RFP 6973GH-21-R-00061 Questions and Answers Round 1 dated 23 March 2021:

The incorrect version of Tower Design Drawings and Specifications were released with the RFP. Please find attached Final Design Documents with the following exceptions:

- The Tower does not require orange/white painting and this requirement should be deleted. The tower will require a medium-dual obstruction lighting per the attached FAA Hazard to Air Navigation Determination Study 2019-AGL-20906-OE.

- The tower/foundation designs illustrated in the drawings should be considered a “basis of design”.

Commercially manufactured towers with alternative dimensions and foundation plans can be proposed, as long as the alternative meets the performance requirements outlined in the RFP documents, adhere to all applicable codes and standards, and is stamped by a Minnesota engineer. (e.g., Rohn, Sabre, or another equivalent).

- A grounding ring as depicted on Page 12 of the drawings outside the perimeter fence is not required and should be deleted. A grounding ring around the shelter shall be required. The fence shall be grounded to the shelter and/or tower grounding ring. Alternative designs for grounding may be proposed as long as the grounding system meets and adheres to the performance requirements and standards outlined in Section 26 41 00.00 20 of the specifications and is compliant with Motorola R56 and FAA-STD-19f for lightning protection.

1. Do the old tower anchors need to be completely removed or left 2’ below grade after tower demo? The site restoration shall include removal to at least 12 inches below grade, backfill and level grade for areas where old foundations and guy anchors have been removed.

2. Who is responsible for concrete testing? The winning bidder will be responsible for concrete testing and should include it in their proposal.

3. Is there any driveway work or improvements needed? No information on driveway in spec, layout of site appears it will be needed. Reference the sediment and erosion control sheet for temporary driveway requirements - no paved driveway or access is required beyond the temporary access which is needed for construction.

4. Clarification on who is supplying the tower? There seems to be a tower that has already been designed with calcs. If Border Patrol is supplying tower, will there be a Final Tower foundation design provided to bid off of?

Tower procurement is to be part of the bid and will be provided by the winning bidder. The designed tower in the construction drawings is a suggestion requirement and should the requirement be met with another equivalent design then submission to the government for approval and acceptance would be required. However, in addition to the performance requirements the tower shall be constructed of solid members and no more than the upper 20 ft section shall be a non-tapered construction.

1. Page 3/15 keyed note 1 states Existing 200’ Guyed Tower to be demolished after completion and acceptance of new tower and equipment building.

o 1 guyed wire goes right through the site and we might have a big problem trying to build under it.

o Google maps show we will have to go under the guyed wire to get to the site (I don’t think this will be a problem because looks like the first guyed is around 60+ feet high but just to keep it in mind.

I have around 50 cy for reference. See answer above on site restoration to a depth of 12 inches.

See answer above on site restoration to a depth of 12 inches.

o Do we need to save ALL Omni or antennas from existing Guyed Tower? If yes, where will it be stored?

Yes. Location of storage is anticipated to be on tower and in use until existing tower demolition and migration to new tower. Time and duration isn’t anticipated long enough to develop stand alone storage.

o Do we need to save any electrical equipment inside the existing shelter or is it ok to get rid of everything? Coordination of migration will be in conjunction with CBP and FAA and CBP will have a technician on site to provide guidance and consultation on the migration of active communications technology.

o Can we use any type of temporary security fence around the site? At contractor expense.

2. Page 8/15 shows that there is an Existing Omni and Existing Dipole we need to install. Do we reuse the mounts from the existing Guyed to install onto the new tower? Relocation of equipment will need to include reuse of existing mounts. Where existing mounts are deemed unusable after a condition inspection replacement mounts typically box mounts or stand offs with a 2 foot offset will be required. All mounts must be rated for the design wind speed of the tower and support weight of attachments shown in structural analysis for dishes and discrete loads.

o What are the weights of the Mounted equipment and what types of mounts will we need to install them? (need specifics for material ordering) Reference answer above

3. Page 9/15 shows the pre-fab equipment building. Drawings show 4 drilled piers for the shelter foundation. Do we need to design the drilled pier foundation with engineer sign off or can we use the CD’s drawings? Details included within the FAA Construction Drawings are anticipated to be construction ready. All contractor installation details to be used in place of the FAA Construction Drawings are to be engineer approved (i.e. sign and sealed).

o Attachment 03 Complete Report page 7/88 states some equipment needed inside the new pre-fab equipment building but there is no direction on where they want it placed and how many of the materials they want (LED light etc.). Equipment relocation to be coordinated with CBP in the field prior to completion. All other equipment required must meet shelter fabrication and should come included in the fabrication of shelter.

o Need Pre-cast Shelter Spec. Shelter Fabrication Specification included with the Construction Specifications.

o Can we use any 25-kw generator (generac, kohler, caterpillar)? Generator needs to match specification for generator.

4. Do we stub the electrical outside the compound for the power company to tie into the new building? Reference Electrical site plan for information. Sheet shows power company will provide new connection from transformer to meter and contractor for this project will be responsible for connection from meter to shelter. Be advised requirements for power company inspection may not be included in FAA construction drawings or specification but this is not intended to be a waiver for any required coordination, inspection or permitting which will be completed by the contractor

1. Should the Tower dimensions be 27.5’ at base and 4’ at top (after extension)? We can come up with our own designs which may differ from these. Please let us know, if that is acceptable or not. The designed tower in the construction drawings is a requirement and should the requirement be met with another equivalent design then submission to the government for approval and acceptance would be required. Items such as be constructed of solid members, tapered to the 180-foot level with the upper 20-foot section being straight, etc… are examples of items that will be looked at for acceptance.

2. Our towers have pipe legs or solid rod legs, unlike the angle leg information shown on the CD. Please let us know if that is acceptable or not. Solid round members is the preferred construction but the design will be subject to final approval by FAA/CBP.

3. Please let us know the sizes of the following antennas (or model numbers), their feedline sizes and their mounts to be used.

The CD shows drilled pier with grade beams. We can come up with an optimized design with no grade beams, based on the Geotechnical report. Geotechnical report recommends Drilled pier and Mat Foundation. Please let us know.

Proposed foundation must have a grade beam.

4. Based on the specification and CD provided (please see the snippets below), we understand that the tower and foundation should be designed with 50% reserve capacity AFTER the tower has been extended. Please confirm

CORRECT. Utilization Ration/Reserve Capacity will be approximately 50% after design. Design will have to include proposed and existing antenna loading along with the additional tower height.
