16 For the completion of the micropile testing, concrete forming, and concrete work, the road will need to be closed for grout and concrete curing, resulting in significant time of closure. On sheet 635-1, note 5 mentions that the road is to be opened for two way traffic during non-working hours. Please confirm that the road can remain closed for the duration of the project.

The road cannot remain closed for the duration of the project. Please refer to SCR Subsection 156.07 (l).

17 There appear to be full rebar and concrete design drawings with this bid package. Is the expectation for these to be stamped by contractors’ engineer?

Submittal requirements are in Section 104 of FP.

18 Line Item #A0320, Pay Item: 20420-0000 is shown as 44 CUYD on the Summary on Quantities - Schedule A; but the quantity listed on the Bid Schedule A-7 lists 65 CUYD. Please verify we should bid the 65 CUYD on the Contract Quantity Pay Items.

Sheet B1 in the plans shows that item 20420-0000 is 44 CUYD with a 21 CUYD allowance, which is included in the final total of 65 CUYD for the pay item. This is reflected in the bid schedule in sheets A-7 thru A-10 in the invitation for bid. Please bid according to the total shown for the Bid Schedule in the IFB, and the Bid Schedule column on sheet B1.

19 If we do not plan on using equipment on the Contract Quantity Pay Items, such as a Bulldozer (Item A0640/62201-1300), our assumption is we should leave this bid item blank. Please verify this approach.

Refer to Sheet A-i of the IFB, Subsection 102.02 of the FP-14, and FAR 52.214-18 Preparation of Bids-Construction. A bid price must be provided for every item or your bid will be rejected as non-responsive.

622 items for construction equipment are for work ordered by the CO and not otherwise provided for under the contract. Refer to Section 622 of the

FP-14.

20 Construction Equipment that is not listed on the Contract Quantity Pay Items, we plan to include the cost of the equipment in other pay items as incidental to the work. Please verify this approach for the incidental equipment is correct.

Construction equipment used to perform work under a pay item should be included with that pay item as incidental to the work. Refer to FP-14 Subsection 109.05.

21 Section 63.7. – Facilities and Services Due to the remote location of this project, where is the proposed location of the field office? This is not a multi-year project.

Staging area is already at a minimum.

The office trailer site will be in Buffalo, WY. The specific location will be proposed by the contractor for approval by the CO, in accordance with SCR Subsection 637.03 (b), as shown in amendment A002.

22 Would the CFLHD and USFS consider receiving the bid package via electronic mail and the original bid guarantee sent via mail prior to the bid due date/time?

Reference Notice to Bidders, page A-i, “Electronic bids will not be accepted”. Per page A-ii Modifications to Bids will be accepted via email if received prior to the time specified for receipt of bids.
