SCOPE OF WORK SOW -1

1. SCOPE OF WORK

A. Requirements

Provide a design package that consists of drawings and specifications. Division 1 specifications and general drawings are excluded from this package. FAA intent is for Parsons to provide sufficient information for FAA to issue a change order to an FAA construction contractor performing other construction activities at the facility.

B. Engineering Package

1. Demolition

a. Temporary OSHA complaint railing shall be used while the contractor is repairing the existing railing that remains and through the installation the new railing.

b. Remove the existing glass panels by attaching industrial suction cups to the glass and utilizing the scaffolding system used to repair the tower’s exterior.

This will avoid the use of a crane, although if the contractor requires the use of the crane additional requirements may be imposed by FAA to comply with crane SOPs.

c. Remove the existing glass bottom support angle and U-shape steel, top U-shape steel and toe plate. Top U-shape steel may remain if approved by the RE in order to maintain the integrity of the top railing.

2. Construction

a. Existing horizontal steel channel and plate which is 42” above the walkway and the vertical posts will remain. The toe plate will be replaced with 4” high toe plate to comply with OSHA requirements. All steel will be cleaned, primed and painted per requirements described in specification 09 97 00 Special Coatings. The product specified (Rust Grip®) is used as a coating to encapsulate rust, lead-based paints and other hazardous materials, as a protective coating on metal, concrete, wood, etc. to add strength and prevent deterioration, as a one-coat system on new or existing bridges, oil platforms, roofs, and other commercial/industrial surfaces with minimal surface preparation and as a moisture protective membrane to stop moisture penetration, contaminants, and mold and mildew. The existing steel that remains will be painted over the special coating with manufacturer recommended paint dark brown/bronze to match the existing store front color.

Contractor shall provide color samples to be approved by FAA.

DAB ATCT RAILING REPAIRS

Daytona Beach, FL

SCOPE OF WORK SOW -2

b. Specification Section 05 73 00, Ornamental Railing, provides the requirements for the stainless steel cable railing between the horizontal members, (toe plate and handrail) and additional vertical supports to be installed within 3” of the existing vertical posts and at 4 FT intervals. The new vertical posts will be type 316 stainless steel supports painted (per manufacturer’s recommendations) dark brown/bronze to match the existing store front. The posts will be attached with expansion anchors to the existing perimeter concrete on the exterior of the walkway and brackets to the existing horizontal channel/plate.

c. There are some existing steel members that will be deemed unusable due to corrosion deterioration and will have to be replaced. The FAA RE will have to make that determination in the field once the cleaning process begins.

PART 3 – EXECUTION

3.1 EXAMINATION

A. Examine substrates and conditions under which the coatings will be applied for compliance with requirements on applying coatings.

1. Do not proceed with coating application until unsatisfactory conditions have been corrected.

2. Start of application will be construed as the Applicator’s acceptance of the surfaces.

3.2 PREPARATION

A. All surfaces of structural steel shall be thoroughly cleaned. If pack rust or mil-scale exists, they must be removed by grit, blast, power tool or pneumatic zip gun. Glossy surfaces should be sanded to a dull finish to improve the profile and enhance adhesion. All methods of surface preparation shall be in accordance with the provisions of the Steel Structures Painting Council “Surface Preparation Specifications” (SSPC), in accordance with SSPC-SP6 or SSPC–SP11.

B. The surfaces shall be clean and completely dry, with no loose debris or particles, dirt, oil, films or residues of any kind.

C. All oil, tar, grease, salts, films and dirt or any other foreign matter shall be removed.

Utilize detergent free white rags with thinner to wash down the structure. The thinner shall be compatible with the paint system. Replace the rags frequently so as not to contaminate the surface with a greasy residue. The thinner shall be applied to small sections that can be painted after the surface is dry. Pressure - wash if possible @ 3500 psi.

D. Salt contamination on a surface can come as a result of salt water, fertilizers, and car exhaust. Use Chlor*Rid or equivalent to decontaminate surface if salts are present to the following acceptable levels:

1. Nitrates: 5-10 mcg/cm², Sulfates: 5-10 mcg/cm², Chlorides: 3-5 mcg/cm²

Surface must be completely dry before applying.

E. The members, joints, connections and other surfaces that will be painted shall be blown dry with clean, dry, and oil free, high pressure (100 psi) compressed air. The Contractor shall take special care to completely dry surfaces after washing and also prior to applying the penetrant and each coat of paint. Use the white blotter test in accordance with ASTM D4285 to verify the cleanliness of the compressed air used for blowout of “limited Access” areas and drying. Conduct the test at least once per shift for each compressor system. Sufficient freedom from oil and moisture is confirmed if soiling and/or discoloration are not visible on the paper.

3.3 APPLICATION

A. General: Apply special paint coatings by brush, roller, spray or other application according to the manufacturer’s directions.

1. Provide finish coats compatible with the cleaning materials used.

2. When undercoats or other conditions show through the final coat, apply additional coats until the cured film has a uniform coating finish, color and appearance. Give special attention to edges, corners, crevices, welds, exposed fasteners, and similar surfaces to ensure that they receive a dry film thickness equivalent to that of flat surfaces.

3. Coating must be applied during proper temperatures and the prescribed overcoat window of the coating over which it will be applied. Follow manufacturer’s recommendations.

B. Scheduling Coating: Provide shop or field applied coating over matching approved samples as follows:

1. Cleaning: Apply the preparation within 3 hours prior to the application of the coating paint system or as recommended by the coating manufacturer.

2. Paint coats shall be shop or field applied.

3. Coatings shall be certified VOC compliant and conform to applicable regulations and EPA standards.

C. Painting: Paint, in the shop or field, the complete structure including but not limited to the structural steel elements. Do not paint cables, grounding or electronic equipment. The paint system shall be Rust Grip applied in accordance with the manufacturer written instructions to the wet film thickness specified herein.

1. Field Coating: The surface shall be cleaned solvent wash. The surface shall be completely dry before applying the paint.

2. Topcoat/Finish Coat Joints: Apply a paint coat over the entire area including all connections. Provide extra material to existing bolts, nuts and any gaps. The minimum film thickness specified in the table above.

3. Topcoat/Finish Coat Surfaces: Apply paint coats over the entire area of the members with paint type as recommended by the coating manufacturer, color to match existing storefront panels and as approved by COR. The minimum film thickness specified in the table above.
