This Screening Information Request (SIR) is for security officer services in the Western Service
Area.
PART I – SECTION C STATEMENT
OF WORK (SOW)
C.1 INTRODUCTION
The Federal Aviation Administration (FAA), in accordance with FAA Order 1600.69D, has a requirement to procure Contract Security Officer (CSO) services to increase physical security and safeguard FAA employees, facilities, and United States Government property and assets from loss, theft, damage, unauthorized use, criminal acts, espionage, sabotage, and terrorism. A well-trained, armed, and equipped CSO force provides management with an effective means for implementing and monitoring the provisions of the Facility Security Management Program (FSMP). When CSOs are required, they will conduct visitor and vehicle control and screening, monitor or respond to facility cameras and alarms from intrusion detection systems, perform magnetometer and x-ray screening, and other duties as outlined in this Statement of Work (SOW). Under the awarded contract, the CSO Service Provider, hereafter “Contractor,” must provide CSO services as tasked.
C.2 SCOPE
The Contractor must furnish all labor, supervision, materials, equipment, transportation, training, and management necessary to provide CSO services in accordance with the stated requirements, except where any Government Furnished Equipment (GFE) or Information (GFI) is specifically identified herein. The Contractor must implement all necessary scheduling, personnel, and equipment control procedures to ensure timely accomplishment of all CSO service requirements.
C.3 GENERAL REQUIREMENTS
The Contractor must meet the following:
a. The Contractor’s primary business must be providing armed 24/7 CSO services. If subcontractor(s) are utilized, the subcontractor(s)’ primary business must be providing armed 24/7 CSO services.
b. The Contractor must have at least five (5) consecutive years of documented experience in providing armed 24/7 CSO services in four or more states concurrently. If subcontractor(s) are utilized, the subcontractor(s) must also have at least five (5) consecutive years of documented experience in providing armed 24/7 CSO services in four or more states concurrently. The documented experience must be written evidence of armed CSO services to large facilities similar to an FAA Security Level 4 staffed facility that has over 450 employees and over 150,000 square feet of space.
c. If a state covered by this Contract requires a license or permit to perform armed CSO services, Contractor must provide evidence of those active licenses or permits. If subcontractor(s) are utilized, the contractor must also provide evidence of active licenses or permits for the subcontractor(s) for states covered by this contract.
Western Service Area

CO.
The individual Facility Manager (FM) will designate an Alternate Technical Representative (ATR) who will be appointed by the CO to act as liaison between the COR and the Contractor and/or representatives from other FAA facilities or organizations. The ATR will be the day-to-day contractual authority for routine matters at their site, but may not alter requirements of the contract or obligate the Government financially. In the event of an emergency that would require a temporary modification to the Post or Guard Orders, the FAA ATR may issue Special Orders for immediate action. For example, the FAA ATR may temporarily reassign the security officer to another location on-site during a catastrophic emergency in coordination with the COR.

The Contractor must view the identification of Government personnel requesting access to guard records and record the names of anyone granted access in the guard’s daily log.
C.4. CSO SERVICES
C.4.1 BASIC SERVICES
CSOs are capable of working several functions at one time. The Contractor must provide the functions and duties described in C.4.1 subsections which are classified as Basic Services as listed in Section B. The CSO shift schedule for Basic Services is outlined in Section J, Attachment J.1 Facility Post Exhibits.
Specific detailed procedures and process requirements for each facility will be contained in the site Task Order and the Facility Post Orders (refer to Section C.5.1) and provide guidance for that facility.
The Contractor must not perform any personal services under the awarded contract. The Government will not directly supervise Contractor employees. The applicable Contractor employee supervisor will give all individual Contractor employee assignments and daily work direction. If the Contractor believes, any Government action or communication has been given, that would create a personal services relationship between the Government and any Contractor employee, the Contractor must promptly notify the CO of this communication or action. In addition, CSO services specifically exclude the delivery of mail within the facility or between offices. The CSOs must screen mail and parcels by X-Ray where such machines are provided or as described in the Post Order, but must not sort, deliver, and/or place mail in mailboxes.
The Contractor must not perform any inherently Governmental actions under the awarded contract. No Contractor employee will hold him or herself out to be a Government employee, agent, or representative. A Contractor employee must not state orally or in writing at any time that he or she is acting on behalf of the Government. In all communications with third parties in connection with this requirement, Contractor employees must identify themselves as Contractor employees and specify the name of the company for which they work. In all communications with other Government contractors in connection with this requirement, the Contractor employee must state that they have no authority in any way to change the contract.
The Contractor must ensure that all employees working on the contract or Task Orders are informed of the substance of this direction regarding the prohibition on performing personal services and the prohibition on performing inherently Governmental actions. Nothing in this statement limits the Government’s rights in any way under any other provision of the contract.
The substance of this direction must be included in all subcontracts at any tier.
C.4.1.1 Access Control
The Contractor’s CSOs must provide courteous, timely service while maintaining control of all personnel and vehicles entering the facility in accordance with the local Facility Security Plan (FSP) and the Task Order. The ATR may alter access and egress control requirements according to changes in National Terrorism Advisory System (NTAS) and/or General Notice (GENOT).
Additional requirements, if any, will be included in individual Task Orders and Facility Post Orders. The Contractor must act in compliance with appropriate industry or company standards of professionalism as it relates to access control. This includes but is not limited to the following:
a. Stand post at entry/exit gates designated by the ATR to verify all persons' identification and conduct inquiries and surveillance of suspicious items, packages, and people.
b. Perform a daily test of the walk-through metal detection, hand-hand metal detector and x-ray machines to ensure all devices are operable.
c. As defined by the ATR, ensure individuals do not depart with government material unless they are authorized to do so.
d. Verbally challenge individuals who are approaching restricted areas.
e. Operate traffic control checkpoints.
f. Coordinate the receipt, issuance, and tracking of all keys, key cards, lock combinations, etc.
g. Operate all electronic security equipment in accordance with the Facility Post Orders.
C.4.1.2 Screening
C.4.1.2.1 Screening of Vehicles, Visitors, and Mail
The Contractor must deny entry of any unauthorized person(s), property, or vehicles to area(s) defined in the Facility Post Orders. All posts must be staffed in accordance with contract requirements. During the time periods posts are not staffed, the posts must be considered part of the perimeter and controlled by the roving patrol. Authorized personnel or vehicles must be allowed entry after they have been properly screened. The CSO must minimize traffic congestion during peak periods of personnel arrivals/departures in compliance with the Facility Post Orders.
The CSO must evaluate and process visitors, mail, and packages using metal detection and x-ray equipment where provided. In the absence of an x-ray machine, CSOs will hand-inspect bags, packages, and mail.
C.4.1.2.2 Screening Procedures
a. Screened mail and parcels must be controlled by the CSO at the facility guard house.
CSOs are not permitted to deliver packages to facility personnel.

C.4.1.4 Patrol and Response
The CSO must conduct roving patrols as specified in the Facility Post Orders. Roving patrols must be conducted on foot unless otherwise described in the Facility Post Orders. The CSO conducting the roving patrol must be continuously on the alert for unsafe or suspicious situations. The CSO must restrict admission to the unsafe area and notify the FM and the ATR. In the event of a catastrophic incident, the CSO must immediately summon appropriate response forces and then notify the FM and other government personnel as prescribed by the Facility Post Orders, assist in minimizing the effects thereof, and assist in restoring the area to a safe condition as soon as possible. In any instance where the CSO determines an emergency exists, he or she must call 911 and inform facility staff that first responders have been summoned.
The patrolling CSO will use a Government-furnished electronic tour system to log rounds while patrolling the property. The electronic tour system provides a means to record the time when the CSO reaches certain points on the tour. Checkpoints are commonly placed at the extreme ends of the tour route and at critical points. The electronic tour system helps ensure that the CSO makes his or her appointed rounds at the correct intervals and can offer a record for legal or insurance reasons.
A check must be made of the entire facility perimeter to detect unauthorized entry (attempted or actual) or other suspicious activities. Routes and times must be varied to avoid establishing a set pattern. The CSO must conduct these checks as prescribed in Facility Post Orders. The CSOs are prohibited from conducting CCTV or personal vehicle patrols in lieu of regular foot patrols.
In the case of emergency conditions, the ATR may direct the CSO supervisor to temporarily divert CSOs from his/her normal roving patrol duties to respond to the emergency conditions.
Those employees must return to his/her normally assigned duties when released from the emergency by the ATR.
In any instance where direction is given by the ATR to alter normal patrol activities, all pertinent facts concerning the deviation must be recorded in the patrol log. During the roving patrol, the CSOs must:
a. Inspect physical security safeguards, including door and window locks, fences, and sensors.

Assigned CSOs must visually and physically inspect all buildings, accessible ground-floor windows, exterior doors, government vehicles, lights, locks, signs, etc., and report any that are damaged, non-operational, or not secured. While such inspections are primarily to detect unsecured facilities, the CSO must also immediately report to the appropriate authorities any fire, flooding, or other condition that could result in damage to buildings/equipment or injuries to personnel. The CSOs must not disturb papers on desks, open desk drawers or cabinets, erase blackboards, or use Government equipment unless specifically authorized.
C.4.1.7.2 Vehicles
Conduct inspections of vehicles in accordance with Facility Post Orders. Prior to facility/compound entry, all visitor or commercial vehicles must be inspected in accordance with the Facility Post Orders or as directed by the ATR to ensure no unauthorized vehicles, personnel, or materials enter the facility. Inspections will be conducted in a professional, safe, and courteous manner while maintaining control of all personnel and vehicles during inspection.
Vehicle inspection requirements will vary according to NTAS/GENOT. The Contractor must supply any necessary safety equipment/material to conduct vehicle inspection. Inspections of vehicles must be conducted in the area designated for vehicle inspection in accordance with local procedures. Inspections include, but are not limited to, the interior of the vehicle cab, bed/box, trunk, trailer, under the hood, and underside of the vehicle.
C.4.1.8 Execute Colors

C.4.2 ADDITIONAL CSO SERVICES
The Contractor may be required to conduct these services on an as needed basis. These services will be ordered via Task Order. Random screening and roving patrol services will only be ordered on an AS-NEEDED, AD-HOC basis. The below services will be specifically ordered via task order on a T&M basis.
C.4.2.1 Random Screening
In accordance with FAA Order 1600.69D, FAA/DOT personnel in possession of a valid FAA/DOT ID media, who are authorized unescorted access to the facility, are not screened under normal security conditions, but may be screened during periods of heightened security.
However, all individuals are subject to random inspections under 41 CFR 101-20.301, which states that packages, briefcases, and other containers in the immediate possession of visitors, employees, or other persons arriving on, working at, visiting, or departing from Federal property are subject to inspection. These inspections include individuals walking into a facility, employees entering a perimeter turnstile, or individuals occupying a vehicle on FAA property.
The Contractor may be required to conduct a period of random screenings at each facility, for 4 hours once per week via Task Orders on an as needed basis. To facilitate this effort, an additional two (2) CSOs will be present at the facility during the screening activity.
Personnel screening will follow standard visitor screening protocols already in effect at FAA facilities and documented in the Facility Security Plan and Post Orders. The CSO will be required to document associated activities of employee/vehicle screening at each site for data collection/tracking purposes.
C.4.2.2 Roving Patrols
CSOs will conduct a period of roving patrols at select facilities, for 8 hours/day for five (5) days per week; Monday through Friday on an as needed basis. To facilitate this effort, an additional one (1) CSO will be present at the facility.
The CSO will patrol the facility perimeter and secure areas and conduct continuous inspections of the entire area to detect unauthorized entry or other suspicious activities. These inspections include facility doors and windows, locks, fences, and sensors. Inspection for hazards, mechanical problems, and unsafe conditions will also be required. This Roving Patrol is separate from the patrol and response requirement listed in C.4.1.4.
C.5 SECURITY OFFICER OPERATIONS
C.5.1 Post Orders
Facility Post Orders are available on site. Site Supervisors must ensure that all CSO personnel are trained on the contents of these orders.
The instructions in the Facility Post Orders are specific to the FAA location and can be in the form of general, special, and/or temporary orders. These orders describe the duties and actions that the CSO is to carry out under specified conditions at all individual posts/patrols as required by the contract.
a. General Orders. Instructions that concern the CSOs as a whole and are applicable at all posts and patrols. They also cover such items as performance of contract CSO duties and responsibilities, facility access procedures, notification requirements, etc.
b. Special Orders. Instructions that prescribe the responsibilities of a particular post or patrol. Each post or patrol will have special orders issued concerning the location, duties, and hours staffed.
c. Temporary Orders. Instructions that are issued for a short period covering a special or temporary situation and including emergencies.
C.5.2 Security Officer Manual (SOM)
The Contractor must develop and issue a current and comprehensive Contractor SOM to each CSO. The manual is intended to be a Contractor-employee manual and will contain the basic guidance issued by the Contractor to its employees concerning supervisory and employee responsibilities, matters of dress, interaction with visitors and FAA employees, discipline, patrolling, first aid, emergency responsibilities, detention of suspects and arrest powers, courtesy, communications, and chain of command.
Each CSO must acknowledge the receipt of the SOM in writing. The signed receipt form must be maintained in the CSO’s on-site file.
C.5.3 Security Officer Manual (SOM Contents)
The Contractor must issue a SOM to each CSO within 60 days after contract award. If the Contractor hires a CSO after the 60-day time period, the new CSO must receive the SOM within five days of employment with the Contractor. A copy of the SOM must be maintained at each post location. The SOM is intended to be a Contractor-employee manual and will contain the basic guidance issued by the Contractor to its employees acting under the contract. Because it describes or may govern CSO behavior or actions under this requirement, the SOM must be coordinated and approved by the CO and COR prior to issuance.
The Security Officer Manual must include the following topics and other important aspects deemed important to the work functions of a CSO:
a. General company policy, rules, and regulations.
b. Chain of command.
c. Concepts of facility protection.
d. Legal aspects of facility protection.
e. Detention of suspects and arrest powers.
f. Patrol techniques.
g. Access and traffic control.
h. Detection of methods of sabotage.
