About this file
This is a Questions and Answers document for federal contract opportunity CO ERFO FS SNJUAN 2026-1(1) Fall Creek Road, issued by the U.S. Forest Service. The document contains clarifications on various aspects of a stream and road repair project with multiple work sites including West Fork Bridge, Hatcher Road, East Fork, and Fall Creek. Key deadlines include a proposal due date of July 28, 2026, with work commencing upon Notice-to-Proceed and referencing Section 108 for completion details. The project involves concrete box culvert installation, stream diversion, riprap placement, reinforced soil slope construction, and bridge scour repair work. Liquidated damages are assessed at $2,300 per day for delays, reduced to $230 per day during approved winter shutdown periods.
Technical clarifications address design specifications including a 16x6 concrete box culvert that cannot be substituted with double 8x6 barrels, shop drawing requirements for structures, stream diversion design for a 2-year peak flow of 205 cubic feet per second, and reinforced soil slope reinforcement specifications. The document confirms that environmental permitting through NEPA is complete with conditions detailed in Special Contract Requirements, specifies haul route restrictions on County Road 648 with 25-ton, 39-ton, and 41-ton axle limits, and clarifies that previously disturbed areas may be used for staging and stockpiling without additional environmental clearance. Cost and material reuse issues are addressed, including allowances for unsuitable foundation material, groundwater, and bedrock encounters referenced in Sections 602 and 209, with on-site material reuse permitted if it meets contract specifications. The Government has not designated disposal locations; debris must be disposed of outside the Forest.

Questions Answers 1 Is a site visit scheduled or can I arrange a site visit for the project? There is no site visit scheduled. The site is open and accessible to the public.
2 When is it due? Please see page A-1, box 13
July 28, 2026
1 What is the overall period of performance for all work to be completed on this project?
Please reference Section 108
2 Specifically, when can we start and what is the final deadline for completion?
Start once Notice-to-Proceed is issued, and reference Section 108 for completion.

1 Is the 16x6 able to be changed to a double run of 8x6 per ASTM
C1577.
No, while the conveyance area might be equal, a double barrel CBC does not meet the design intent, especially with regards to debris passage.
2 Is the Concrete Box Culvert going to be redesigned for the depth of cover required in the drawings? Existing specifications indicate a maximum cover of 4 feet vs the design of 10 feet.
The contractor is required to submit shop drawings per Section 602 of the Special Contract Requirements. The wall thickness of the submitted box culvert should be sized appropriate to design earth cover as conveyed in the plans and cross sections.
3 The Substituted paragraphs on page E-12, 108.05 Failure to Complete Work on Time are confusing. If a Winter storm event shuts down the job, are we going to be charged $230.00 / Day until we can go back to work?
If the project enters an approved winter shutdown period after the contract completion date, liquidated damages will be assessed at $230.00 per day.
Under Section 108.05 of the Special Contract Requirements, liquidated damages assessed during an active winter shutdown period are reduced to 10 percent of the full rate specified in FAR Clause 52.211-12.
Once the winter shutdown ends and work resumes, the full liquidated damages rate of $2,300.00 per day will resume until the work is substantially complete.

1 We saw that in the fall creek project that there was a line item with spring bypass/ creek bypass. We have heard from a few contractors that they would like numbers to assist in the bypass. I looked through the plans and was able to locate what CFS the bridge will need to be able to withstand but was unable to locate the CFS the creek is expected to be running at when the project is happening. Do you have any additional information to this, or can you point me in the right direction?
Section 628 specifies a stream diversion for a 2-year peak flow, which is 205 cfs in this case, as shown in the Hydraulic Report Table 4. See Section
628.03 for contractor submittal requirements. A different flow and supporting analysis can be submitted with the contractor's diversion plan. Since this stream is not gaged, CFL cannot make this determination or provide a recommendation.
