GENERAL

1) Introduction The purpose of this project is to design, create construction documents, and prepare a cost estimate for the modernization of the ATCT and base building. The ATCT work primarily consists of upgrading fixtures and finishes in unisex restroom, upgrading finishes in the 4th level lobby, replacement of carpet in the CAB, replacement of selected windows, sealing selected louvers, repainting tower stairwell, replacement of water pressure pump and roof replacement. The base building work primarily includes a restroom reconstruction, addition of a unisex shower, addition of a stairwell pressurization system, upgrading interior finishes, sound absorbing panel replacement in TRACON, addition of roof handrails, roof replacement, repair of miscellaneous storm damaged features (e.g., canopy, downspout, and door seals) and other minor repairs and modifications.

Exterior work primarily consists of resealing & painting the ATCT and base building, replacement of sanitary lift station, replacement of the sanitary force main, regrading the northwest area adjacent to the ATCT, regrading the entrance to the base building, resealing the parking lot and replacing parking lot light fixtures.

2) Environmental The FAA performed a recent asbestos audit (Fall 2017) and determined that there are no asbestos containing materials (ACM) likely contained within the roofing materials. Lead-based paint is assumed to be contained throughout the facility. The lead-based paint will be encountered during the demolition of the restroom and is not uncommon for contractors to address. Specifications have been prepared to provide appropriate direction to the Contractor for demolition of the lead-based paint.

3) Construction Cost A construction budget has not been provided by the FAA. A detailed construction cost estimate has been performed using MII which is the second generation of the Micro-Computer Aided Cost Estimating System (MCACES) based on the previously submitted final design. MII provides an integrated cost estimating system (software and databases) that meets the U.S. Army Corps of Engineers (USACE) requirements for preparing cost estimates. A cost estimate for the additional scope items within design modifications #2 and #3 will be prepared.

b. Construction Phasing The construction project will require a phased reconstruction approach since the ATCT and Base Building will be operational during construction. Since the facility’s restroom, sanitary lift station and sanitary force main are being reconstructed, a temporary modular-type restroom is specified to be provided. The construction specifications are currently drafted such that the construction contractor is to develop a phasing plan for approval by the FAA prior to starting construction. The FAA will need to confirm that this approach is acceptable during the review meeting.

5) Permits This project will require various permits given the nature of some of the elements being reconstructed. The following permits are anticipated:

Short Term Dewatering Permit (St. Johns River Water Management District) Wastewater / Sewage Treatment Capacity Approval / Sewer Application Sign-off (Volusia County Utilities

Department; Florida Department of Environmental Protection – Central District) NPDES – Small construction activity NOI (Florida Department of Environmental Protection)

6) CADD

Microstation V8 was utilized to produce construction drawings. FAA Order 002g, Standard Engineering Drawing Preparation and Support, was used as a guide for the preparation of construction drawings.

SITE/CIVIL

1) Design Criteria The following criteria shall be used in the design of this project:

FAA ATO December 2012 Terminal Facilities Standard Designs A/E Project Manual FAA

2) Overview As part of the ATCT Major Modernization project at the Daytona Beach International Airport, the FAA contracted Burns & McDonnell to assess and design repairs to the existing sanitary sewer outfall line, replace the existing sanitary sewer pump station, installation of drainage inlets and pipes, minor grading design for storm drainage and associated force main, and reseal and restripe the parking lot. A vicinity and location map of the FAA ATCT is shown in Figure 1 below; and an aerial photograph is shown in Figure 2.

Figure 2: DAB FAA ATCT Aerial Photograph

An existing 4” sanitary sewer line services the existing ATCT and Base Building and discharges into an existing wastewater pump station located approximately 175 feet west of the existing buildings. The existing 4” sanitary sewer line is cast iron pipe installed during the original base building construction in 1980. The original gravity line discharged to a septic tank and leach field located west of the existing POV parking lot; however, a pump station replaced the septic tank in 2002 and pumped the wastewater through a 3” PVC force main to an existing 3” force main located approximately 1700 linear feet further west of the site. A CCTV video inspection of the existing gravity pipe was performed to verify its current condition. The existing pipe exhibited signs of corrosion and scaling. Furthermore, there are two sags or low points in the existing gravity line between the building and the pump station and a longitudinal displacement at a pipe joint.

3) Demolition

a) Sanitary Sewer Due to the age and condition of the existing gravity line, the existing 4” gravity cast iron pipe will be demolished and replaced. Additionally, in accordance with the FAA request, the sanitary sewer pump station and control panel to be demolished and replaced.

b) Site The facility users have reported that ponding occurs during storm events at the south entrance of the building. To prevent this, the landscape planters will be removed on either side of the entrance.

4) New Work

a) Sanitary Sewer Outfall

The existing 4” cast iron pipe providing sanitary sewer service to the base building will be demolished, removed, and replaced with a new 6” PVC gravity line that will tie into the base building plumbing. The 6” line will generally follow the existing 4” cast iron pipe alignment and discharge into a new sanitary sewer lift station.

b) Sanitary Sewer Lift Station

Design Submittal 7

The new sanitary sewer lift station will be a duplex, packaged wastewater pump station. The wet well will be constructed of reinforced concrete anchored to an anti-floatation slab. See the Appendices to this document for wet well buoyancy calculations. The structures will be light-duty rated for pedestrians and mowers with an aluminum access hatch centered over the pumps. Alternative wet well designs proposed by the Contractor will be submitted for approval by the FAA and Engineer.

The pump station will contain two submersible, explosion-proof grinder pumps operating in an alternating manner and are capable of grinding solids to ¼” diameter for conveyance in the 2-inch force main. An emergency high-level alarm will be activated when the wet-well volume reaches one foot above the pump-on volume which will activate both pumps to operate simultaneously. All pump components, except for pump controls, will be contained within the wet well. Quick disconnects, guide rails, and lifting chains will allow for maintenance and removal or equipment. The new duplex pumps will be capable of pumping 44 GPM at 65 feet of head. The pumps will have capacity to handle the additional volume resulting from the new shower in the base building (see Mechanical and Architectural Sections for additional information). See the Appendices to this document for examples of pumps on Volusia County’s approved list.

The new pumps will not increase the flow downstream of the new system. According to the City of Daytona Beach utility bills provided from February 2015 thru April 2015, the total water usage for the ATCT and Base Building was 34600 gallons or an average flow rate of 0.38 GPM. A new 2” force main will replace the existing 3” force main and will generally follow the existing route of the existing force main.

At 44 GPM, new 2” force main will flow at 4.5 feet per second. Ultimately, the new system ties into an existing 6” force main which, further downstream, ties into an existing 36” force main. The existing 3” force main will be abandoned-in-place. No analysis of how the new system will impact the existing force mains or associated lift stations was conducted as no information for these systems was available. See the Appendices to this document for total dynamic head calculations for the new system.

c) POV Parking Lot Restriping The existing POV parking lot located south and west of the ATCT and base building will be seal coated and restriped. The parking lot includes four ADA parking spaces and 70 standard employee vehicle parking spaces.

d) Storm Drain Inlets and Piping Currently during rainfall events, water will pond in the west entrance of the building between the ATCT and the screen porch. The concrete here will be removed and replaced to provide a trench drain with the concrete sloping towards it to provide drainage. Ponding also occurs on the north face of the building, due to the roof drain downspouts. Two yard inlets will be provided here. The piping for the new storm drainage system will be 6” PVC. The new system will tie into an existing drop inlet to the west of the building along the access road.

Design Submittal 8

e) Grading As mentioned before, during rainfall events water is trapped and ponds along the south entrance of the building in the landscaping. After the planters are demolished, this area will be graded to provide positive drainage away from the building entrance.

5) Construction Phasing

The phases of construction are generally described below:

Phase 1 – Interior renovations and sanitary sewer outfall replacement o All interior electrical, mechanical, and architectural work associated with the interior renovations will be conducted in Phase 1. A temporary, trailer restroom will be provided during the bathroom renovations for employee use.

Phase 2 o Re-seal and restripe the POV parking lot

Contractor access will be through the northern ATCT entrance off Bellevue Ave. The contractor will cordon off the construction area using lighted temporary barricades.

This phase is broken into three sub-phases to minimize the parking lot closure time.

o The sanitary sewer outfall line, pump station replacement and force main.

o Storm drainage and grading improvements

Design Submittal 15

Stairwell Pressurization System and Associated Fire/Life Safety

1) Design Criteria

The following criteria will be used in the design of this project. Where codes and standards are conflicting, the most stringent code or standard shall apply.

FBC Florida Building Code, 2014 Edition FEBC Florida Existing Building Code, 2014 Edition NFPA 92B Smoke Management Systems in Malls, Atria and Large Spaces, 2009

Edition NFPA 101 Life Safety Code, 2012 Edition HSCE Handbook of Smoke Control Engineering, 2012 Edition FAA ATO Terminal Facilities Standard Designs A/E Project Manual, 2002 Edition ASHRAE Handbook Book of Fundamentals, 2001 Edition

2) Overview

A stairwell pressurization system shall be provided as part of this project. This installation is inclusive of a supply fan, louver, and supporting supervision equipment such as limit switches, a positive airflow switch, and a duct smoke detector. Louvers and openings in the Air Traffic Control Tower (ATCT) will be sealed. Cracks and penetrations that compromise the 2-hour fire resistive rating of the stairwell shaft will be sealed as part of this project. The stairwell leading from the junction level to the cab is separated from the rest of the stairwell and is considered outside of the scope of work in this project. The stair pressurization system will tie into and be controlled by a fire alarm system that is being installed under a separate contract, and not part of this scope of work. However, devices and functionality regarding the stairwell pressurization system will be provided for coordination.

3) Stakeholder Goals

During the design of the stairwell pressurization system, the following goals were determined:

a) Provide a design to minimize the overall quantity of air supplied to the smokeproof enclosure, while still maintaining the minimum pressure differentials required by code.

b) Reduce the maintenance requirements of the system, by designing a system that does not require yearly calibration of equipment to function properly (e.g. differential pressure sensors).

c) Utilize existing openings and space within the ATCT to minimize any structural modifications to the building.

d) Simplify the interface between the stairwell pressurization system, and the fire alarm system which will be under a separate contract.

Design Submittal 16

4) Preliminary Plan Development/Analysis

The preliminary plan development and analysis is focused around defining the type of system which will be provided, and then using analytical formulas found in the Handbook of Smoke Control Engineering and NFPA 92B to estimate the required supply and relief volumetric flow rates. From this preliminary analysis, the following items were determined and incorporated in the plan/design:

a) The fan will be placed under the stairs on the first floor and discharge directly into the stairwell.

b) The existing louvers in the vestibules on floors 2 through 5 will be removed and the openings sealed.

c) The system will be designed under the assumption that all stair doors will be closed.

During the preliminary analysis, the FBC stairwell pressurization requirements were reviewed: Per section

412.3.2 the stairwell inside of an air traffic control tower must be pressurized to not less than 0.15” w.c. and not greater than 0.35” w.c. relative to the vestibule. This design criteria was used as the basis for the supply fan sizing and calculations. FAA has approved the calculations to consider all doors in the stairwell closed.

5) Final Plan Development/Analysis

Due to height of the ATCT stairwell the stack effect was considered, however due to the type of construction of the ATCT, wind was considered to have negligible effect. The height of the stairwell, leakage of the walls, gaps around the doors, and the external temperature drove the pressurization calculation. The following assumptions were made regarding the tower:

a) The stairwell begins on the first floor and extends to the 5th floor. However, the 5th floor stairwell discharges into a narrow corridor with 2 doors on either side. For simplicity, the calculation assumes 5 full flights of stairs.

b) A portion of the stairwell is an exterior wall, and therefore stack effect is considered.

c) The wall leakage is considered loose construction. This is a conservative approach, as fire resistive construction would be considered tight to average construction for leakage.

d) The stairwell doors have a 2” door frame, sweepers, and are gasketed on the top and sides of the door to minimize airflow.

e) The fan damper will be placed as indicated on the mechanical drawings.

f) The air leakage through the stairwell doors into the vestibules will not need to be relieved, per direction from FAA.

6) Stairwell Pressurization System Installation

A Variable Frequency Drive (VFD) supply fan will be provided on the first floor. The VFD is provided for more precise balancing of airflows during commissioning and will not be modulated during a fire event. The fan will be located beneath the first set of stairs in the stairwell and will discharge directly into the stairwell.

The first floor supply fan will intake air via a louver installed on the same floor. This louver will be hurricane-proof and meet the requirements of the FBC. The intake velocity will be limited to minimize the infiltration of rain while in operation. A damper will be installed in the ductwork downstream of the louver, but before the fan, and will be interlocked with the supply fan. Protection of the stairwell from smoke infiltration from the outside is via a duct smoke detector downstream of the fan. Upon detection of smoke in the air supply, the duct

Design Submittal 17 smoke detector will override the stairwell pressurization system, shutdown the fan, and close the motorized damper. A pressure switch will be installed downstream of the fan, and will monitor the fan upon activation to verify the fan is operating as intended. Upon increased pressure, a green light should illuminate on the smoke control panel, provided by others.

7) Stairwell Pressurization System Control

The stairwell pressurization system will be monitored and controlled by the fire alarm system which is not part of this Scope of Work. Some non-addressable devices will be provided as part of this project such as limit switches and pressure switches, however addressable devices such as duct smoke detectors will need to be provided as part of the fire alarm Scope of Work. Overall, the devices that need to interface with this system will be provided in a one-line diagram on the plans for coordination, including a general functionally matrix and sequence of operations.

Additional items required by a stairwell pressurization system, but exclusively part of the fire alarm system will not be addressed such as manual controls of the stairwell pressurization system, smoke control panel layout, and survivability and routing of the SLC and 24 VDC power circuits.

Per FBC section 909.12.3, the stair pressurization system will be initiated by manual pull station, smoke detector, and manual activation.

8) Passive Fire Protection – Penetrations

Existing openings in the stairwell shaft currently compromise the integrity of the 2-hour fire-resistive rating.

These openings will be sealed with UL-Listed assemblies where possible. Where this is not possible, the wall will be reconstructed to maintain the fire-resistive rating. Measurements and photos of each of the penetrations were taken and will be used for reference to determine size and method of sealing. These penetrations and the UL-Listed assemblies will be shown on the Architecture Plans.

The hardware on the existing doors into the stairwell will be replaced with adjustable closers. The ability to adjust the closing force during commissioning is important to verify the door fully closes and latches, but at the same time does not exceed the maximum door opening force permitted.

Per FBC Section 909.20.6.1, the equipment and ductwork supplying the stair pressurization system shall have a 2-hour fire-resistive construction or located in a dedicated room with 2-hour construction. The fan and ductwork supplying the fan will be within the 2-hour fire rated stairwell, and therefore no passive fire protection will be required for the mechanical portion of the stair pressurization system.
