About this file

This document is a Questions and Answers log related to a federal contract opportunity for PTSF Mechanical Upgrades at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, OK. The solicitation number is 6973GH-24-R-00133, and the estimated price range is between $1,000,000 and $5,000,000.

The key details from the Q&A log are:

  • CPARS reports will not be accepted in lieu of Past Performance Surveys (PPS), which must be submitted directly from the offeror's client/customer.
  • Offerors can utilize the same projects for the Past Performance Experience and Past Performance Surveys sections of the proposal.
  • The solicitation incorrectly stated that 2-5 PPS and 2-5 POCs should be submitted, when it should be a minimum of 2 PPS and 2 POCs. An amendment will be issued to correct this.

The federal agency is the Department of Transportation Federal Aviation Administration Franchise Acquisition Services. This is a 100% 8(a) set-aside solicitation.

No. Question Response

Will CPARS reports be accepted in lieu of Past Performance Surveys (PPS)? Offerors must follow the proposal submission instructions identified in Section L of the SIR. A CPARS report will not be accepted in lieu of Past Performance Surveys (PPS).

Will previous Past Performance Surveys (PPS) submitted for other FAA project opportunities be accepted?

Offerors must follow the proposal submission instructions identified in Section L of the SIR. PPS must be submitted directly to the Contracting Officer from an Offeror's Customer/Client as indicated in Section L of the SIR.

Will this project be classified as tax-exempt? A Tax Exempt Certificate WILL NOT be issued, Please see clause 3.4.2-8 FEDERAL, STATE, AND LOCAL TAXES included in the SIR

Can CPARS be used in lieu of Past Performance Surveys to satisfy “Factor 2 – Past Performance Surveys”?

Offerors must follow the proposal submission instructions identified in Section L of the SIR. A CPARS report will not be accepted in lieu of Past Performance Surveys (PPS).

Is it acceptable to submit Past Performance Surveys that were previously submitted for a recent MMAC solicitation? That is, if the contractor intends on featuring the same project, and corresponding PPS, as a previous FAA/MMAC solicitation (within the past 12-months), will FAA utilize that PPS for the PTSF Mechanical Upgrades?

Offerors must follow the proposal submission instructions identified in Section L of the SIR. PPS must be submitted directly to the Contracting Officer from an Offeror's Customer/Client as indicated in Section L of the SIR.

Can the projects indicated on the Past Performance Experience Information forms be the same as those used for the PPS’ section? Or do those need to be mutually exclusive of each other?

Yes Projects are not mutually exclusive to Past Performance Experience and Past Performance Surveys.

Projects submitted under Factor 1 - Past Performance Experience can be utilized under Factor 2 - Past Performance Surveys

Regarding the Past Performance Survey section of the proposal: Section L.3.f. states: “A minimum of two completed PPS’”. Section M.6 goes on to say “The offeror shall also submit a list of a minimum of two but no more than five Past Performance POC’s with there proposal that…” Should we be submitting 2-5 PPS’ as well as a list of 2-5 POC’s that the FAA can interview separately using the PPS?

Do those two groups need to be different individuals? Or can the list of 2-5 POC’s be the same as those individuals indicated on the PPS’?

This is an error in Section M., This should mirror Section L which is "a minimum of two". The POC is the client/customer who is filling out the PPS for an offeror. These POCs are indicated on the Past Performance Surveys and on the evidence that a Client/Customer (POC) was sent a request to complete a PPS and submit it to the Contracting Officer.

An amendment will be issued to correct Section M to match Section L, to state "a minimum of two"
