120. QUESTION: Is the bid request date looking at getting pushed?
ANSWER: In accordance with Amendment 0003, the Request for Proposal closing date is Monday, August 17, 2020 at 2:00 PM CT.
121. QUESTION: The period of performance listed on the SF 1442 states 510 calendar days from NTP.
The SF1442 also states that the proposal validity period is 150 calendar days. As such, the project has the potential to start on January 11, 2021, if the FAA utilizes all 150 calendar days from the current submission date of 8/14/20.
On the 3rd page of the SF1442, it states that the base bid (Phase 1) must be completed by 3/31/21, option #1 (Phase 2) must be completed by 5/31/21, Phase 3 90 days after Phase 2, Phase 4 60 days after Phase 3, Phase 5 60 days after Phase 4 and Phase 6 30 days after Phase 5.
Using those dates, including factoring in the chance that the FAA could utilize the full 150 days for the proposal validity period, that amounts to 79 days for Phase 1, Base Bid (calculated as time between 1/11/21 and 3/31/21), 60 days for Phase 2, Option #1 (calculated as time between 4/1/21 and 5/31/21), and 240 days for Phase 3-6 (adding up the 90 + 60 + 60 + 30), totaling 379 days – far less than the 510 stated in the SF1442.
Secondly, in review of Amendment 2, RFI #117, it states the same dates for Phase 1 and 2, but states that all of Option #2 (Phases 3-6) must be completed by 2/22/22, which, when including factoring in the chance that the FAA could utilize the full 150 days for the proposal validity period, totals 79 days for Phase 1, 60 days for Phase 2 and 266 days for Phases 3-6, totaling 405 calendar days – again, far less than the 510 allowed in the SF1442.
Our question is, can the FAA clarify the project duration? Is it 379 calendar days from the NTP per the 3rd page of the SF1442? Is it 405 calendar days from the NTP as stated in RFI #117? Or, it is actually 510 calendar days from NTP as stated on the SF1442 front page?
ANSWER: Amendment 0003 has changed the proposal validity to 60 days. The Base Bid (Phase 1) must be completed by March 31, 2021, Option #1 (Phase 2) must be completed by May 31, 2021, Option #2 (Phase 3 90 days after Phase 2, Phase 4 60 days after Phase 3, Phase 5 60 days after Phase 4 and Phase 6 30 days after Phase 5).
122. QUESTION: In review of Amendment 0002, it appears that proposal packages should be submitted via email. However, the original solicitation states that the original bid bond should be delivered to the FAA prior to the bid date. Is that still the case, or can our bid bond be scanned in and included in our electronic submission? If the bid bond original has to be delivered to the FAA, who will be present at the FAA this Thursday or Friday for us to deliver the bond?
ANSWER: Refer to Amendment 0003 regarding the proposal guarantee.
