Repairs include embankment construction, retaining wall construction, concrete box culvert construction, aggregate placement, and asphalt paving. The roadway is currently closed and will remain closed until repairs are complete, with diversions of the creek required during certain construction activities. UT ERFO 70014(2) Santaquin Canyon Road Pre-Bid Teams Meeting Questions & Answers (Q&A)

Question Answer

1. What are the Small Business Requirements?

This procurement is Full and Open. Large Business concerns will be required to submit a Small Business Subcontracting Plan if they are the apparent low bidder. See Appendix C of the Solicitation for the Sample Small Business Subcontracting Plan.

2. Is the road/area open to the public?

The area and road are open to the Trumboldt Picnic Area, which is between Sites 2 and 3. Upstream of the Trumboldt Picnic Area, the road and area is closed by Forest Service Order and will remain closed through construction. There is no administrative access requirement for Forest Service vehicles upstream of the Trumboldt Picnic Area. Essentially, the contractor will be working behind a closed gate.

3. Are there any cultural clearances?

There are no cultural resources impacted by this project.

4. Have you looked into supply times for the culverts?

Concrete box culvert lead times may be significant due to the size of the proposed structures. It is expected that fabrication will occur over the upcoming fall and winter, in preparation for placement during the 2024 construction season.

5. Is the intent for retaining walls to match the previously constructed retaining wall in the canyon.

Yes, the walls need to be similar texture and color to the existing wall.

6. Is salt used to deice the road? No salt is used; the area is closed in the winter.

7. Will local concrete mix design be accepted for the retaining wall blocks?

Yes, locally used concrete mix designs will be evaluated and accepted for the retaining wall blocks.

8. Have you reviewed fabrication lead times for retaining walls.

The Government will rely on the contractor to offer the most economical and streamlined design.

Contractors are expected to take fabrication lead time into consideration and use off the shelf items as much as possible.

9. Will the Government fast track the submittal approvals.

Expect 3 to 5 days turnaround.

10. Have fabrication lead times been accounted for in development of contract completion dates.

Yes, estimated lead times for fabrication of site-specific materials have been included in the construction schedule developed during design.
