A tenet of the SBE Program is economic inclusion which includes providing opportunities to firms with little or no work history on MSDGC projects, as subconsultants and/or Prime Consultants.

For this submittal, the Offeror must demonstrate how it intends to achieve or exceed the project’s established SBE goal (13%). To be counted towards the established goal, a proposed SBE firm must be certified in the NIGP and/or NAICS code(s) for the scope of work being provided.

If the Offeror is a registered MSDGC SBE and/or certified by the City of Cincinnati Department of Economic Inclusion, this should be stated throughout the submittal. To be considered for SBE status the Offeror must be certified in the NIGP and/or NAICS code(s) for the RFQ scope of services.

A list of current SBE and MSD-SBE firms can be found in the City of Cincinnati’s Vendor Compliance and Certification System (VCCS) Certified Directory via the following link:

https://cincinnati.diversitycompliance.com/.

SBE Participation Instructions:

1. Review the Professional Services Rating Rubric.

2. Complete one (1) Statement of Intent to Contract and Perform Form for each SBE subconsultant that will be utilized on the project. Note: If an SBE offeror is not proposing to utilize other SBE subconsultants, the SBE Offeror must still submit one (1) form and only complete the first section of the form, sign and date.

3. Complete the RFP/Q Subconsultant Utilization Plan (Statement of Intent to Utilize Firms) Form. The plan should demonstrate that the Applicant firm will achieve or exceed the advertised SBE goal.

Deviation of the submitted QQ from compliance with the Attachment 5 instructions and requirements may render the Offeror’s submittal as “non-responsive” by the City.
