About this file
This is a Questions and Answers document from an FAA solicitation addressing training and certification requirements for security guard services.
The document clarifies that new security guards will be required to complete site-specific orientation and training as part of on-the-job training before covering shifts at assigned locations. The FAA confirmed that site-specific training hours are billable in addition to stated post coverage hours. However, contractors must incorporate these training costs into the Other Direct Costs (ODCs) Training lines within the Basic Services rates rather than billing them under the Hours lines of Direct Labor. This clarification, designated as Amendment 0002, establishes the proper cost accounting methodology for training-related expenses in the contractor's pricing structure.

Training and Certifications
21. Section C, Paragraphs C.5.1–C.5.3, Pages 10–12: Will guards be required to complete site-specific orientation, FAA-specific training, or post order training before covering shifts at each location? If so, will those hours be billable in addition to the stated post coverage hours?
FAA Response: As part of the on-the-job training, new guards will get the site-specific orientation/ training. <Am 0002> The site-specific training will be billable in addition to the stated post coverage hours. This type of training should be incorporated into the ODCs Training lines in the Basic Services rates (not the Hours lines under Direct Labor). </Am 0002>
