7.0 Period of performance

Contractor must submit draft schedule no later than five calendar days after receiving the Notice To Proceed (NTP). The draft schedule should contain a proposed start date and proposed milestone/sub activity durations.

No proposed dates will be considered final until a NTP has been issued and the draft schedule has been finalized with all stakeholders. By having the draft schedule at the pre-construction conference, the COR and Contractor can discuss any apparent inconsistencies or omissions, and approval can be expedited. Once the NTP has been issued the final schedule with durations and dates of all milestones and sub activities including the NTP and completion will be shown. Final schedule submission and approval is required prior to construction start.

The contractor must submit updated progress schedules every month along with the request for payment.

After the notice to proceed is issued, the contractor must complete the project through close out within 6-months. During the six months, the contractor must perform a

Submission of personnel site access forms will be required NLT 21 days prior to construction mobilization

Construction kick-off meeting 14 days prior to the earlier of construction or mobilization.

Mobilization and Construction will not be scheduled until a Construction Work Plan and Schedule has been submitted and approved.

Onsite work must be completed within 60 calendar days of mobilization.

Final inspection must be scheduled a minimum of seven calendar days in advance to allow government attendance.

Final inspection must be completed within a 3-calendar day window of date notified to government.

Construction closeout documentation must be submitted within 60 calendar days of final inspection for initial review by the government. Construction close out documentation will not be accepted until all punch list items have been completed and reflected in construction closeout documentation as necessary.

All necessary work activities and schedule adjustments that may extend the total duration of the project are the responsibility of the contractor to identify in advance of project implementation. This doesn’t preclude extensions for unforeseen conditions and circumstances, differing site conditions or other bona fide reasons that require active management to unnecessarily extend period of performance.

Other considerations that may be reasonably taken into consideration for the issuance of the NTP or adjustments to the contractor’s schedule for site access and/or the beginning of construction.

There (may or may not) be seasonal weather limitations that may limit the available construction window and these seasonal limitations may include snow cover and other acts of inclement weather delaying construction start or progress.
