High Speed Camera Lighting Array

Questions/Answers, including from August 21 Pre-Proposal Conference

Questions sent by vendors:

1. In Section A, Solicitation, Offer, and Award (SF33), Blocks 14 through 17

a. Your email said blocks 14 thru 17, but the file itself (pg 58) says blocks 12 thru 18. Which is correct? (14 to 17 seems makes more sense to me) Blocks 14 through 17, Block 13 will be filled out with amendments to SIR along with signature on the amendment itself.

b. Next to block 14A, what "code" and "facility" values should be used?

i. Is this the CAGE code of offerer? Internal use

ii. Not sure what facility would mean here, since address of offerer is given in the space below it. Internal Use

2. Are drawings and/or models available of the existing light racks in the high bay area? No, however, refer to SOW paragraph 3.2.11 for some helpful information.

3. What is the approx distance from sled centerline to East wall and West wall, respectively?

o Total width of 24 ft is shown in Figure 1, pg 8, of SOW. Distances to sled centerline not shown. Distances are asymmetrical, so cannot assume 12 ft on each side. East wall is 13' from sled center; west wall is 11' from sled center.

4. Are the hydraulics on the existing pitch-able East light rack functional? No.

5. Are facility modifications allowed to increase amperage output? SOW section 3.2.11 shows up to

1200 amps. Can this be increased? It is preferred not to exceed 1200A, which is the capacity of the existing system. However, if it must, it would be the vender’s responsibility to upgrade the existing lighting Array systems infrastructure.

6. Can existing light rack structures be kept and modified for use with new lighting system? Yes.

7. How often are movable lighting features expected to be moved?

a. East & West side crane access - Assuming this is referring to the Gaffey crane, we assume monthly.

b. East side material handling area – We assume weekly.

c. We do not anticipate needing to move the lights out of both areas simultaneously.

8. What is maximum time allowed for movable lighting features to be moved (for crane access or material handling access)? 1 minute? A few minutes? An hour? The structure should be movable as quickly and easily as possible. Up to 30 minutes to reposition the lights is acceptable, but CAMI prefers it be shorter than 30 minutes. The statement of work has been updated (3.2 item 8).

9. The SOW states that no light measurement should be below 72,000 Lux and that 80% of the measuring points are at least 80,000 Lux. What is the target for minimum to maximum ratio? If the maximum is one F-stop higher than your 72,000 Lux minimum that would make the maximum light level 144,000 Lux which would make the minimum to maximum ration of 2 to 1. There is no requirement for the maximum or the ratio. Since the cameras have a fixed F-stop during a sled test, uniformity of the lighting for the length of the lighting array will be critical for the quality of the video captured.

10. For the areas where the lights need to be moved in order for the expansion of the bridge crane to operate or to clear the material handling area, what is the optimum time to have the lights moved in or out to clear these areas? (one minute?, one hour?, one day?). The structure should be movable as quickly and easily as possible; up to 30 minutes to reposition the lights is acceptable, but CAMI prefers it to be shorter than 30 minutes. The statement of work has been updated (3.2 item 8).

11. Do you know the load limits for the walls? are the cinderblocks making up the walls in the test area filled with concrete or are they hollow? Wall specifications are not available, vendor will need to provide their own structural engineer. AMP can provide a list of qualified contractors who are familiar with the facility.

12. What is the optimum amount of time to demo the existing lights and install the new lights? in other words what amount of down time do you prefer where the facility can not perform tests? Two months. The statement of work has been updated (3.2.1 item 9).

13. Are there restrictions on when the demo / installation crew can work / (How early can the crew start and how long can they work each day)? Work in the building is limited to 6:00 am to 6:00 pm CST, Monday through Friday, excluding holidays, unless authorized by the MMAC. The statement of work has been updated (3.9.2).

14. Will the crew need to be escorted on / off the premises similar to the site visit or will they be issued temporary access badges to drive in through the main gate? Crew will likely be provided with unescorted badges; however, it is at the discretion of MMAC Security. The statement of work has been updated (3.9.2).

15. The current lighting system is supported by the roof structure as well as resting on the walls between setup rooms and the main laboratory. Who will be responsible for designing the mounting structures for the new lighting system? The SOR states that AMP will provide structural engineering expertise, does this include the design? Roof specifications are not available, vendor will need to provide their own structural engineer. AMP can provide a list of qualified contractors who are familiar with the facility.

16. Who will be responsible for Electrical connections between the lighting system and the existing facility switch gear? Will this work be done by AMP as well, or does [vendor] need to find an approved and licensed electrical contractor in Oklahoma? The vendor is responsible to hire an electrical contractor to make the final connection.

17. IS UL required on all control equipment? Yes.

18. For the length requested the system will interfere considerably with the extended travel of the proposed bridge crane. To maintain the 15ft clearance on the East side to 13ft from centerline the system may require additional support in the section of the building that is only 24ft wide (this will only give a 12ft clearance to the wall). With the proposed new crane travel include modifications to the walls between the work room and the main lab? We do not anticipate modifying the height of the existing walls. The light array needs to allow for periodic crane access.

19. If support columns are required for the lighting system in the movable area, can the columns be placed inside of the workrooms (as shown in red in the diagram below)? No, there is not space for columns in those highlighted areas.

Questions from Pre-Proposal Conference August 21, 2025:

1. What is our preferred downtime for the sled?

o 2 months. The statement of work has been updated (3.2.1 item 9).

2. Required movement of light array (e.g., rotating, sliding, etc.)?

o No preference. The requirement is to maintain access in material handling areas and above the sled.

3. Is it ok if the light sections are removeable (vs sliding out of the way or being rotated out of the way)?

o Yes, as long as the power and any other connections can be disconnected easily.

4. How often do we anticipate moving the various light sections.

o Gaffey crane (East to West) - We assume monthly.

o East side material handling area – We assume weekly.

5. Demolition of unneeded power panels and conduit vs abandon in place?

o Abandon the power panels in place. Any conduit associated with the current lighting array that is no longer used shall be removed back to the power panel.

6. Can lights go directly over the sled?

o 3.2 item 7.B calls out a 7’ wide stay out zone to avoid interference with overhead camera and the crane along the sled centerline.

7. Are you concerned with the lights causing glare or washing out the cameras?

o The lighting array solution must avoid washout of cameras (3.2 item 6) or casting shadows (3.2, item 7.E). Vendors can propose any method of meeting this requirement.

8. SOW says light operation is auto, manual, and computer trigger. What does auto mean in this context?

o Auto and trigger are redundant in this context. The statement of work has been updated (3.2, item 10).

9. SOW says the north end of the track is ~24’ wide at the narrowest point. Is sled centerline symmetrical between those walls?

o No. East wall is 13' from sled center; west wall is 11' from sled center.

10. Minimum height (west side lighting array main structure specific)?

o Minimum height must be greater than 8' (SOW 3.2 item 7.D).

11. How high does the roll up door go?

o Door is ~25’ wide (~8.5’ on either side of sled pneumatic actuator, which extends outside of the main building) and goes to full height (~22’)

12. Will the East side backdrop be used in the future?

o Backdrop will be used with the new lighting system in the same manner and location as seen in the photo below.

13. Is there space outside of the track area to rotate the lights outwards?

o Space is limited. East side (looking South) shown in photo below. Equipment in the machine shop does not permit the light arrays to be fully rotated outward. Figure 5 of the statement of work shows a close-up of the East wall from the machine shop.

14. How much space is there around the roll up door to bring in equipment?

o There is a semi-open courtyard (see photos below). Note that the door centerline is blocked by the sled pneumatic actuator, which extends outside of the main building (obscured by metal recycling bins in the photos).
