General Requirements and Deliverables for all sites
Description of Services
The Contactor shall provide a blank report that will list all the tasks in the SOW. A review will be conducted with the Contractor as to the tasks, time frames and logistics of completing the tasks. This report will be reviewed and approved by the contracting officer (CO) and Contracting Officer Representative (COR) for future reporting purposes.
The Contractor shall submit a monthly report of all areas cleaned, accompanied by an initial and date next to each item cleaned. The monthly report is due on the last day of each month for both the Main Facility (including the outlying buildings) and Child Care Facility. The monthly report template shall be submitted digitally to the Contracting Officer and Contracting Officer Representative within 15 days of award for review and approval.
A kickoff meeting will be held within 15 days of award.
Quality Control
The contractor shall develop and maintain a quality control program to ensure custodial services are performed in accordance with commonly accepted commercial practices and services identified in this SOW. The contractor shall develop and implement procedures to identify, prevent, and ensure non-performance and continual repeat of defective service does not occur.
The Government shall inspect and evaluate the contractor’s performance to ensure services are received in accordance with requirements set forth in this contract. The COR will use the contractor’s work schedule or modified version thereof, to record validation results. Results of the validation then become the official record of the Contractor’s performance. When a performance threshold has not been met or contractor performance has not been accomplished, the COR will initiate and provide the CO a Contract Discrepancy Report (CDR) for issuance to the contractor. The contractor shall respond to the CDR IAW instructions provided and return it to the CO within 10 calendar days of receipt.
Periodic Validations: This method requires the COR or facility POC to employ a “spot check” style of evaluation based on the contractor’s incorporated Cleaning Frequency Schedule (CFS). Periodic validations will be conducted on a scheduled basis (daily, weekly, monthly, quarterly, semi-annual or annually) and may be adjusted, based on quality trends. The CFS or modified version thereof, shall be used for COR scheduled inspections and results documentation
Periodic Progress Meetings: The CO, COR, facility POCs (as needed) and the Contractor shall periodically meet to discuss the Contractor’s performance. The following issues shall be discussed; opportunities to improve the contract, any modifications required of the contract, unsatisfactory inspections and valid customer complaints against each performance objective observed and steps taken by the Contractor to prevent occurrences in the future. The Contractor shall provide a summation of unsatisfactory inspections and provide insight into any identified trends.
The minutes of these meetings will be reduced to writing by the COR, forwarded to the CO, signed by the CO and distributed to the Contractor. Should the Contractor not concur with the minutes, the Contractor will provide a written notification to the Contracting Officer identifying areas of non-concurrence for resolution. The frequency of this meetings is TBD.
Cleaning and Restroom Supplies: The contractor shall furnish a listing of all cleaning and restroom supplies utilized during the contract period to the CO not later than the pre-performance conference for acceptance by the CO. After award, any new cleaning supplies added to the contract will need acceptance before being used on the installation. The cleaning inventory supply list shall contain the following information:
Product name Manufacturer Item use Disposal procedures, if material remains after usage Storage of item
A material safety data sheet (MSDS) shall also be provided for each product used to perform services and supply item. Employees will be trained, by the contractor, on the proper use and disposal of each item. All cleaning supplies shall be non-flammable
Hazardous Material Identification: Material Safety Data Sheets (MSDS) are required as specified in the latest version of Federal Standard No. 313 (including revisions adopted during the term of the contract) for any other material designated by a government technical representative as potentially hazardous and requiring safety controls. The Contractor shall compile the MSDSs and must submit two copies organized in a 3-ring binder upon contract award. Additional copies must be kept on-site in the Contractor’s possession and readily available. Any additions or deletions of products will require the binders be updated and COR must be notified in writing and provided the appropriate information to update the COR’s two binders. Failure to provide MSDSs when requested could result in the Contractor being considered non-responsive and result in termination of the contract.
Supervision/Management: The Contractor shall establish and maintain an office through which the contract manager or alternate(s) can be contacted during work hours.
The Contractor shall also provide to the CO and COR the names and contact numbers of Contractor POCs for after business hours including nights, weekends, and holidays. This information will be kept updated by the Contractor whenever personnel changes occur.
The contract manager or alternate shall have full authority to act for the Contractor on all contract matters relating to the daily operation of this contract.
Contractor shall provide and maintain a list of contractor employees who will be working at the site to the CO/COR. The list is to be kept current by assuring new employees are added and terminated employees are deleted from the list. This is important to the security of the facility and the list may be used as a basis for background checks by the security office in the relevant location. A copy of this list must be provided at least quarterly, and at any time a contractor employee is added or deleted from the list. The Contractor is required to upload any employee changes such as terminations and/or resignations to the Vender Application Program (VAP), as per the Security Order.
Shift Coordination: At the beginning of evening shift, Monday through Friday, a designated janitorial employee shall coordinate with the COR or facilty POC to get a list of discrepancies that need correcting

If it is determined that such certified products do not meet Government performance requirements, the Contractor must submit a proposed alternative that would meet the performance requirements with the lowest environmental impact for evaluation and acceptance. Products that fall under the Environmental Protection Agency (EPA) Comprehensive Procurement Guidelines (CPG) (http://www.epa.gov/cpg) must meet the minimum recovered (recycled) content levels. Bio-based products must be used in accordance with the U.S. Department of Agriculture’s BioPreffered program (http://www.biopreferred.gov).
