About this file

This document is a Small Business Enterprise (SBE) Participation Professional Services Rating Rubric established by MSD (Metropolitan Sewer District), applicable to the Owner's Advisor and Design Services contract for the Mercy West Advanced Treatment System project in Ohio. The rubric serves as the evaluation framework for assessing vendor proposals based on SBE participation commitments and documentation. MSD requires that all SBEs counted toward advertised participation goals must hold current certification from an MSD-approved agency at the time of proposal review. The rating criteria are divided into three primary categories: Achievement of the Advertised SBE Goal (maximum 10 points with up to 2 additional bonus points), RFP Subconsultant Utilization Plan documentation (maximum 5 points), and Statement of Intent to Contract and Perform forms (maximum 4 points with up to 1 additional bonus point for first-time SBE relationships or first-time prime contracts with MSD).

The evaluation framework establishes specific requirements for vendor compliance and documentation completeness. Vendors meeting the advertised SBE participation goal receive 10 points, with one additional point awarded for every 2 percent increase above the goal, not to exceed 2 bonus points. The Subconsultant Utilization Plan must list all proposed firms with their specific work types matching certified commodity codes and include precise percentage allocations for each subconsultant without ambiguous language. The Statement of Intent to Contract and Perform requires individual forms signed by representatives of each proposed SBE subconsultant, with accurate and complete completion of all required fields. Additional bonus points are available for vendors demonstrating first-time relationships with SBE subconsultants or for SBE vendors pursuing their first prime contract with MSD, provided the subconsultants' proposed scopes of work are deemed necessary to project delivery. Points may be deducted for incomplete or inaccurate form submissions, with scoring discretion retained by individual raters.
