About this file

This amendment modifies a request for qualifications for a design-build project. The project involves reconstructing approximately 7.5 miles of the northern section of the George Washington Memorial Parkway between Spout Run and I-495 in Virginia, including reconfiguring an interchange and rehabilitating another. The work includes asphalt paving, drainage, guardrails, bridges, utilities, and other items. The estimated cost is over $100 million. The amendment revises the evaluation criteria to require at least one completed project over $5 million in the last seven years demonstrating experience jacking and temporarily supporting a non-redundant bridge. It also extends the statement of qualifications deadline to January 27, 2021 and provides responses to questions from potential offerors.

Solicitation: 693C73-21-R-000006

Phase 1 – Request for Qualifications (RFQ)

The purpose of this Amendment is to:

1) Revise the Request for Qualification (RFQ) as follows:

a) Evaluation and Weighting Criteria, 2. Past Performance, to reduce the minimum number and specify the minimum contract value for past completed projects submitted to demonstrate the contractor’s ability to jack and temporarily support a non-redundant bridge without ground support.

2) Provide summary of responses to questions/clarifications asked by potential bidders.

3) The SOQ due date has been extended to January 27, 2021 at 2:00 pm EST.

Request for Qualification (RFQ) Changes

1. Evaluation and Weighting Criteria, 2. Past Performance, fourth paragraph, page 11. Delete the fourth paragraph and substitute the following:

The lead construction contractor or construction subcontractor shall list a minimum of one

(1) project with a contract value greater than $5,000,000 completed in the past seven (7) years to demonstrate the contractor’s ability to jack and temporary support a non-redundant bridge without ground support.

Responses to Potential Bidders Questions

The following questions and issues were submitted to EFLHD at eflhd.conracts@dot.gov. The Government response or clarification is provided below in blue. The Government’s direct response to the sender may also have been updated below for better clarity.

1. The Standard Form 330 (Rev. 8/2016) instructions state for Section F. Example

Projects…”Present ten projects, unless otherwise specified by the agency.” Is it EFLHD’s intent to allow bidders to expand Section F to more than 10 projects based on the documented RFQ changes Nos. 3 and 4 in Amendment No. 0001 to handle a total of seven

(7) to nine (9) contractor projects as outlined below plus the three (3) to five (5) lead design firm projects?

Construction Contractor Projects

• The lead design firm and lead construction contractor shall each list at least three (3) but no more than five (5) projects completed in the past ten (10) years similar in scope to the proposed design, traffic modeling, stakeholder coordination, resource protection, and construction work for this project.

• The lead construction contractor shall also list two (2) projects completed in the past seven (7) years to demonstrate the contractor’s ability to 1) Work around and maintain historic and natural resources and culture landscapes, 2) Develop, implement, and manage safe work zone and vehicle traffic through a high volume directional road network, 3) Rehabilitate deep (greater than 10’) drainage structures and construct erosion repairs in severe terrain.

• The lead construction contractor or construction subcontractor shall list two (2) projects completed in the past seven (7) years to demonstrate the contractor’s ability to jack and temporarily support a non-redundant bridge without ground support.

The number of example projects can be more than 10.

The RFQ will be revised to require a minimum of 1 project in the past 7 years that includes the jacking and temporary support of a non-redundant bridge without ground support.

Thus, the maximum number of example projects would be up to 8 for the construction contractor and up to 5 for the lead design firm, for a maximum of 13 example projects.

2. Would EFLHD consider modifying the time requirement for the Bridge Engineer(s) resume that requires experience on two projects within the past 7 years in design and construction of jacking and temporary support system at the bridge bearings without ground support for two-girder system bridge (non-redundant bridge) to requiring one project within the last 7 years and removing the time constraint on the other project?

The RFQ will be revised to require a minimum of one project in the past 7 years that includes the jacking and temporary support of a non-redundant bridge without ground support.

3. In an addendum, the RFQ now requires that the lead construction contractor list 2 projects in the last 7 years that include the jacking and temporary support of a non-redundant bridge without ground support that are over $25 million. Would ELFHD consider lowering the project value requirement of $25 million to $10 million. Also, would EFLHD consider increasing the timeframe limit to 10 years.

The RFQ will be revised to require a minimum of one project in the past 7 years that includes the jacking and temporary support of a non-redundant bridge without ground support. The minimum contract value for this project will be reduced to $5,000,000. The timeframe limit will not be increased to 10 years.

4. Per Amendment 0001, Request for Qualification Changes No. 4 states “The lead construction contractor or construction subcontractor shall list two (2) projects completed in the past seven (7) years to demonstrate the contractor’s ability to jack and temporarily support a non-redundant bridge without ground support”. Is the intent to have these projects included as part of Section H or to have these included as part of Section F along with the other projects that are required in the Offeror Past Performance section?

The example projects to demonstrate the Contractor’s ability to jack and temporarily support a non-redundant bridge without ground support should be included in Section F of the SOQ.
