TOWER SAFETY PROCEDURES
1.1 SECTION INCLUDES: This section includes specific guidelines for working on towers.
1.2 APPLICABLE PUBLICATIONS: The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by the basic designation only.
A. U.S. DEPARTMENT OF LABOR OCCUPATIONAL SAFETY AND HEALTH
ADMINISTRATION (OSHA) REGULATIONS:
29 CFR 1926 Safety and Health Requirements for Construction
1.3 SUMMARY: All work shall be carried out in accordance with strict safety standards.
The requirements of 29 CFR 1926 - Safety and Health Regulations for Construction and applicable state and local laws, rules, and regulations shall be met. When the standards differ, the more restrictive standard shall apply.
2.1 LIFTING RIGS:
A. Definition: Lifting rigs shall be defined as any system used to move materials, equipment, or personnel up or down the tower. This includes standing and moving rigging.
B. Factors of Safety: The minimum factor of safety for any lifting rig shall be five
(5) for materials and ten (10) for personnel.
C. Testing: Lifting rigs shall, as a minimum, be inspected and statically tested at 150% of the design load for a period of 5 minutes at the start of each day of use.
Record test results on the Contractor's daily log form.
2.2 HAUL LINES AND TAG LINES: Actions shall be taken to ensure that haul lines and tag lines are kept dry and are not damaged.
2.3 COMMUNICATIONS EQUIPMENT: Provide communications equipment of a type and quantity satisfactory to provide communications between all work groups and the CBP Point-of-Contact if onsite.
2.4 CRANES: If a crane is to be employed, the crane shall be inspected prior to each use (at least daily) and during use to ensure it is in safe operating condition, as required in 29 CFR 1926.550, Safety and Health Regulations for Construction.
SECTION 01 35 13 - PAGE 2 OF 2
3.1 BRIEFING: The project superintendent/foreman shall conduct a safety briefing on the job site, prior to the start of work, for all personnel to be employed on the job. The briefing shall be attended by Government Representatives as well. It shall address the safety issues of working on the tower and the evolutions to be conducted.
3.2 WEATHER: Work aloft shall not be carried out when the ground level wind speed exceeds 25 mph, electrical storm activity is present or imminent, or when fog obscures clear visibility to the top of the tower. The Contractor shall accurately document weather conditions on all daily log forms. If the Contractor fails to complete the work within the specified time due to weather conditions, those conditions must be substantiated by the daily logs.
3.3 SAFETY GUIDELINES:
A. General Precautions: The following guidelines shall be adhered to at all times:
1. Workers on the tower shall utilize contractor furnished harnesses and lanyards with energy absorbing devices. Sliders for use with the safety rail shall also be contractor furnished and shall be certified by the manufacturer for use with the specific safety rail mounted on the tower. When possible, these sliders shall be used in conjunction with a safety harness when conducting work aloft.
Government owned safety gear shall not be used by the Contractor’s employees.
2. The Contractor shall, at the end of each working day or in the event of inclement weather, secure all loose gear such as hoist lines and lifting rigs to prevent them from flapping in the wind or falling off the tower.
3. At no time shall any material or equipment be purposely thrown or dropped from any tower. All material and equipment shall be raised and lowered. Equipment will have lanyards attached where possible.
