About this file

This is a Qualifications Questionnaire (QQ) for Request for Qualifications (RFQ) #265x901171 issued by the Metropolitan Sewer District of Greater Cincinnati (MSDGC) for Owner's Advisor and Design Services related to the Mercy West Advanced Treatment System (MWATS) Project located in Ohio. The MSDGC seeks an Owner's Advisor to provide technical and project management support throughout all phases of the project lifecycle, including study, planning, design, and construction/closeout activities. The submittal must be uploaded to the City of Cincinnati's Bonfire portal and must include a complete Qualifications Questionnaire with five attachments: corporate and contact information, overall firm qualifications with reference letters, key personnel qualifications with resumes and organizational chart, project approach and management narrative, similar completed projects, and Small Business Enterprise (SBE) participation documentation. Offerors must submit one digital copy and include an original signed and notarized Affidavit of Accuracy & Signature Page with appropriate documentation of signatory authorization based on their legal entity type.

The evaluation of submissions will be scored across five weighted categories: Overall Qualifications of the Firm (15%), Qualifications of Key Personnel (30%), Project Approach and Management (20%), Similar Projects (15%), and Small Business Enterprise (SBE) Participation (20%). The RFQ establishes a 13% SBE participation goal, and offerors must demonstrate how they intend to achieve or exceed this threshold through direct SBE participation or subcontracting to certified SBE firms. All submissions must be single legal entities (corporation, partnership, sole proprietorship, limited liability company, or limited liability partnership) and must comply with specific page limits and formatting requirements, including narratives in 12-point font with one-inch margins on standard letter-size paper. Offerors are required to disclose prior judgments, contract compliance issues, convictions, debarment status, and contract execution history within the past ten years.

SMALL BUSINESS ENTERPRISE (SBE) PARTICIPATION AND PROFESSIONAL SERVICES RATING RUBRIC (ATTACHMENT 5 TO RFQ)

(Note: Small Business Enterprise (SBE) = 20% of overall evaluation score)

Overview:

This RFQ is subject to the MSDGC Small Business Enterprise (SBE) Program. The City is committed to increasing the participation of SBEs in all aspects of its contracting for MSDGC. This includes contracting with SBEs directly or indirectly, subcontracting and/or procurement activities.

There are many qualified SBE firms that have performed work with the City for MSDGC, but just as many qualified SBE firms that have not performed work with the City for MSDGC. A tenet of the SBE Program is economic inclusion which includes providing opportunities to firms with little or no work history on MSDGC projects, as subconsultants and/or Prime Consultants.

For this submittal, the Offeror must demonstrate how it intends to achieve or exceed the project’s established SBE goal (13%). To be counted towards the established goal, a proposed SBE firm must be certified in the NIGP and/or NAICS code(s) for the scope of work being provided.

If the Offeror is a registered MSDGC SBE and/or certified by the City of Cincinnati Department of Economic Inclusion, this should be stated throughout the submittal. To be considered for SBE status the Offeror must be certified in the NIGP and/or NAICS code(s) for the RFQ scope of services.

A list of current SBE and MSD-SBE firms can be found in the City of Cincinnati’s Vendor Compliance and Certification System (VCCS) Certified Directory via the following link:

https://cincinnati.diversitycompliance.com/.

SBE Participation Instructions:

1. Review the Professional Services Rating Rubric.

2. Complete one (1) Statement of Intent to Contract and Perform Form for each SBE subconsultant that will be utilized on the project. Note: If an SBE offeror is not proposing to utilize other SBE subconsultants, the SBE Offeror must still submit one (1) form and only complete the first section of the form, sign and date.

3. Complete the RFP/Q Subconsultant Utilization Plan (Statement of Intent to Utilize Firms) Form. The plan should demonstrate that the Applicant firm will achieve or exceed the advertised SBE goal.

Deviation of the submitted QQ from compliance with the Attachment 5 instructions and requirements may render the Offeror’s submittal as “non-responsive” by the City.
