No. Questions: SIR No. 693KA8-22-R-00001 Amendment 0001 Volume No. Section No. Page No.
FAA's Response to the Vendor
1 Can each volume start at Page 1 and Figure 1? Or does there need to be a master TOC and each subsequent volume starts at the next page number following the last page number of the previous volume?
All Volumes Section L L-10 Each volume can start at Page 1 and Figure 1. The FAA has revised the SIR as part of Amendment 1 to add text to Section L.5.1.
2 3.4.12.11.5.b "The following symbols shall be used as applicable:
b. Microwave and radio-frequency radiation - ANSI Z535.2 and IEEE C95.2."
IEEE C95.2 states that the sign should be visible to "alert the viewer to the potential hazard in time to take appropriate action". While the offeror is willing to add this sign to the antenna, it seems that this sign should be placed in an area away from the antenna since the viewer will have exposed themselves to the RF radiation prior to reaching the antenna. Does this symbol need to be applied/attached to the TACAN antenna? If not, would the antenna supplier be expected to supply this sign? If it does need to be attached to the antenna, could it be a sticker placed inside the antenna pedestal near the ESD stickers?
Volume I Attachment J - 3.4.12.11.5.b
42 Hazard signage is not required for TACANs according to AJW-23 EOSH Services Group and Order JO 3900.68, Radiation Safety Program.
3 In Attachment J-4, the preparation instructions for CDRL T001 (Depot Level Training) is nearly identical to CDRL L007 (Depot Maintenance Transition Plan.)
It would appear the instructions would fit best under CDRL L007, which would leave unclear expectations for CDRL T001. Further clarification would be excellent as to avoid discrepancy between the two CDRLs.
Volume I Attachment J-4 252, 280 Depot Maintenance Transition Plan CDRL L007 is correct. The FAA has revised the SIR as part of Amendment 1 to correct the preparation instructions for CDRL T001 and DID 'FAA-
ILSS-T001'.
4 NTIA Requirement references OMB Circular A-11, this appears to be a budget preparation document, is this what the FAA meant to reference?
Volume I Section C 31 Correct; see link to the document below. https://www.whitehouse.gov/wp-content/uploads/2018/06/a11.pdf
5 There is a document referenced in RMM001 that the Offeror can't find: NAS-IC- 51015108-01. Can the FAA please provide a copy of this standard.
Volume I Section C 30 NAS-IC-51015108-01 has been shared in KSN and vendor's with KSN access can retrieve this document in KSN.
6 Paragraph 3.8.1.1 states, "The Contractor must conduct installation site surveys and submit a Site Survey Report for each TACAN antenna replacement." Is the quantity of total TACAN Antenna system sites currently defined IAW paragraph
3.4.10 (i.e.: 4 total)?
Volume I Section C 31 3.4.10 lists only the four first article systems. The quantity of total TACAN Antenna System sites is not defined in the contract.
7 Paragraph 3.8.5 states, "The Contractor must develop Site Installation Drawings CAD files for each TACAN Antenna system site in AutoCAD format." Is the quantity of total TACAN Antenna system sites currently defined IAW paragraph
3.4.10 (i.e.: 4 total)?
Volume I Section C 35 3.4.10 lists only the four first article systems. The quantity of total TACAN Antenna System sites is not defined in the contract.
8 Task order 001 has a base period of 36 months with 7 option years and Task order 002 has a bases period of 36 months plus two option years. Section F states the period of performance is 8 years plus two option years. Can the FAA please provide clarification on the rationale for the differences?
Volume I Section J-9B and F
Section J- 9B pg.
The Contract has an eight (8) year base ordering period and two (2) one-year optional ordering periods, for a total of ten (10) years, if both options are executed. The rationale for Task Order 1 and Task Order 2 to have a 3 year base with options years is to provide the FAA with flexibility on future Task Orders.
9 Should the Offeror delete or N/A portions of the Resume format that are not filled in?
Volume I Section L L-11-12 No, do not delete. "Leave blank portions of the Resume format that are not filled in."
10 Section L.5.2.1 Technical Qualifications (Volume I) Section 2 states "Following the Task Order Ordering procedures outlined in Section G.13.2, the contractor must submit a Technical Proposal and staffing approach for the Scope of Work provided as Attachment J-9B." However, Section G.13.2 Task Order Ordering Procedures appears to primarily discuss the requirements of the Contractor's Task Plan in association to the Task Orders. Is it desired that the Offeror should provide the Contractor's Task Plan in Volume I of the SIR response?
Volume I Section L L-11 Yes, Offerors should provide the Contractor's Task Plan Volume I of the SIR Response.
11 Does PMP, CWBS, and IMPS count towards page count of Volume III? The Offeror would request that these items be excluded from the page count.
Volume III Section L L-12 The FAA declines to exclude PMP, CWBS, and IMPS from the page count of Volume III. This documentation counts toward the 35 page limit of Volume III.
12 On Part II - Past Performance Questionnaire, is the justification required for each question (Question 1 - 19) or only where applicable?
Volume IV Attachment J-14 309-311 Only where applicable.
13 Can the Offeror and a major team member each use the same previous contract as a Past Performance reference?
Volume IV Section L L-13 Yes, an Offeror and a major team member may each use the same previous contract as a Past Performance Reference.
14 In Attachment J-4, CDRL E026 Regression Test Report the frequency of submissions states "ONE/R". However, given the unpredictable nature of Regression Testing, the Offeror would like to ask if this should instead be "AS REQ". Additionally, if this CDRL is due with an AS REQ frequency, should the Offeror calculate the predicted number of Regression Tests over the course of development and delivery of the first article antennas? Or, attempt to calculate the number of Regression Tests into production with the addition of the potential IDIQ contract? If so, what number of units should be used to calculate the potential number of Regression Tests?
Volume V Attachment J-4 196-199 The FAA has revised the SIR as part of Amendment 1 to change the frequencies of CDRL E025 and E026 from "ONE/R" to “ASREQ”.
Offerors should make assumptions on the number of Regression Tests on the First Article systems required for Task Order 2 and price the level of effort accordingly.
15 CDRL E029 Type Test Report states "A separate Type Test Report must be produced for each system that undergoes Type Test". Which according to the example of Type Test Groups in section 3.4.2.4 Type Test of the SOW would be quantity one (1) Type Test for the First Article Antennas. For clarity, should the Offeror estimate costs based on providing one (1) Type Test during this contract or base the estimates on a higher quantity of deliverables? This same question is applicable reguarding E024 Production Acceptance Test Report, save the expected quantity is Four (4)
Volume V Attachment J-4 206 -
Type Test would only be required for one (1) of the four (4) First Article Systems.
The number of Type Tests required over the life of the contract will be determined by the quantity delivered under the contract. The groupings in the table under 3.4.2.4 are associated with the number of systems acquired.
Production Acceptance Test (PAT) would be required for each of the four (4) First Article Systems.
The number of PAT Tests required over the life of the contract will be determined by the quantity delivered under the contract.
16 The instructions for Attachment J-13 Price Proposal Bid Model Tab 1 state that the Offeror needs to identify the part, part number, and manufacturer of the Materials.
The instructions in Section L Tab 1.Price List – Materials state, “Although a proposed list of materials is provided, the Offeror must identify and price any other materials it would need to complete the requirements of the SoW.” There is also a section for materials in each year for the Task Order 002 tab. Is Tab 1 meant to be a price from the Offeror to the FAA for the completed and certified TACAN Antenna System and spares that future Task Orders or CLINS could order against?
It is difficult to estimate the exact price of materials after development and DAL-A certification is complete.
Volume V J-13 Price Proposal Bid Model, Section L
All, L-16 Tab 1 of Attachment J-13 has been removed as part of Amendment 1 and will no longer be required. See updated Attachment J-13 which supersdes the previous Attachment J-13 in its entirety. SIR Sections L and M have also been updated accordingly and are attached. These versions supersede the prevous Sections L and M in their entirety.
17 Section B defines the CLIN structure for the contract, and notes that sub CLINs will be defined at the Task Order Level. Both Task Order 001 and Task Order 002 are silent with respect to CLINs for Services, T&M and (presumably) Equipment.
Further, the “Price Proposal Bid Model” does not define which CLINs are being bid. Please clarify the intended Contract CLIN structure with respect to the Task Order 001 and 002, what CLINs are being priced in the Bid Model, and what deliverables are required for each CLIN.
Volume V Section B, J-9a, J- 9b
All The contract type is defined for the Task Orders so CLIN definition is not needed for the proposal.
18 Section C - Statement of Work 3.9.4.2 Development and Acquisition of Test Program Sets and Functional Test Fixtures. This requirement is prefaced by the statement "If ordered by the FAA". Is it desired for the Offeror to add pricing for provisional requests in response to this SIR?
Volume V Section C 39-40 Yes
19 If the Offeror is capable of performing a portion of the required Qualification Testing, is the Offeror allowed to perform the Qualification Testing, or is third party verification required?
Volume V Section C 20-21 The Contractor may perform a portion or all of the Qualification Testing as long it has the capability to conduct testing within a controlled test environment and has specialized test facilities required to make measurements to verify requirements within Section 3 of FAA-E- 7869. General Procedures are identified in Section 4 of FAA-E-7869. The Contractor will perform Qualification Testing as identified in their FAA-approved Qualification Test Plan and Test Procedures. The Contractor may also use third-party test facilities or laboratories for portions of Qualification Testing.
20 Task Order 001 and 002 each have Section 13 Estimated Task Order Level of Effort blank. The Offeror assumes this was intentionally left blank but would request confirmation.
Volume V Section J-9a, J-9b 5, 22 Yes, it was intentionally left blank and will be filled in prior to the award of each task order.
21 In the Reps and Certs, (iv) Does the Offeror need to mark this section if they have not filed for bankruptcy protection, or leave it blank? There is not an option for N/A.
Volume VI Section K K-4 Yes, If the Offeror has not filed for bankruptcy protection, the offeror must leave this blank
22 Can the Offeror attach an appendix listing data delivery requirements that qualify as limited rights data or restricted computer software?
Volume VI Section K K-9 Yes
23 If the Offeror has a teaming arrangement, do they need to obtain certificates listed in C(1) now or only after contract award?
Volume VI Section K K-10 An offeror with a teaming arrangement must obtain the Certification of Nonsegregated Facilities for all team members, as identified in AMS Clause 3.6.2-5, before contract award.
24 Does the Offeror need to obtain certificates listed in Certification Regarding Trafficking in Persons Compliance Plan (Oct 2015) (AMS 3.6.2-45) for the proposal or only after contract award?
Volume VI Section K K-11 Offerors need to obtain the certificates listed in Certification Regarding Trafficking in Persons Compliance Plan (Oct 2015) (AMS Clause 3.6.2-45) before contract award.
25 Will the FAA allow an increased page count for the Technical Volume? Volume I Section L L-11 No. The page limits are set in Table L-2 26 Can you confirm that the primany NAICS code for this SIR 334511 with 1,250 employees being used to define the Small Business qualification requirement?
Volume 2 Section L L-2 Yes
27 Can you extend this effort for 21 days from November 7, 2022 to November 28, 2022?
No
