No. Follow-on Questions: SIR No. 693KA8-22-R-00001 - Amendment 3 Volume No. Section No. Page No. FAA's Response to the Vendor
1 a. Provide clarification on whether or not the Contract Task Plan information should be included in the proposal or would be requested after contract award.
b. Can you please clarify: Pricing data must not be included in any other volume and, if included within other volumes the proposal may be discarded and excluded from the evaluation.
Volume I Section L L-11 a.) The reference to Section G.13.2 has been removed from Section L.5.2.1 as the information required by Section G.13.2 is for future task orders (i.e. post-contract award), and does not apply to Task Orders 01 and 02. A Contract Task Plan is not required or requested.
b.) Confirmed. Pricing information must not be included in any volume other than Volume V, and the proposal may be discarded and excluded from evaluation.
2 A page limit extension on Volume I is requested since Contract Task Plan is part of Volume I.
Volume I Section L L-11 No. The page limits are set in Table L-2.
Vendor plans to write the Contractor Task Plan per TO002 Attachment J-9B, which does not address 3.8 – 3.10 of the SOW. Is this what the FAA intends or should the Offerors address 3.8 – 3.10 in the Contractor Task Plan?
Volume I Attachment J-9B Confirmed that Task Order 02 does not include the requirements from Section C
3.8 to 3.10. Those SOW requirements may be included in future Task Orders.
4 Note: This submitted question has been reformatted as shown in Column G with the appropriate FAA responses.
a. Should the Offeror use a subcontractor for Development Assurance Support (that is not a Major Team Member), can the Offeror put that company’s FBLR as the Base Labor Rate (and not add fringe, overhead, G&A to the subcontractor’s FBLR) in the pricing sheet? The rationale for doing so is that the subcontractor will not have the same fringe, overhead, G&A, and fee rates as we do.
b. is it acceptable to delete labor categories from the pricing spreadsheet if we do not plan to use them?
Volume IV Section L L-13 1.) If using a subcontractor, may the prime contractor enter the subcontractor’s FBLR into the base rate cell of the labor category if not adding any of its own indirect rates or profit to the subcontractor’s rate?
a. Yes, however, the prime contractor would need to remove the formulas from the indirect rate cells so as to not burden the subcontractor’s rate with all of the prime contractor’s indirect burdens. The FAA would offer an alternative of placing a subcontractor’s FBLR in the T&M Rate cell, so as to avoid needing to ensure the formulas are removed.
2.) If using a subcontractor, may the contractor remove the formulas from those indirect rate cells that are not applied to a FBLR subcontractor’s rates in accordance with the prime contractor’s accounting procedures?
a. Yes
3.) Is it acceptable to delete labor categories from the pricing spreadsheet if their use is not planned?
a. No. The provided labor categories for Task Orders 01 and 02 are Key Personnel and must be priced. The labor categories on the “Rate Build-Up” tab must also be priced, as those are labor categories the Government may need at a later time during contract performance, even if not needed on the current task orders.
5 Can you extend this effort for 30 days from November 7, 2022 to December 7, 2022?
The proposal has been extended to November 22, 2022 as seen in Amendment 0002.
a.In the SOW, there are CDRLs and tasks from 3.8 – 3.10 that are not in TO 001 or TO 002. I am assuming because this is an IDIQ contract, those tasks and CDRLs in
3.8 – 3.10 will be (or could be) awarded in a subsequent TO 003. Also, meaning, I should not bid any hours for any of the tasks in SOW 3.8 – 3.10 because they are not in TO 001 and TO 002.
b. Can you please confirm that my understanding is correct? Or, if the FAA would like to see proposed hours for items in the SOW that are not in TO 001 and 002?
Volume 1 a.) Yes, The only hours that should be proposed are for Task Orders 01 and 02.
b.) FAA is confirming your understanding is correct. SOW 3.8-3.10 will be addressed in a different task order.
