About this file

This is a catalog bid specification document from Bergen County, New Jersey, establishing a 24-month contract with multiple vendors for equipment repair parts and services across various manufacturers. The County determined that multiple contracts are necessary to meet the diverse needs of various using agencies, as no single vendor can adequately provide all required items in the necessary quantities and types. Bergen County using agencies will order materials directly from vendors as needed, with orders covered by confirming requisition numbers or purchase orders. Vendors must be official distributors for any catalog offered and provide documentation of distributorship rights; third-party distributorships are not acceptable. Catalogs must clearly identify product names, specifications, and packaging information, with prices listed in the catalog or accompanying price list.

Pricing shall be structured as a percentage decrease from the lowest price listed in the catalog, with any exceptions clearly identified in the bid proposal. Vendors may alternatively offer discounts off the Manufacturer Suggested Retail Price (MSRP) or provide the manufacturer website as the pricelist. The percentage discount offered at bid submission shall remain fixed for the entire 24-month contract period; however, vendor price increases from newly published catalogs will be honored. If submitting an actual pricelist, vendors must provide the County with price changes at least ten working days prior to implementation, with no retroactive increases permitted. There are no minimum order requirements and no shipping charges. Vendors are not limited to brand names or manufacturers and may add product lines not covered by other County of Bergen bids, such as road equipment or irrigation parts, which fall under separate contracting vehicles.

BC-BID-26-02: CATALOG BID - EQUIPMENT REPAIR PARTS & SERVICE

The County of Bergen desires to establish a twenty-four (24) month contract with multiple catalog vendors for the provision of goods and/or services described elsewhere herein.

The County has determined that multiple contracts are in the best interest of the County, since it is anticipated that no single vendor can meet the various needs, in type and quantity, of various using agencies. The County does not guarantee a minimum purchase with any single vendor or an amount under the contract.

The vendor must be an official distributor for any catalog offered. Documentation of this fact must accompany each catalog. The county will not accept a catalog where the distributorship rights to that catalog are those of a third party.

Catalogs must clearly identify the product name, specifications, packaging information, etc. Prices must be listed in each catalog or in an accompanying price list, and the term “catalog” used herein includes the price list, if one is used.

The Prices(s) offered shall be in the form of a percentage decrease from the lowest price listed in the catalog. Any exceptions to the stated percentage decrease must be clearly listed with the bid proposal.

Vendors are permitted to offer a discount off the Manufacture Suggested Retail Price (MSRP) and are permitted to offer the manufacturer website as the pricelist.

Vendor price increases, as reflected in a newly published catalog shall be honored. However, percentage discount offered in the bid submittal shall not change over the life of the contract (24 months).

If submitted an actual pricelist – the vendor shall supply the County of Bergen with the any price changes at least ten (10) working days prior to the increase price(s) becoming effective. No increase shall be retroactive. The vendor shall honor prices on orders placed prior to the County’s receipt of revised price(s).

Various Bergen County Using Agencies may order materials covered by the contract directly from the vendor when and as required. These orders shall be covered by the issuance of a confirming requisition number or County Purchase Order.

Vendor shall submit hard copy catalogs of items offered if requested by using agency. The vendor has ten (10) working days to comply with requests.

There shall be no minimum orders and no shipping charges. The vendor will be paid the catalog price, less discount, for each item purchased.

Vendors are not limited to brand name/manufacturers. Vendor are permitted to add additional lines as needed but note that this is limited only to equipment and parts not covered by other County of Bergen bids – ie: Road – Large Scale Equipment; Irrigation Parts & Repairs – these are covered by other County bids.
