About this file
This document is a Request for Proposal (RFP) scoring sheet issued by the Utah Department of Transportation (UDOT) for Fiber Optic Maintenance, Repair, and Installation services. The solicitation seeks qualified contractors to provide construction services with a contract period ending 03/31/2028 and no renewal options. UDOT anticipates making multiple contract awards for fast-turnaround, straightforward construction services where contractors will be paid on a line-item basis for work performed. The evaluation process includes three stages: mandatory minimum requirements (pass/fail), technical proposal evaluation (60 points), and cost proposal evaluation (40 points).
The scoring methodology uses a comprehensive point system that evaluates contractors on experience (40 points), resources (10 points), and internal policies (10 points). Cost proposals will be scored based on a ratio calculation where the lowest proposed cost receives maximum points, and proposals more than double the lowest cost receive zero points. Contractors must be certified in Fiber Optic Installation and Work Zone safety, with scoring ranging from zero (fail) to five (excellent). The state retains the right to reopen the solicitation to allow additional contractors to submit responses at any time, emphasizing flexibility in contractor selection for these specialized construction services.

TOTAL EVALUATION POINTS (100 POINTS POSSIBLE)
Evaluation of Cost Proposals: The offeror with the lowest total cost will receive the maximum available Cost points. All other offerors will receive points as determined by the ratio* of their cost to the lowest offered cost. Final cost scores will be calculated based on the following:
*Ratio Calculation: Points assigned to each offeror’s Cost Proposal will be based on the Lowest Proposed Cost. The offeror with the Lowest Proposed Cost will receive 100% of the cost points. All other offerors will receive a portion of the total cost points based on what percentage higher their proposed cost is than the Lowest Proposed Cost. An Offeror whose proposed cost is more than double (200%) the Lowest Proposed Cost will receive no points. The formula to compute the points is: Cost Points x (2- (Proposed Cost/ Lowest Proposed Cost)).
