About this file

This is a Questions and Answers document (No. 3) issued by Hurricane City on August 31, 2026, for the GJ27-16 Hurricane City Sky Mountain Golf Clubhouse Remodel & Facility Addition Project. The document addresses 21 clarifying questions submitted by bidders regarding mechanical, electrical, and structural design elements. Key clarifications include confirmation that the HVAC system will utilize factory controllers and 7-day programmable thermostats without a building automation system; two unit heaters (UH-1 and UH-2) each requiring separate single-stage thermostats; coordination of kitchen hood exhaust fan (EF-3) and makeup air unit (MUA-1) with fire suppression shutdown requirements; economizers as factory-installed packages; and low-voltage control wiring installation standards. The mandatory pre-bid conference was scheduled for September 1, 2026, with questions due by September 3, 2026 at 5 p.m. MT, and bid submissions due by September 10, 2026 at 11 a.m. MT to the Hurricane City office located at 147 North 870 West, Hurricane, Utah 84737. Bidding documents were available through https://contractors.jonesanddemille.com/.

Additional clarifications address electrical, structural, and roofing specifications, including confirmation that the new 4" primary conduit connection originates from a 4-way grid equipment vault; that geotechnical report information and related requirements are included in Addendum No. 3; that acoustic metal decking will not be used; that standing seam metal roofing will remain as a seamed panel rather than snap lock style; and that factory-direct distributors must be used per Section 08 71 00 specifications. Multiple questions were directed to Addendum No. 3 for additional details regarding geotechnical requirements, fire line approvals, roofing specifications, and product substitutions.

QUESTIONS AND ANSWERS NO. 3 DATE: AUGUST 31, 2026

1. Does this project require a building automation system, JACE/supervisory controller, BAS network, graphical interface, remote access, trending, alarms, or integration with an existing controls system? Our interpretation is that the HVAC equipment will operate using factory controllers and local programmable thermostats.

a. It is not the intent of the design to provide a BAS. Factory controllers and 7-day programmable thermostats is the design intent. See keyed note 12 on M101 and Section 2.10 on M701.

2. Section 2.10 on Sheet M-701 indicates that thermostats are provided with the air-conditioning units and installed and wired by the HVAC contractor. Please confirm that RTU-1 and RTU-2 will each be provided with a factory 7-day programmable thermostat and that no additional DDC controller or BAS interface is required.

a. See keyed note 12 on M101 and Section 2.10 on M701. RTUs are to be provided by 7-day programmable thermostat. BAS is not the intent of the design.

3. Please confirm that DHP/DFC-1 through DHP/DFC-4 each require one factory-compatible programmable thermostat or wired controller, for a total of four controls.

a. See Sheets M100 and M101.

4. Sheet M-702 states that the MUA-1 thermostat is not included with the unit and that the contractor shall provide a two-stage heating/cooling thermostat. Please confirm that one standalone two-stage thermostat is required for MUA-1 and identify any required manufacturer or model.

a. Interlock make up air and exhaust fan. Discharge temp control for exhaust fan.

5. Sheet M-100 tags both gas-fired unit heaters as UH-1, while Sheet M-601 schedules UH-1 and UH-2. Please confirm that there are two unit heaters. Also confirm whether each unit heater requires a separate wall thermostat and, if so, specify the required thermostat type and number of heating stages.

a. The design intent is for there to be two unit heaters. See Sheet M100 and M601. Each unit will be provided with their own thermostat. Coordination of thermostats to be done with Owner. Units to be provided with single stage thermostats.

6. Please confirm the required control sequence between the kitchen hood control panel, EF-3, and MUA-1. Please clarify whether EF-3 and MUA-1 start simultaneously upon hood operation, whether the hood supplier provides the control panel, starters/contactors or VFDs, and dry contacts, which trade is responsible for field

Hurricane City Sky Mountain Golf Clubhouse Remodel (2503-066) Questions and Answers No. 3 interlock wiring, whether fan-status proof, airflow switches, or current sensors are required, whether fire-suppression activation must shut down MUA-1 and EF-3 and close a gas valve.

a. Dry contact on the exhaust fan to connect to make up air. Typically done by mechanical contractor.

b. Nothing extra anticipated unless you want to have the exhaust fan kick on when the make up air is turned on.

c. Mechanical contractor is responsible for field interlocking.

d. Fire suppression activation must shut down MUA-1 and EF-3. Close gas valve.

7. The exhaust-fan schedule indicates that EF-1 and EF-2 are interlocked with wall switches and that the switches and wiring are by Electrical. Please confirm that these fans require no work by the temperature-controls contractor.

a. Exhaust fans do not need to be coordinated with temperature controls contractor.

8. Please clarify responsibility for conduit and raceway serving thermostat and low-voltage control wiring. Sheet M-701 appears to include both control wiring and associated conduit within the mechanical scope. Please confirm whether exposed and concealed low-voltage control wiring must be installed in conduit and identify the responsible trade.

a. If there is a control contractor, it is the responsibility of the control contractor. If not, it is the responsibility of the mechanical contractor. Low voltage control wiring to be installed with designated j-hooks when accessible, if inaccessible enclosed routing is required.

9. Please confirm that the economizers for RTU-1 and RTU-2 are complete factory-installed packages operating from their factory controllers and outdoor-air sensors, with no separate field DDC controls or BAS connection required.

a. See rooftop unit schedule on M601. Economizer to be factory installed.

10. No separate sequence of operations or Division 23 DDC controls specification was identified. Please confirm that controls commissioning is limited to manufacturer startup, thermostat programming, interlock verification, and owner instruction.

a. The design intent is for there to be no additional specialized controls on top of what is provided by the construction documents.

11. Sheet C-102 indicates installation of a new 4" conduit with 1/0 primary cable to serve the new transformer. However, the drawings do not clearly identify the point of origin or connection location for the new primary conduit. The most logical connection point identified in the field is a 4-way vault located down and across the street.

a. See Addendum No. 3.

12. Following the installation as currently shown may result in a significant additional cost due to the required underground primary installation, landscape, and asphalt removal. Please clarify whether the proposed electrical distribution can be revised to utilize the existing transformer infrastructure. Specifically, please confirm whether it would be feasible to upsize the existing transformer to serve both the existing service and the new service; or feed the new transformer from the existing transformer if capacity and utility requirements allow.

a. This would prove to be costly both on the design and implementation side due to the fact that the existing service is single-phase and the new service is 3-phase. Also, placing a large single-phase service on a 3-phase system would create a large imbalance on the system. The transformers have different voltage configurations and can’t be fed from the other transformer. The feed would need to originate from the 4-way grid equipment.

13. Please provide a copy of the geotechnical report referenced on Sheet S-001 ("A geotechnical report of the site was performed by Landmark Testing and Engineering on September 2025, No. 250381") — it was not included in the bid documents we received.

a. See Addendum No. 3.

14. If no geotechnical report is available, please provide the requirements for subgrade prep, any over-excavating that may be required, structural fill requirements, etc.

a. See Addendum No. 3.

15. Can we get a clarification on the fire line and remote FDC? The FDC doesn't show that it is coming from the building. Also, has the city approved the fire line off the existing fire hydrant?

a. See Addendum No. 3.

16. Article 6 Paragraph 6.01 does not give the number of calendar days for completion, could you please update?

a. See Document 00 41 15, Article 6.01, Paragraph A. Bidder to propose number of calendar days for substantial completion.

17. Architectural sheets call out an acoustical metal deck, whereas the structural deck schedule does not. Please clarify if an acoustical deck is required, and if so please specify.

a. Acoustic metal deck will not be used on this project. The deck required is noted on the steel deck schedule found on the structural drawings.

18. FYI there is not a TPO roofing membrane spec in the spec manual. Also, when you spec a seamed metal Standing seam panel, it makes future repairs very difficult because you can’t un-seam them without damage to the panel, where a snap lock style standing seam can be un-snapped with a tool and they do not come apart without a tool.

a. See Addendum No. 3. The standing seam metal roofing will remain as a seamed panel and not a snap lock standing seam roof.

19. Would Scranton Products be a qualified substitution for locker/partition products?

a. See Addendum No. 3.

20. I am writing to request your approval for a substitution of the product specified in section 083513.13-3 2.2 in the project mentioned above. We believe that this change will provide an equal or even better solution for the application.

a. See Addendum No. 3.

21. In the Specs (08 71 00 Pg.4 1.5 D) it says we need to use a factory direct distributor. Can we use an indirect factory supplier such as Sun Pro?

a. Adhere to Section 08 71 00.

Signed: Kim Campbell, Architect
