RFP 6973GH-21-R-00061 Questions and Answers Round 2 dated 20 April 2021:

1. Because (they all say) there is conflicting information in regards to the contours and elevations, what is the proposed grade, elevation and center point of the shelter and tower?

Keep all top of foundations within 6 to 12 inches of the top of finish grade. Finish grade may be allowed to slope no more than 2%-4% to facilitate storm water runoff. Where the height of fill and the toe of slope exceed the 100 foot x 100 foot proposed permanent easement the contractor is required to notify the government prior to continuation of work. Where the contractor determines 4% grading is required they must increase depth of tower grade beam to provide a minimum of 12 inches below grade for full width between piers. Top of foundation heights will not be adjusted.

Shelter can be built off of the dimension measurement from the tower provided in plans. Tower Site Coordinates on Title Sheet should Read 48.9006, -95.3537 using google earth the 49.9006 provided put the location in Canada. New Tower can be built off of the dimension measurement from the fence line provided in plans. Fence line nearest existing shelter will be constructed no more than 60 feet offset from shelter as shown in plans. Any other direction will require field verification at the time of construction start or during prework meeting.

2. Who will be moving and re-installing the existing radio equipment?

Answer: The contractor will be responsible for migrating active appurtenances to the new tower, providing new feedlines and mounts, and migrating equipment from old shelter to new. Local CBP Field Support will be on-site to provide assistance and guidance.

3. Because there may need to be brush and trees cut and/or removed, can said brush and trees be chipped and left on site or would they need to be hauled off premise? Also, would the stumps need to be removed or can they be left in place?

Answer: Vegetation can be chipped and left on site. Stumps can remain in place as long is it does not interfere with construction – likely stumps will need to be removed within fence line.

4. What is the limitations on tree removal? For example, is there any Land Management restrictions limiting amount, type or size of foliage that can be removed?

Answer: There are no restrictions; however, vegetation removal will only be allowed that is necessary for the project. See previous Q&A where outer ground ring is not required – it is anticipated that vegetation removal would be limited to access path and just outside of fence line.

5. Please confirm that we just need to removal 12” below grade and we can leave the old foundation.

Answer: Confirmed.

6. When comparing the CD Grading and Elevation of the site and bid walking the site, we noticed there is a considerable discrepancy (CD elevations are incorrect based on the Bid Walk). Please confirm that we will need to use the CD grading and elevation plan or if there will be an update to this.

Answer: See answer to Question #1 Above.

7. Surround the entire ground system, grounding rods and ring with a minimum of 2 inches of a ground enhancement material such as LORESCO PowerFill, Advanced lightning Technology, Inc.

(ALT) Ground Enhancement Material Catalog number 3520 or approved equal.” Do we need to surround the ENTIRE ground system, or just the ground ring and rods around the tower? Please confirm.

Answer: Around the ground ring and rods around tower and shelter.

8. We will need to submit Structural drawings and if our designed base grade beams are 20’-9” but meet all requirements and gets approved, it will be acceptable? Please advise.

Answer: As long as the alternate tower design meets the performance requirements, different tower dimensions are acceptable.

9. Can we use Industry Standard Lock Washers and bolts instead of these load indicator washers and bolts?

Answer: Yes.

10. Existing Omni, Dipoles and Reserved Omni, Yagi’s are noted to have required Ice shields. The tower height is 200’ and some of these are to be installed at 180’ to 200’. Ice shields at these heights are very unusually and we do have a problem of not having enough tower height to install these ice shields. Please advise.

Answer: Ice shields will not be required for antennas at 180 ft and above.

11. This spec states a specific generator in the Prefabicated Communication Shelters but since this spec reference to the Liquid Propane Vapor Generator Set Spec, I’m assuming we just need a generator that will meet the Liquid Propane Vapor Generator Set Spec (either Kohler, Cummins, Generac, Catepillar, etc.). Please confirm.

Answer: Confirmed.

12. Because of the remote location of the site, the generator suppliers are all 150-200 miles away from the site, can the service organization be a little more than 100 miles of the site?

Answer: Yes.

13. Please confirm that the new compound will be at an elevation of approximately 1112.00. There is a bench mark on the power pole that states the elevation is 1124.86, CP-1 provides an elevation of 1122.53, & CP-2 provides an elevation of 1124.28. The new compound will be approximately 12’ lower than the bench marks. The grade will drop 12’ over a distance of approximately 40’.

Answer: See answer to Question #1 Above.
