RFP 6973GH-24-R-00036 Mobile Shelter IDIQ RFIs continued
1. Section 3.9.2 Roof: States “6” Ribbed finish” – Would a solid sloped roof be acceptable with an EPDM Rubber roof? Yes
2. Section 3.9.3 Floor: states “6” ribbed floor” – would an 8” solid floor be acceptable as this would meet the floor loading required? Yes
3. Section 4.2 Exterior: Would a smooth architectural finish be acceptable (painted tan as in the specification), in lieu of aggregate or the fins? Yes, smooth architectural is acceptable.
4. Section 4.3 Interior: This shows the HDPE material, would the standard FRP be acceptable? Yes
5. Section 4.3.C Insulation: UCP has a solid concrete floor, would it be an option for the site contractor to insulate the foundation under the building? If foundation design requires installation per shelter manufacturer’s design (you,) contractor shall install prior to shelter delivery.
6. Drawing A003 shows a 3” slope to two sides of the building and the specification reads sloped ¼” in all directions please clarify? ¼” slope per foot coming to just over 3” each site.
7. Can a list of the sites be provided for freight purposes? Sites will vary on a national level and need.
8. There is a section for foundation design, please clarify that is being done by the site contractor that would be providing the Geotechnical reports? Foundation design shall be provided by shelter manufacturer (you) with FAA supplied Geotech report.
9. Please specify the detail on Fixture B as the Lithonia CSXW fixture only offers vandal guards and the specification calls for the cut off feature? Another fixture with cutoff feature may be submitted and used. LED’s must meet the EMI requirements from Code of Federal Regulations (CFR) Title 47 Part 15 for Class A Devices. In certain circumstances, as directed below, LED lighting must meet CFR Title 47 Part 15 standards for Class B Devices.
10. Specification call for lightweight 5000 psi concrete, for the floor we would use 5000 psi normal weight concrete (needed for the floor load). Approved
11. Section 4.4 Doors and Accessories: Letter H. 56” x 24” Fiberglass Awning
A. Would you be able to provide more information on this awning, as UCP has not been able to locate a manufacturer? Other Awning styles can be submitted for approval. FAA requires Fiberglass for this contract.
B. Would you have a manufacturer and model number?
Millbrook Pool, Inc., 334-285-0000, or Wilson Fox (POC), 334-450-4134 has provided them to Modular Connections on past requirements. They do not have a part number. They come in a grey and tan color.
C. Or is this something that would be supplied by the FAA or site contractor? No
D. Would other materials be acceptable? Fiberglass is required.
12. In regard to your answer to Question #7 for the list of sites; you state that sites will vary on a national level and need.
A. Could you provide what states would be included for the delivery of the buildings? Any state within the continental U.S.
B. We ask this to determine the freight permits and requirements for various states as those may vary. This would also assist in our determination for the manpower required for the installation of each shelter. For example, the rules for the state of CT would not be the same as the state of TX.
13. Sub-Factor 2.2 Work Plan:
A. Please clarify what the mandatory minimum requirements from the work plan needs, is a letter stating that all requirements meet this sufficient? The minimum requirements the work plan must address are listed under sub-factor 2.2. The work plan is a description of how you will fulfill the requirement and should be sufficient length to describe those processes. A typical work plan is 3-5 pages long.
B. Please confirm no additional documents such as stamped drawings, submittals etc. are required with our proposal. Stamped drawings are not required for proposal. These will be site specific for each order.
14. In review of the pricing sheet – confirm the contract may be based over a four-year period?
Confirmed, this contract will have a 4-year ordering period.
15. In review of the Pre-Fabricated Precast Concrete Building specifications, 1.6.3 – Manufacturers Qualifications, it states “Manufacturer must have ability to perform a monolithically poured shelter”. Section 3.7 Finishes state (and RFI response confirms) that a “Smooth architectural finish will be acceptable.”
In order for us to adhere to section 1.6.3 (which we feel is a much better structure), we would utilize our standard 11’-6” x 20’-0” Precast building (The interior dimensions; prior to insulation and FRP; are 10’-11” x 19’-5” x 9’-0“), which has the walls and roof cast as one (1) piece (monolithic) with a 6” floor. The floor has a recess (as shown on the contract drawings) to mitigate potential of water penetration into building over time. The building is a fixed mold and the finishes on the exterior are either Fractured Fin or Old-World Brick form liner.
Will this be acceptable for both the 12x20 and the 12x36 buildings? These new dimension is acceptable to accommodate the monolithic requirements for the 10’ shelter. What would the large shelter interior dimensions be?
16. In review of the Pre-Fabricated Precast Concrete Building specifications, Part 4 – Standard Components, 4.4 the door is to be Stainless Steel, with the door to be painted to match the building. From our experience, painting of a stainless-steel door does not last and becomes a maintenance issue. Please confirm.
The door shall be stainless steel and does not need to be painted.
17. In review of the solicitation documentation, section 3.4.1-4 and 3.4.1-5 call for the contractor to supply a Performance Bond and Payment Bond. As this is an IDIQ, the precise amount of units is unknown. Please advise if a Payment and Performance bond are required.
Yes, payment and performance bonds are required.
18. In review of the solicitation documentation, page 68, part (e) it states “On page 2 of this solicitation, Offer and Award, fill out Blocks 14 through 20c with Offerors information.”
o In review of the documents, it is assumed that this is referring to page 1 of the solicitation. Furthermore, sections 18 to 20 are to be completed by authority – is this accurate? Yes, please fill out the requested sections.
19. In review of the solicitation documentation, page 68, part (f) it states “On page 3 of this solicitation, Offer and Award, list the offerors’ bid amount under (F) column & block 10” o Is this section to be filled in along with Section B of the proposal, or is Section B only to be filled out? Yes, please fill out Section B along with the (F) column & block 10.
20. Does “placement” of the shelter include the responsibility to retain crane services or does the Gov’t provide the crane? Yes, the shelter manufacturer will be responsible for providing crane services.
21. In order for us to adhere to section 1.6.3 (which we feel is a much better structure), we would utilize our standard 11’-6” x 20’-0” Precast building (The interior dimensions;
prior to insulation and FRP; are 10’-11” x 19’-5” x 9’-0“), which has the walls and roof cast as one (1) piece (monolithic) with a 6” floor.
These new dimension are acceptable to accommodate the monolithic requirements for the 10’ shelter.
22. We were asked if some dimensions could be adjusted based on their manufacturing process.
The engineer had agreed to the alternate dimensions of the smaller unit, but wanted to know what the dimensions of a larger unit would be. We were provided two alternative specs for the smaller shelter (asking us to choose one) and the specs for the larger shelter and was asked if these are acceptable. Proposed Interior height is not acceptable for our application. 9’ 6” is a minimum requirement for interior height to fit our racks and cable tray. Length and Width are acceptable for Option 2 on 20’ and for the 36’ option.
12x20 Building
- Option #1 (11-x20) o Exterior - 11’-6” wide x 20’-0” long x 9’-11” high o Interior – 10’-11” wide x 19’-5” long x 9’-0” high (concrete only)
Adding of 2” insulation and ¾” FRP would reduce the interior dimensions to following:
• 10’-5” wide x 18’-11” long x 8’-6” high
- Option #2 (12W) o Exterior – 12’-0” wide x 20’-10” long x 9’-10” high o Interior – 11’-2” wide x 20’-0” long x 9’-0” (concrete only)
Adding of 2” insulation and ¾” FRP would reduce interior dimensions to following:
• 10’-8” wide x 19’-6” long x 8’-6” high
12x36 Building
- Exterior – 12’-0” wide x 36’-10” long x 9’-10” high
- Interior – 11’-2” wide x 36’-0” long x 9’-0” (concrete only) o Adding of 2” insulation and ¾” FRP would reduce interior dimensions to following:
10’-8” wide x 35’-6” long x 8’-6” high
