Questions / Clarifications
The following questions and issues were submitted via email. The Government response or clarification is provided.
1. Are the Plans of the existing bridges available?
Response: Existing bridge plans are not available.
2. Is this project a design/build project? If yes, what specifications will project design be under? PDDM and LRFD specifications?
Response: This is not a design/build project.
3. If the project is a design/build does the 280 day include time for design and permitting?
Response: N/A due to above response.
4. What structural repairs are required? The Title Sheet of the plan set states the project is "Temporary bridge and STRUCTURAL REPAIRS at 3 bridges?
Response: No structural repairs are required on the existing bridges. Partial demolition or removal of the bridge railing may be required on 2902-014P and 2902-020P to install the proposed temporary bridges over the existing bridges.
5. The scope indicates for the 2902-020P bridge to remove the parapet? What are the limits for the repair? What about the interface with the remaining bridge? Are any repairs required for that surface?
Response: Partial demolition of the existing concrete parapet on 2902-020P may be required to install the proposed temporary bridge over the existing bridge, removal is limited to what is required to install the proposed temporary bridge.
6. What is the desired cross slope on the temporary bridge?
Response: A cross slope on these bridges is unnecessary because they will have open curbs/rail and would be free draining. This also adds complexity to the install and foundation work.
7. Is the intent to solely have over-the side drainage?
Response: Yes, as existing approaches do not have curbs or ditches.
8. Are either the existing or proposed roadway profiles available for the portion of the roads at the location of the bridges?
Response: Roadway profiles were not provided since the proposed profile would vary based on the type of temporary bridge chosen and its top of deck elevation. According to Note 2 of the Plan sheets, a vertical profile slope of 9% or flatter should be provided from the existing profile to the top of deck elevation at both approaches of the bridge.
9. The proposed roadway profiles at the bridges appear to be relatively flat except for the ramps leading onto and off of the bridges. Is the intent to utilize vertical curves or simply apply grade breaks?
Response: Apply grade break or vertical curve.
10. The plans show neither turn back wingwalls nor wingwalls parallel with the abutment backwall. With the raising of the grade to form a ramp to support the raised roadway, what was anticipated to retain the earth?
Response: This is going to depend on the amount of grade change and the amount of space adjacent to the bridge to grade out the roadway.
11. The plans indicate that for the 2902-014P structure there is a riprap wall. What are the details for this wall?
Response: See sheet B06 for the detail for the riprap buttress.
12. What duration are the temporary bridges expected to be used?
Response: The temporary bridges are to remain in place until such time, subject to the availability of funds and the completion of the designs for the replacement bridges for the respective sites.
13. Has any hydraulic analysis been done for the proposed sites? If not will the contractor be required to provide a hydraulic analysis for each site?
Response: Based on the previous discussions, for the temporary bridges if there is documentation provided showing the time schedule the temporary structure will be in place, this requirement might be waived, and no H&H will be required per DPNR &
DPW.
14. Has any Geotech analysis been completed for the proposed sites? If not will the contractor be required to provide a Geotech analysis for each site?
Response: No, geotech analysis was not performed. Yes, as clearly stated under Footing Notes of Sheet R01, the contractor is responsible to confirm the assumed 4,000 psf allowable bearing capacity is achieved at the final foundation bottom elevation.
15. Will the proposed temporary bridges and abutments/footings be required to meet the 10 year flood without overtopping per AASHTO?
Response: This depends on the duration the bridges plan to be in service. If the bridge is to be in place for less than 5 years, then the bridge is considered temporary, and the requirements change. Also see response for 24/25.
16. Permits provided expire 5/4/23. Will the contract or the government be required to re-submit permits with final bridge and foundation design?
Response: The Government will apply for a permit extension at least 30 days prior to the 5/4/23 expiration date of the DPNR permits. If there are any modifications to the Government provided plans, the Contractor is responsible for preparing the permit modification for Government submittal. Note that a permit modification may take longer to obtain from DPNR than a permit extension.
17. Please confirm if a demolition permit will be required for the project? If yes, will the contractor be responsible for applying for these permits?
Response: Yes, the responsibility for demolition permits is on the contractor.
18. Will the contractor be able to use the existing utility agreements between VI Government and Utility companies for any utility relocation?
Response: Utility lines underground will not be affected since the temporary bridges will be constructed above the existing bridges. Utility coordination may be required at the supports.
19. For Route 7025 (Structure 2902-004P) bridge currently has a steel beam temporary bridge installed over the existing concrete bridge. Will this temporary bridge be removed or left in place?
Response: The existing temporary bridge will be left in place. Plans and estimates have been amended to remove this structure from the proposed work.
20. The allowable bearing pressure for the temporary abutments has been assumed at 4 KSF.
Did EFL do any subsurface investigations as a basis for this number? Should the D/B team perform borings or other testing to verify this value?
Response: No, EFL did not perform any borings at any of the sites. It is responsibility of the contractor to confirm the assumed allowable bearing pressure of 4,000 psf capacity is achieved at the final foundation bottom elevation for all bridges. The timeline and means and methods to confirm this value is of the responsibility of the contractor. As stated in sheets R02, R03, R04, R05, R06, and R07, Note No. 2 “The bridge and foundation system shown on this sheet are for illustration purposes only.
Submit a bridge and foundation system to the CO for approval.” The submittal must include the foundation capacity calculations to justify the foundation system proposed is adequate. The soil bearing capacity verification should be done immediately prior to pouring the foundation concrete and a copy of the data should be given to the CO.
21. Project plans show spread footing for each proposed temporary bridge. At least one of the sites the footing appears be under water based on the mean water level provided in the plans.
If the 4 KSP bearing capacity cannot be met what is the contractor to do? i.e if deep foundation are required after the starting of the project will the contractor be compensated for the change in the scope?
Response: As noted on sheets R02, R03, R04, R05, R06, and R07 “The bridge and foundation system shown on this sheet are for illustration purposes only. Submit a bridge and foundation system to the CO for approval.” The final foundation may or may not match what is shown on the plans.
22. For Route 7025 (Structure 2902-004P) no utilities shown or noted on the structure (physically attached), in both the plan documents and the inspection report. The plan documents (and inspection photos) for the proposed project show numerous overhead power lines around the project limits. Please confirm that no utilities are to be relocated for this structure?
Response: Per the answer to question #19, this structure is no longer part of this project.
23. For Route 669 (Structure 2902-020P) the summary of Quantities Schedule B, Line Item B0280, states "Project Lump Sum (Utility Relocations at 2902-014P)" but the inspection report for Route 669 (Structure 2902-020P) notes a 5" diameter utility along the west side (Inspection Report sheets 6 and 11 of 25). The plan documents for the proposed project do not clearly show this utility on any of the Route 669 (Structure 2902-020P) plan sheets. Is this utility not effected by the proposed project?
Response: There is a 5” diameter utility located along this structure as indicated, however, type and use was not determined at the time of survey and was captured as a miscellaneous line string. VI DPW has determined that this line is inactive, and there are no active underground water lines at this site.
24. For Structure 2902-004P (Route 70205 King Street) - the base flood elevation on the flood hazard permit is 10.0'. This will overtop the existing bridge and hit the temporary bridge. Should scour protection and lateral restraint be included in the design of the temporary bridge?
Response: Per the answer to question #19, this structure is no longer part of this project.
25. For Structure 2902-020P (Route 669 - Golden Grove Road) - the base flood elevation on the flood hazard permit is 89.5'. This will overtop the existing bridge and hit the temporary bridge. Should scour protection and lateral restraint be included in the design of the temporary bridge?
Response: Include if abutments are installed within the floodplain. We are currently requiring the Contractor to install the temporary bridges with the low chord 6-inches about the top of existing roadway. But this also goes back into duration these bridges will be left in place.
26. For Route 70 (Structure 2902-014P) the…
