The amendment revises the proposal due date to April 8, 2026 at 5:00 P.M. CT, incorporates Questions and Answers, and updates Attachment J.2 (Performance Work Statement). The contract period of performance runs from July 1, 2026 to June 30, 2036. All other terms and conditions remain unchanged. Contractors must acknowledge receipt of this amendment prior to submission or risk rejection of their offer.
The solicitation is for Flight Program Participant Pilot Training Services under 14 CFR Part 141 Pilot School regulations. Key requirements include the contractor providing all training facilities, aircraft (Cessna 172, Piper Seminole PA44, Robinson R44, and King Air turboprops), fuel, maintenance, and personnel including instructor pilots and flight control/dispatch staff. The contractor must maintain operational control of all aircraft and sanitize all facilities and shared equipment after each use. Safety performance will be evaluated using NTSB data, with consideration given to training volume and type relative to industry standards. Additional requirements include real-time aircraft tracking systems with satellite network, data/voice communication, and emergency positioning capabilities; classroom facilities accommodating minimum 10 participants; and rescheduling of weather or maintenance-delayed training events to accommodate participant itineraries. This is a firm fixed-price contract with no fuel price adjustments regardless of market fluctuations. Flight Program Participant Pilot Training Services 14 CFR Part 141 Pilot School SIR 6973GH-26-R-00070 Questions / Answers
1. Section 2, Scope of Work requires NTSB data for safety performance evaluation. The 5-year safety record requirement of no incidents or accidents for last 5 years favors proposers who have no or very little training experience. A high-volume ab – initio trainer that has trains thousands of new pilots and flown hundreds of thousands of flight hours over this reporting period is going to have some NTSB reportable incidents. Additionally, ab-initio training of student pilots has a significantly different risk profile than recurrent training of commercially rated pilots.
Will operators be evaluated in accordance with both their volume and type of training?
ANSWER: See solicitation Factor 1 Section M.3.1.
If a vendor is at or better than FAA reported industry standards, will you count that as an acceptable safety record?
ANSWER: See solicitation Factor 1 Section M.3(b), M.3.1, and M.7.
2. Is a Safety Management System required? Although not explicitly required for Part 141 at this time, it is required by ICAO and strongly encouraged by the FAA.
ANSWER: No, a Safety Management System is not required, however, contractors must meet all 14 CFR Part 141 requirements.
3. Are all support contractors / teaming partners required to submit safety incident accident information? I assume this shall include any provider of aircraft leasing, maintenance, or instructor pilot services.
ANSWER: The Part 141 Pilot School is required to submit its 5-year history of safe operations.
4. Section 2, Scope of Work states the contractor must provide the necessary training facilities. The previous contract for this program stated that training facilities were provided by the government, but this solicitation states the facilities must be provided by contractor. Is the existing facility leased by the Government or the incumbent contractor?
ANSWER: Contractor selected must provide all training facilities.
Will the Government is subleasing to the incumbent contractor, will that lease be offered to any new contractor?
ANSWER: N/A. Leasing and sub-leasing of facilities are not applicable to this Solicitation since the contractor selected must provide all training facilities.
Is a copy of any such lease or sublease available for review?
ANSWER: No, leasing and sub-leasing of facilities are not applicable to this Solicitation.
5. Under Section 4.1 Operational control it states that the contractor must maintain operational control of the Contractor provided aircraft at all times. If a contractor leases aircraft from a support contractor and that support contractor switches the aircraft out for maintenance and other operational reasons, the contractor will not maintain operational control once it leaves contractor’s facilities.
Does this provision apply only to aircraft that are currently on premises and being flown or does the contractor have to maintain operational control even when the aircraft leaves the facility for maintenance?
ANSWER: The contractor must ensure that all aircraft used under its Part 141 certificate are operated in accordance with Part 141 requirements.
Additionally, if an aircraft is temporarily substituted by the contractor’s lessor for an identical aircraft, does the contractor have to maintain operational control of the aircraft that was substituted in from time to time when it is not in use by contractor?
ANSWER: Reference above response.
6. Section 4.4 has a Personnel Qualification Matrix. Under this Matix there is a section for “Performance Record as applicable for Instructor Pilot and Flight Control / Dispatch”. The items contained under this section would seem to indicate that you are requiring FAA Certified Dispatcher qualifications for the dispatch personnel. Is that the requirement that the dispatch staff must hold a FAA Certified Dispatcher certificate? Is this form and resumes only required for Key Personnel? It would seem unreasonable to include resumes and full information for entry level employees that are routinely hired. Will Personnel Qualification Matrices also be excluded from the page count?
ANSWER: Reference PWS for personnel requirements. The Personnel Qualification Matrix form is required for all proposed personnel and is not included in page count.
7. Section 12 Contractor Furnished Equipment / Property / Services states that the Contractor is responsible for sanitizing all facilities, including shared aircraft equipment, after each use and throughout the duration of the contract. Please explain this requirement.
ANSWER: The vendor must sanitize all facilities (classroom, aircraft) and shared aircraft equipment after every use and throughout the duration of the contract.
8. Section 12 Contractor Furnished Equipment / Property / Services states the contractor must provide real-time portable or installed flight control / flight locating device or system for all flights. Does an ADS-B out system with monitoring on Flight Aware or other commercially available services meet this requirement?
ANSWER: Yes, but only if the system provides satellite network aircraft tracking, data or voice communication, and emergency positioning/event processing for continuous operational control and positive flight following for each contractor provided aircraft.
9. On attachment J.1 line 24 CLINs 003-6 has the description of “Pilot (141 Twin Engine Turboprop ef:KA C90GTI)”, but there is no description in the PWS of where this pilot is needed, type of training needed, experience required, or expected hours of training needed. Is this an oversight on the PWS or a mistake on attachment J.1? The previous contract and the associated RFI included a separate PWS for King Air 90 support.
ANSWER: All requirements for this contract will be conducted under the Part 141 Pilot School certificate. The C90 aircraft was used as an example of a turboprop only. Reference PWS section 4 Flight Training and Currency/Proficiency Events.
10. FAR 5.203 would generally indicate a normal publication and response time to include both a 15-day initial notice and a 30-day solicitation. Is there a reason this guidance was not followed?
ANSWER: The FAA operates under its own unique procurement system, the Acquisition Management System (“AMS”). The United States Congress granted the FAA acquisition independence pursuant to the Department of Transportation Appropriations Act of 1996 exempting the FAA from most federal procurement laws, including the FAR (49 U.S. Code § 40110 (d)(2)(E)). It is at the discretion of the Contracting Officer (CO) to issue a SIR for the required number of days under the AMS. The FAA operates under the AMS.
11. Is factory AC installed in the aircraft sufficient to replace portable AC (PWS Section 4.3)?
ANSWER: Yes.
12. The Piper Seminole (PA44) has an airframe life limit of 14,663 hours. 20+ year old aircraft with G500 avionics installed at the factory (2000 – 2004) are all approaching their life limit. Will other options be considered as these aircraft are likely not viable for the duration of the contract?
ANSWER: Reference PWS Section 4 Aircraft and Training Device Configuration (specified year or newer).
13. PWS states that fuel is provided by contractor. We believe this is a significant change from the previous iteration of this contract. Can I confirm that is correct that all fuel is paid by the contractor?
ANSWER: Yes, the contractor will pay for and provide fuel.
14. If fuel is paid by the contractor, will there be any adjustment for changes in fuel price? There is significant economic risk from changes in fuel price for a 10-year contract. During this contract period the FAA will be phasing out 100LL fuel used for the Cessna 172, Piper Seminole PA44, and Robinson R44. This could change fuel costs dramatically at that time.
ANSWER: This is a firm fixed price contract.
15. Classrooms are described as required facilities, but it is unclear what these will be used for. Is there an expectation of group ground training events? Is a description of the classroom-based curriculum available?
How many individuals must the classroom comfortably seat?
ANSWER: Classrooms are required for pre/post briefing and formal flight training and must support seating for a minimum of 10 participants. The curriculum is based on the approved training course outline. An outline of the current training course curriculum requirements will be provided at contract award.
16. Is any preference given to a contractor that can give surge capacity to limit disruptions and better recover from weather delays?
ANSWER: The Vendor must reschedule training events delayed by weather or aircraft maintenance to meet mission requirements to accommodate participants’ itinerary and to avoid additional travel or field rental costs.
17. Several areas throughout the PWS specifically mention operations occurring at “AFW”. Can it be presumed that this is meant to state the contractor’s facility with 30 miles of AFW?
ANSWER: Yes.
18. Is a copy of the current contractor’s Phase Out Transition plan available?
ANSWER: No. This is a new contract; therefore, the previous phase-out transition plan is not applicable.
19. Should electronic submissions be in Microsoft Word / Excel, or PDF?
ANSWER: Technical Volume (pdf), Past Performance Volume (pdf), Cost/Price Volume (pdf and excel).
20. When will questions be answered? Can contractor expect a minimum of a week prior to contract due date?
ANSWER: Proposals’ due date is extended until April 08, 2026.
21.Page 7 – 4.2 – Flight Training and Currency/Proficiency Table -Last Line, King Air. There appears to be a typo for the number of King Air Events (234) as compared to the annual Participants (240) it would be expected that the number of events would be much higher (by a factor of at least 5 times the annual participates participants number) that than annual hours listed in the table. Allen’s estimate of annual events would be 1200 (vs the 234 as shown on Para 7-4.2) thus establishing an annual flight hour requirement of 3600 hours with an event flight hour of 3 hours.
Please verify the number of King Air Annual Hours.
ANSWER: See revised PWS tables on page 7 titled, “Flight Training and Currency/Proficiency Events” and “Annual Flight Events and Flight Hours.”
22. Page 9 – Table titled Aircraft and Training Device Configuration, Column 3, Year (2018-2025), row 5, Twin Engine Turboprop, King Air. Recommend you consider changing the Year requirement to “Year 2016-2025. Our research has shown much greater availability of King Air 250 that have low hours (1000 or less) and provide the exact capabilities and avionics of (2018-2025) King Air 250/260 aircraft at a much better value to the Government.
ANSWER: See revised PWS table on page 9 titled, “Aircraft and Training Device Configuration.”
23. Page 10 – Table Titled Personnel Qualification Matrix. It appears that this Table was intended to be slightly modified based on the personnel labor categories. For example, the section on Performance Record is only applicable for Instructor Pilots and Flight Control/Dispatch personnel. Under Qualification, line to the table requires “Demonstrated senior level managed related work experience. Is it acceptable to use “NA not applicable” for-non management positions.?.
ANSWER: Yes, it is acceptable to indicate state “not applicable” for non-management positions.
24. What is the maximum attachment size that can be received by the Government?
ANSWER: 10MB.
25. Would the Government consider allow contractors to submit a link to a SharePoint site in the event that many emails need to be submitted to transmit our proposal where the Government could access all of our proposal files and download as needed? In the alternative provide a drop site sanctioned by the Government where we could upload the files?
Please let us know how the Government would like to proceed.
ANSWER: Send the required volumes separately via email. The volumes may need to be zip filed.
File details come from the government source that posted it. Updated .
