Questions Answers 1 Due to the current volatility in the oil market and length of project:
o Will the Government add an escalation clause for bituminous products?
o Will the Government add an escalation clause for fuel?

Plan Sheet B7 shows the Prime Coat to be Method 2. SCR Section 411.06 deleted the text for Asphalt Application. It adds: (a)Surfaces primed with cut-back asphalt (topical application) and (b) Surfaces primed with emulsified asphalt (processed application).
2 Is the means and methods up to the Contractor?
o Will the Government allow other products and methods
The contractor has the option to use either an emulsified asphalt meeting the requirements of Subsection 702.02 and apply it according to 411.06(b), or a cutback asphalt meeting the requirements of 702.07 and apply it according to 411.06(a).
• These are the only two primes allowed.
3 SCR Section 107.10 (f) (15) states “Avoid noise disturbance to active bald eagle, golden eagle, and peregrine falcon nests located within 0.5 miles of the project corridor between MP 237 and MP 240.6. Depending on status of nests during year of construction, construction activities, with the exception of thru traffic, may be prohibited between December 15 – August 31 between MP 237 and MP
240.6. The CO will determine, in consultation with the FHWA Environmental Protection Specialist, contractor-hired biologist and Arizona Game and Fish Department, if active nests are present and if work prohibitions are necessary.” Please provide the number of nests and locations.
Location of any potential nests are unknown at this time. A bird nest survey needs to be conducted by the contractor-hired biologist (107.10 (f) (5)) and the consultation between the biologist, FHWA Environmental Protection Specialist, and Arizona Game and Fish Department will determine if active nests are present.
4 SCR Section 251.03 states “Provide riprap that matches the surrounding rock outcrops and adjacent materials. Submit color samples to the CO for approval”
The intent is for the rip rap to be as similar as possible in color to the surrounding rock outcrops, understanding that a perfect match may not be feasible. This may result in a few o Based upon our site visit, the color of surrounding varies greatly. Please provide some potential colors, as the cost to purchase will vary greatly.

5 SCR Section 303.05 Roadbed Conditioning states “Remove organic, deleterious, and material larger than 3 inches (150 millimeters) from the top 6 inches of subgrade. Dispose of waste according to Subsection 204.14. Repair soft and unstable areas according to Subsection 204.07. Scarify surface to a 6-inch (150-millimeter) depth. Remove irregularities and shape to a uniform surface. Finish earth surfaces to within 0.05 feet (15 millimeters) and rock surfaces to within
0.10 feet (30 millimeters) of required line and grade. Compact according to Subsection 204.11.” There are numerous areas throughout the project that exhibit protruding rock. In the rock areas, is it the Governments expectation to remove the top 6” of rock?
Bedrock is not expected to be encountered during subgrade preparation. If encountered, the CO will provide direction.
6 SCR Section 407 and 703.09. After speaking with the local chip suppliers, they are not able to custom crush for this project to meet FP-14 specifications.
• Can the Contractor use MAG Section 716 for the chips (High Volume and Low Volume) as an approved equal?
Bid as specified. Local suppliers were contacted during project development and indicated the ability to supply the specified aggregates.
7 SCR Section 501 States for the Contractor to “.. Submit to the CO three possible colors for review. “ o Does the Government have any potential colors?
o Will the Government utilize more than one color on the project?
• Specific colors are not available. The requirement is to match the low water crossing concrete to the color of the surrounding chip seal.
• The chip seal color shouldn’t noticeably vary, so the color used for the low water crossing concrete should be the same.
8 SCR Section 623.03 Slope Scaling. Is this item for the five cuts to be excavated shown on the project plans?
Yes. The slope scaling item is intended to be used, as needed, at the 5 slope excavation areas.
9 Plans/Bid Schedule- BI 20401-0000 Roadway Excavation 20,000 CUYD less BI 20441-0000 Waste 10,000 CUYD= 10,000 CUYD of Embankment. Where is the 10,000 CUYD of Embankment to be placed?
There is not expected to be 10,000 CUYD of Embankment.
Of the 20,000 CUYD of Roadway Excavation, 10,000 CUYD may be placed at the designated waste site (Sta.
1632+50, Rt. and sheet D2). The remainder of the material will need to be hauled off the project to a commercial disposal site, hence the 10,000 CUYD Waste pay item. See the Remarks column on sheet B1.
10 Plan Sheet A5 shows incorporating the existing berms into the subbase. The berms appear to be a positive device to prevent vehicular traffic from leaving the roadway onto the steep slopes. Please advise.
The plan sheet is correct. The berm is to be removed.
11 Plan Sheet B8 Roadway Excavation Summary, Sta. 1655-50- Sta. 1843+40 states to remove 4” of subbase for the 20’ template. This section is no different than the rest of the project- areas of protruding rock and decomposed granite. Please advise.
Bedrock is not expected to be encountered during subgrade preparation. If encountered, the CO will provide direction.
12 Is a Traffic Control Supervisor required for this project”?
Yes. Refer to section 156.09 of the FP.
13 If so, is this position considered full -time, on-site or ? Meet the requirements of 156.09 of the FP.
