L.3 General Instructions
L.3.1 Number of Awards The FAA anticipates making a single award resulting from this Screening Information Request (SIR). To be eligible for the award, an Offeror must meet all requirements of the SIR. The FAA reserves the right to award a single contract, as anticipated, or not to make an award.
L.3.2 Award without Communications
The FAA reserves the right to award a contract without communications after evaluation of initial written submissions. The FAA also reserves the right conduct Offeror-specific communications, to conduct communications with more than one or all offerors, and to permit Offerors to revise their proposals, if the CO deems these measures appropriate and in the FAA’s best interest.
L.3.3 Notification of Award and Debriefing of Unsuccessful Offerors
Written notice of award to unsuccessful Offerors will be provided within three (3) business days of contract award. Successful or unsuccessful Offerors may request a debriefing by providing a written request to the CO within three (3) business days after receiving the notice of award.
Debriefing will be conducted only after completion of source selection activities and award of contract. All Offerors who notify the CO within three (3) business days of receipt of the award notification are entitled to a debriefing.
L.3.4 Compliance with Instructions
a) Offerors must comply with all instructions in Section L. Failure to comply with the instructions may result in a determination that the Offeror’s proposal is non-compliant and may be excluded from further consideration. This determination will be made at the sole discretion of the FAA. Proposals must conform to all incorporated AMS clauses and provisions. To aid in the evaluations, proposals must be clearly and concisely written, as well as neat, indexed (cross-indexed, as appropriate), and logically assembled. All material submitted should be directly pertinent to the requirements of this SIR.
b) General statements that the Offeror understands the requirements of the work to be performed or simple rephrasing or restating the FAA’s requirements will not be considered adequate and will result in lower evaluation scores or cause rejection of the proposal.
c) It is the Offeror’s responsibility to ensure the completeness of its proposal. The evaluation of proposals will be conducted on the basis of the information contained in the written proposal.
The Government will also evaluate any information that arises out of communications with Offerors, and past performance information received from other sources, if any. The Government will not assume that an Offeror possesses any capabilities not specified in the

The FAA will not reimburse the costs of any studies or designs undertaken by Offerors in preparation for any response. The FAA will not pay for any costs to acquire or subcontract for any services or products relating to the offer under this SIR. Furthermore, no pre-contract costs will be allowed on this contract. Pre-contract costs are defined as any costs incurred at the Offeror’s risk anticipating that any such costs may later be charged to any resulting contract.

Such letters must be signed by each of the identified key personnel, whether presently employed by the Offeror or a prospective employee. Key personnel resumes and letters of commitment are not included in the page count for this volume. The Offeror must describe how proposed key staff’s educational background, professional background, and work experience are relevant to performing its proposed role(s).
L.5.2.4 Past Performance (Volume IV)
The FAA will evaluate Past Performance in accordance with Section M.3. The FAA will conduct an evaluation of past performance (VOLUME IV) for Offeror and proposed major team members, as defined below. Offeror and major team members must each identify at least three
(3) recent contracts of the similar size, scope, and complexity as the effort identified in this SIR.
A “recent” contract is a contract performed in or after 2014. A major team member is defined as an entity completing more than $1 million dollars under this contract.
For each of the three contracts, the Offeror and team member(s) must provide information regarding problems encountered on the contracts and subcontracts and corrective actions taken to resolve those problems. Offerors should provide general information on their performance on the identified contracts. More specific performance information will be obtained from references and other sources as the FAA deems appropriate. The Offeror should identify, on behalf of itself and of any major team members, any quality awards earned.
The product description and/or service must include information such as the scope, size of the activity in terms of personnel, geographic location, technical complexity, management complexity, etc.
If the product and/or service changed significantly from the original contract requirements with respect to technical, schedule and costs, Offeror and team member(s) must provide a brief explanation; e.g., design difficulty, manufacturing/integration obstacles, budget cuts, United States Government (USG) requirement changes, etc., regarding why the changes evolved.
Offeror and team member(s) must also describe the outcomes of their efforts (e.g., whether the delivery was on time and if not why; adherence to the program milestones; technical and schedule performance history, if applicable). For the contracts cited, information must also include a cost/price management history; cost overruns, underruns, and cost incentive history, if applicable. Information must also include whether the contracts (including delivery/task orders) were terminated (default or convenience) or cure letters or show cause letters were issued. The basis for the cure letter, show cause letter and termination must also be provided.
For major team members, the past-performance experiences provided must be commensurate with the level of effort the team member is proposed to provide under this SIR.

Offeror and team members must provide the Past Performance Survey, Attachment J-14, to each of the companies or organizations identified. Each offeror must complete PART I of the Past Performance Questionnaire and then provide it to two customer points of contact for each contract the offeror identifies and ask them to complete the PART II survey portion. If the contract is for work performed under a Federal Government contract, the customer points of contact must be the CO and a member of the program staff for the work effort. The program staff points of contact must be individuals with firsthand knowledge of the offeror’s performance, such as a Contracting Officer’s Representative (COR) or Program Manager (PM). For past performance under other contracts, such as commercial contracts, the Past Performance Survey must be provided to individuals with duties similar to those of the Government CO and
COR/PM.
Each point of contact must rate the Offeror’s performance under the referenced contract as detailed on the form. Each customer point of contact must e-mail the completed survey to the CO at the e-mail address listed in Section L.3.8. The e-mail submissions must be sent from the Government or corporate e-mail addresses of the points of contact. The CO must receive the completed surveys no later than November 22, 2022 at 5:00 PM ET.
Offerors are solely responsible for ensuring past performance questionnaires are submitted on time and directly to the FAA Contracting Officer by their identified points of contact for each relevant contract.
The Government reserves the right to use publicly available reports and data from the Contractor Performance Assessment Reporting System (CPARS) from 2014 onward found on the web at https://cpars.gov. The Government may also use present and/or past performance data obtained from a variety of sources, not just those contracts identified by offerors.
L.5.2.5 Price (Volume V)
L.5.2.5.1 General
a) Pricing data must not be included with any other Volume and, if included within other volumes, the proposal may be discarded and excluded from the evaluation. The pricing instructions are applicable to the prime contractor and all team members. Proposed Team members may submit cost volumes directly to the Contracting Officer, following these same instructions. If a team member submits directly to the CO, it must identify the team member offer’s Prime Offeror on the proposal submitted. The team proposals must be submitted in accordance with the instructions outlined in Section L.4.
b) The Government anticipates that adequate price competition will exist so Offerors are not required to submit certified cost or pricing data with their proposals. The Government anticipates that the data required by this SIR will be adequate for its price evaluation;
however, the Government reserves the right to request information other than certified

cost and pricing data if it is determined necessary to ensure a fair and reasonable price.
c) The FAA will calculate a Total Evaluated Price (TEP) from the proposed prices for Task
Order 001, the Most Probable Cost of the CPFF CLINs in Task Order 002, and the NTE amounts provided for Task Order 002. In addition, the fully burdened labor rates proposed in the Price Model will be evaluated for reasonableness.
d) Proposed direct labor rates and indirect rates will be evaluated for reasonableness.
L.5.2.5.2 Price Proposal Bid Model
a) Offerors must complete all applicable worksheets in SIR Attachment J-13, Price Proposal
Bid Model. Each Offeror’s completed Price Bid Model must be submitted to the FAA in a format compatible with Microsoft Excel 2010. The submitted Price Bid Model must not be read-only, must not contain any locked cells, and must not be password-protected, in whole or in part. All amounts must be formulas, not set to values. Each Offeror’s Price Bid Model must comply with these requirements for the Offeror to be eligible for an award.
The FAA reserves the right to reject proposals that do not comply with these requirements.
b) Offerors must propose a single labor rate for each labor category for each of the contract periods, utilizing the labor category descriptions within Attachment J-2, Labor Category Descriptions. The rates will be burdened by completing the various spreadsheets in the bid model. The base labor rates proposed should be used to price Task Order 002. The fully-burdened labor rates include all direct labor and indirect costs applicable to direct labor (such as fringe benefits, overhead, cost of money, if applicable, and G&A) and profit. The fully burdened labor rates will become the maximum allowable rates permitted under any task order for this contract. The Contractor may elect to propose lower hourly rates on a TO-by-TO basis. The fully burdened rates should be used to price Task Order 001, unless the Offeror proposes a discount on the labor rates for the task order.
c) Attachment J-13, Price Proposal Bid Model, is comprised of instructions and multiple worksheets, described as follows:
ATTACHMENT J-13 INSTRUCTIONS
There are five (5) separate worksheets in this workbook. All five (5) must be completed, although not all prices will be used to calculate the Total Evaluated Price (TEP) for the TACAN Antenna procurement. The TEP will be calculated by adding:
1. The proposed price for Task Order 001;
2. The Most Probable Cost (MPC) for the CPFF CLINs on Task Order 002; and
3. the NTE amounts provided for ODCs and travel on Task Order 002.
The proposed prices for Task Order 001 and 002 will calculate automatically in the workbook. The

amount calculated by Offeror inputs for Task Order 001 will be used in the TEP. The MPC for Task Order 002 is the amount the workbook calculates for Task Order 002, with any adjustments applied to the CPFF CLINs as a result of Quantitative and Qualitative (Q&Q) analysis. The total amount for Task Order 002 calculated in the workbook will include the NTEs provided for ODCs and travel.
The labor rates will be evaluated for reasonableness. The material prices and labor rates included in Task Order 002 will be included in the TEP; no other labor rates will be in included in the TEP.
Tab 1. Rate Build-Up
This spreadsheet provides both the base labor rates for the Cost Reimbursable Task Order 002, as well as the fully burdened labor rates (FBLR) that will provide the basis for the Firm Fixed Price, Time and Materials and Labor Hour task orders, including Task Order 001.
The Offeror must populate the base labor rate for each labor category in both Column B and Column H. In Row 3, the Offeror must populate its indirect rates for fringe, overhead, and G&A for both work at a Government Site (GS) and at the Offeror's own location (Contractor Site - CS). A profit percentage must also be populated in Row 3, Column G and Column M. A profit percentage must also be populated in Row 3, Column F and Column L. Based on the numbers inputted, fully burdened labor rates will be calculated for both locations.
These rates will automatically populate the Year 1 columns of tabs 4 and 5.
Tab 2. Task Order 001 - Program Management
This task order is T&M. The Offeror must select the labor categories it believes are required to perform the SIR requirements for Program Management. The Key Personnel for this task order have been pre-populated, but the Offeror may add any labor categories it deems necessary. The rates should match those from tab 5. If a discount is being offered, the discounted rate should be identified in Column C. If no discount is being offered, Column C should match Column B. The Offeror must populate Column D with the hours for each labor category for each year. The labor costs will calculate automatically.
Travel is a Not-to-Exceed amount that is inclusive of any indirect costs. The Offeror should not change the line for Travel.
Tab 3. Task Order 002 - Engineering Design and Development
This is a cost plus fixed fee task order.

The Offeror must select the labor categories it believes are required to perform the SIR requirements for First Article. The Key Personnel for this task order have been pre-populated, but the Offeror may add any labor categories it deems necessary. The Base Period - Year 1 rates should match those from tab 1, as should the indirect rates (Row 3). The Offeror must populate Column G with the hours for each labor category for each year. The labor costs will calculate automatically. The Offeror must populate Rows 58, 113, 168, and 223 with labor escalation in Column B and the appropriate indirect rates in Columns C, D, and E. The labor costs will populate automatically.
Materials
The Offeror must populate the Materials section as follows: Column A with the Part Name, Column B with the Part Number, Column C with the Manufacturer, Column D with the Unit Price, and Column E with the Quantity. The Offeror must populate Rows 35, 91, 146, 201, and 256 with the appropriate indirect rate(s) such as G&A in Column G. All calculations will be automatic.
Travel and ODCs
Travel and ODCs are Not-to-Exceed amounts that are inclusive of any indirect costs. The Offeror should not change the lines for Travel or ODCs.
Fee
The Offeror must populate the fee percentage for each of the five periods. The fee amount will calculate automatically.
Tabs 4 and 5. Labor - GS and Labor - CS
The Offeror must populate Row 3 with the escalation percentages for each year on each tab. The rates will calculate automatically. These rates will become the ceiling rates for T&M and Labor Hour task orders, and the basis for any labor on future FFP task orders.
Note: The rates included in the price model will be reviewed for reasonableness but will not be included in the Total Evaluated Price. The TEP will be included as part of the best value tradeoff.
L.5.2.5.3 Price Proposal Narrative
a) The Offeror and the Teams must provide a narrative that addresses the following areas:
1. Rationale used for development of the proposed Labor Rates. Offerors must clearly explain the rationale and methodologies used to build-up and develop the rates, including blended rates, if applicable. The fully burdened rates and build-up data in J- 13 must be traceable to the rationale and methodology described.
2. Discuss the application and rationale of escalation rates, if proposed.
3. Identify all proposed indirect rates, to include allocation bases, and describe the

4. Discuss Offeror’s and any proposed team’s policy for uncompensated overtime
b) The Offeror must provide a narrative supporting the costs in Task Order 001, including:
1. Identifying the amount and type of labor proposed, including:
• Labor categories,
• Labor rates,
• Hours proposed.
2. Offerors may include a statement that should discounts from the Volume V, Part A ceiling prices be provided for labor categories submitted in any proposals, such discounts will not be construed to hold the Offeror to the same discount in future task orders. If an offeror does not include such a statement, the FAA understands that the offeror will offer the same discounts in future task orders.
c) The Offeror must provide a narrative supporting the costs in Task Order 002, including:
1. Identifying the amount and type of labor proposed, including:
• Labor categories,
• Labor rates,
• Hours proposed.
2. Basis of materials proposed, including vendor quotes or applicable price lists supporting the proposed prices.
d) The Government reserves the right to request any additional data, supporting schedules, or substantiation that will facilitate the Government's evaluation of the proposal.
e) The Government reserves the right to award these task orders as the first orders under the IDIQ. Each Offeror must provide its best and most favorable pricing and terms.
L.5.2.6 SIR Sections and Miscellaneous (Volume VI)
