Questions Received & Government Responses

Does a bidder need to quote all locations or is the contractor able to bid on specific location within a state?

Attachment J.1 N/A N/A

Offerors must propose on all sites in accordance with Attachment J.1 "WSA Facility Post Exhibit 2- 2-2".

19 Will the FAA sponsor a contractor's security clearance? C.3 N/A 1-4

No, the FAA will not sponsor a contractor security clearance. If referencing the facility clearance (FCL) requirement listed in the Statement of Work, this requirement has been removed (C.3d).

The LMK site is not part of this contract.

Would the FAA consider sponsoring our firm through the clearance process for the purposes of this contract? Alternatively, is the FCL a firm prerequisite in order to submit a proposal, or is there any flexibility for consideration during the evaluation or award stages?

C.3(d) N/A 2 See question 19.

Could you provide a historical or current staffing roster for each facility location to aid in transition planning?

C.18.2 N/A 40

The staffing roster varies based on location and is at the discretion of the contractor to determine the appropriate level of staffing to maintain 2-2-2 staffing levels 24/7.

Is a complete and finalized list of all FAA facilities requiring CSO (Contract Security Officer) coverage, including their respective site addresses, available?

(If no historical roster is available) * For locations requiring 24/7 coverage, please specify the number of guards needed per location and indicate whether armed or unarmed personnel are required for each site.

N/A N/A N/A The SIR contains the finalized list of all 17 sites associated with this contract. See Attachment J.1 "WSA Facility Post Exhibit 2-2-2."

In instances where a location requires staffing on short notice, what is the typical advance notification period that will be provided?

N/A N/A N/A Unless an emergency has been issued, all additional staffing notice will be coordinated weeks in advance.

To which specific company or department should background investigation information be submitted? Additionally, what is the anticipated timeline for background check completion or the clearance needed to commence work?

o (If an incumbent provider exists) * Is there an incumbent security provider, and if so, will there be any assistance or data sharing facilitated during the transition phase?

N/A N/A N/A

Incumbents (on-site staff) can transition to the newly awarded company. The current contractor will provide some data sharing during the transisition activities. The incumbent will share limited data, and most employee related information will come from the employee.

Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past?

N/A N/A N/A The is a recompete. The current contract # is

693KA8-22-D-00031.

If proposals contain a clear, documented path forward to securing (or in progress) applicable state licenses/permits, will the FAA allow Offerors and proposed subcontractors to provide required state licenses or permits by the time of award or prior to contract start, rather than at the time of proposal submission?

Allowing Offerors to submit a documented plan and timeline for obtaining any remaining licenses would help ensure broader competition while still guaranteeing full compliance by contract start.

L.9.4.3.3 Volume 3, Part C Relevant Experience and Past Performance L-19 All proof of state licenses must be provided at the time of proposal submission.

Can the FAA confirm that Offerors and subcontractors are only required to hold licenses or permits for the specific states in which they are proposed to perform work under the WSA contract—not for every state listed in the overall contract scope?

For example, if a vendor were to propose a subcontractor that is fully licensed to perform and operate in Guam, and only Guam, would this vendor also need to have ALL licenses for the other performance areas to be approved by FAA?

L.9.4.3.3 Volume 3, Part C Relevant Experience and Past Performance L-19

As it relates to license requirements and subcontractors, the subcontractors are required to have licenses for the state or territory they are performing services. However, they must meet the requirements of Section C.3 (a&b) General Requirements.

May Offerors provide a Cover Page and company introduction/executive summary for each proposal volume, exclusive of the page limitation for Volume 3?

N/A N/A N/A Cover page and company information are included in page limitation for volume 3.

Can the font size for any tables, graphs, figures, graphics, etc. be placed in 10 pt. font?

N/A N/A N/A Alll questions received by 5:00 pm ET on June 30, 2025 are listed in this document and responses are provided.
