About this file

This is a Qualifications Questionnaire for RFQ #RFQ 265x901171 issued by the Metropolitan Sewer District of Greater Cincinnati (MSDGC) for Owner's Advisor and Design Services related to the Mercy West Advanced Treatment System (MWATS) Project in Ohio. The RFQ requests comprehensive Owner's Advisor and site designer services to support the project through all lifecycle phases, including study, planning, design, and construction/closeout, with necessary technical and project management support for successful project execution. Offerors must submit qualified key personnel who will be assigned to the work, with qualifications of key personnel comprising 30 percent of the evaluation criteria.

Attachment 2 establishes specific submission requirements for key personnel qualifications, including a mandatory list identifying personnel by name, specialty, certifications, firm and office location, years of experience, roles on similar projects, date of availability, and level of commitment as a percentage of time. Each key personnel member requires a resume not exceeding two pages. Offerors must provide an organizational chart on no more than five combined pages with narrative, identify connections between submitted personnel and projects listed in Attachment 4, demonstrate management commitment throughout the contract duration, and address continuity of staff resources. MSDGC retains approval authority for any key personnel replacements. Deviations from the submission instructions and requirements may result in the offeror's submittal being deemed non-responsive.

Resume(s): The Offeror MUST attach a resume for each person identified on the List of Key Personnel. Each resume shall not exceed two (2) pages in length. Resumes are not included in the page limit for Attachment 2.

Instructions for Narrative and Organizational Chart: The narrative section of Attachment 2 shall be single-spaced in 12-point font on 8 ½ x 11 sheets with 1-inch margins. The organizational chart shall be provided on one or more 8 ½ x 11 sheets with 1-inch margins. The maximum number of pages for the narrative and the organizational chart combined shall not exceed five (5) pages.

General Information: The Offeror shall identify by name and summarize the qualifications of the personnel that may be assigned to the work described in Section 1 - Request of the RFQ. The Offeror shall also identify the specialized skills and disciplines that will be required to complete the work.

The submittal will be evaluated for scoring under this category based on the information listed below. A key factor for successful implementation of a project is ensuring qualified and dedicated staff are assigned for the duration of the project. The submittal shall address the following items:

· Organizational Chart: An organization chart identifying key personnel illustrating their corresponding role with the work that may result from this RFQ. For each person listed in the organizational chart, provide a brief summary regarding the adequacy and appropriateness of their credentials and capabilities, expected project assignments, and the extent of their project participation, years of experience, and the relevance of their prior experience regarding the services described in the RFQ.

· Connection to Submitted Projects: MSDGC will look for connections between the key personnel and the projects listed in Attachment 4. Scoring will be advantaged by providing a matrix of personnel and their connections to the information in Attachment 4.

· Personnel Commitment: The Offeror shall demonstrate the commitment of its management, key, and other full-time personnel throughout the life of the contract. The date of availability, the level of commitment and office location shall be indicated for all key personnel when needed. Level of commitment is for general reference only for those times when MSDGC assigns projects under this contract and is not intended to convey a rigid ongoing readiness status.

· Continuity of Project Personnel: The Offeror shall provide a narrative to address how it will maintain the quality and depth of staff resources throughout the duration of the contract. MSDGC shall have approval authority regarding replacement of any key personnel.
