About this file
This document provides an amendment to a Request for Qualifications (RFQ) for the North Section Rehabilitation project NP-GWMP 1(3), 2(5) located in Virginia.
The amendment revises the RFQ evaluation criteria to increase required experience for key personnel from five to ten years. It provides the option to list a second bridge engineer and allows demonstration of bridge jacking experience through a construction subcontractor. The amendment also increases the page limit for Statements of Qualifications from forty to fifty pages and extends the submission deadline to January 20, 2021.
The Federal Highway Administration Eastern Federal Lands Highway Division is conducting a two-phased Design-Build selection process for the project, which involves reconstructing approximately 7.5 miles of the George Washington Memorial Parkway and rehabilitating two interchanges. Phase One involves evaluating contractor qualifications per the amended RFQ. Phase Two will involve a request for proposals and selection of a contractor to complete the work, estimated over $100 million.

3) Extended the due date for the SOQ submission to January 20, 2021 by 2:00 p.m. EST.
Request for Qualification (RFQ) Changes
1. Evaluation and Weighting Criteria, 1. Experience, second paragraph, page 8. Delete the first sentence and substitute the following:
Submit documentation for the key design and construction personnel listed below who will be involved in the design and construction of the project, indicating their specific experience within the past ten (10) years performing work similar in scope to the proposed design and construction work for this project.
2. Evaluation and Weighting Criteria, 1. Experience, third paragraph. Delete the sixth bullet (on page 10) and substitute the following:
Bridge Engineer(s) – The Offeror’s representative(s) responsible for bridge design. Each Bridge Engineer shall be a licensed Professional Engineer. At least one Bridge Engineer shall have experience on at least (2) projects within the past seven (7) years in design and construction of a jacking and temporary support system at the bridge bearings without ground support for a two-girder system bridge (non-redundant bridge).
3. Evaluation and Weighting Criteria, 2. Past Performance, third paragraph, page 11. Delete the second bullet.
4. Evaluation and Weighting Criteria, 2. Past Performance, page 11. Add the following after the third paragraph:
The lead construction contractor or construction subcontractor shall list two (2) projects completed in the past seven (7) years to demonstrate the contractor’s ability to jack and temporarily support a non-redundant bridge without ground support.
5. Phase One Submittals, page 13. Delete the second paragraph and substitute the following:
Each Offeror must provide a clearly marked original and eight (8) copies of the completed SOQ, most recent financial audit report (1 copy), and an electronic version via CD/DVD. The SOQ should contain no more than fifty (50) pages typed on one side only. The Phase One SOQ shall be bound and tabbed with the major headings. If tabs contain project-specific information they will be counted as pages. Provide one audit report which should be packaged separately and will not count against the fifty (50) page total. The SOQ shall be written on 8.5" x 11" paper. All SOQs shall be written using Times New Roman with a font of 12-point. The SOQ should address each of the rating categories in the same order as listed above.
Responses to Potential Bidders Questions
The following questions and issues were submitted to EFLHD at eflhd.conracts@dot.gov. The Government response or clarification is provided below in blue. The Government’s direct response to the sender may also have been updated below for better clarity.
1. RFQ Page 8 – The RFP will contain the requirements necessary for the short-listed Offerors to submit both a Technical Proposal and a Price Proposal during Phase Two. Those Offerors will be required to provide the necessary information to the EFLHD within 45 calendar days after receiving the RFP. A site visit/pre-proposal meeting will be held within the first 15 calendar days of the Phase Two period to provide additional information.
We would kindly request an extension on the deadline for technical and price proposal by a few months to give adequate time to develop, evaluate, and price EFLHD base contract and five options.
The 45-calendar day timeframe will be revised, and the shortlisted Offerors will be given approximately 60 days to provide the initial proposal to the EFLHD after receiving the RFP.
The anticipated timeframes for submittals will be included with the draft RFP that will be issued on or about December 18, 2020.
2. RFQ Page 8 – The RFQ states for the DBPM, DOR, and CM to provide their specific experience within the past five (5) years performing work similar in scope to the proposed design and construction work for this project.
To best demonstrate projects with similar scope and scale based on a typical duration, we would kindly request our proposed DBPM, DOR, and CM’s specific experience be within the past 15 years to allow for a more complete understanding of selected key staff capabilities and experience.
The specific years of experience for the Design-Build Project Manager, Designer of Record, and Construction Manager will be increased from 5 years to 10 years. An amendment will be issued to reflect this change.
3. RFQ Page 10 – We would kindly request EFLHD allow offerors to expand our Organizational Chart (SF-330 Part I – Section D) to one 11 x 17” page instead of 8.5” x 11” page.
One 11”x17” page can be used for the Organizational Chart (SF-330 Part I – Section D) instead of 8.5”x11”.
4. RFQ Page 11 – Please confirm whether all past performance evaluations (such as PPQs, CPARS, letters of recommendation) do or do not count towards the total page count.
Past performance evaluations are excluded from the page count.
5. RFQ Page 13 – The SOQ should contain no more than forty (40) pages typed on one side only.
We would kindly request EFLHD consider increasing this to 50 pages, since SF-330 Part II’s are part of the total SOQ page count and there are numerous resumes being requested.
The number of pages for the SOQ will be increased from 40 to 50. In addition, SF-330 Part II is excluded from the page count. An amendment will be issued to reflect this change.
6. For the “Historic Professional” position, the RFQ states that the individual should be a “Historic Landscape or Preservation Architect”. Does this position require the individual to be a licensed Architect or Landscape Architect or can it be an individual who meets the Secretary of the Interior’s qualifications in any category under 36CFR61 (Architectural Historian, Historian, Archaeologist, Landscape Architect, or Architect)?
The Historic Landscape or Preservation Architect is not required to be licensed. This individual shall meet the Secretary of the Interior’s qualifications in any category under
36CFR61.
7. The Offeror’s representative responsible for bridge design. This individual shall have experience “on at least (2) projects within the past seven (7) years in design and construction of a jacking and temporary support system at the bridge bearings without ground support for a two-girder” system bridge (non-redundant bridge).
We understand the GWMP is unique in its historic context and the requirements to rehabilitate and protect this facility are understandable. However, requiring 2 Jacking and temporary support bridge projects in the past 7 years is a limiting factor in selecting a qualified structure engineer with multiple structural tasks for the project.
Is it acceptable for the key lead Structural engineer to have the required Jacking and Temporary support experience with other structural Key staff listed in the experience section? This will supplement the teams experience for inspection, design and jacking and temporary construction design services.
The offerors have the option to provide two key personnel Bridge Engineers. At least one of them must have specialized experience in the design and construction of temporary support systems meeting the RFQ requirements. An amendment will be issued to reflect this change.
8. The SOQ requires proposers to "Submit documentation that shows evidence of performance with past and present customers; past and present subcontractors; and Federal (CPARS), State, and local government agencies. Include names, titles, and phone numbers for all references." as well as "Submit three past performance evaluations from those owner agencies on projects of similar scope within the past ten (10) years, indicating that quality work was completed on-schedule and within budget. Include any statements as to the Offeror's integrity, reasonable and cooperative conduct, and commitment to QA, QC, and customer satisfaction. Submit a minimum of two (2) references. Include agency or firm’s name, point of contact name, email addresses and phone numbers, date work was performed, and nature of work."
It is unclear as to how many past performance evaluations and/or references are required, and in what format is accepted. Please clarify.
As stated in the RFQ, submit 3 past performance evaluations for the Contractor/subcontractors on the design-build team. Submit a minimum of 2 references.
There is no required format for the past performance evaluations and references.
9. Is the cover letter included in the page count?
The cover letter is not included in the page count.
10. Will it be acceptable to have the Quality Control Manager (QCM) be an employee of the same firm as the lead design firm?
The QCM may be an employee of the same firm as the lead design firm.
11. Are audit reports required from all A/E firm subcontractors on the team (firms that are subcontracted to the lead designer firm) or just from the lead designer firm.
Audit reports are required for the lead construction firm and lead design firm.
12. Are Dun and Bradstreet (or a similar report) required from all A/E firm subcontractors on the team (firms that are subcontracted to the leader design firm) or just from the lead designer firm.
A Dun and Bradstreet Comprehensive Report or similar report is required for the lead construction firm and lead design firm.
13. Section 2 – Offeror Past Performance: Should evidence of performance documentation be provided for BOTH the Lead Contractor & Lead Designer?
This is required for both the lead design and lead construction contractor.
14. Section 2 – Offeror Past Performance: Should past performance evaluations be provided for
BOTH the Lead Contractor & Lead Designer?
These are required for both the lead design and lead construction contractor.
15. Section 4 – Financial Condition: Should audits be provided for just the Offeror and Lead
Designer, or are audits require for second tier design subcontractors?
Audits should be provided for the lead construction firm and lead design firm.
16. Section 2 – Offeror Past Performance: Please confirm the total number of Projects to be submitted by the Lead Contractor? Should the two projects completed within the past 7 years be included within the 3-5 projects completed within the past 10 years, or in addition to those projects?
The two projects completed in the past 7 years are in addition to the 3-5 projects completed in the past 10 years.
17. Can we include a cover page with the submission? If so, would it be included within page count.
A cover page may be included. The cover page will not count toward the page limit.
18. Section 2 - Offeror Past Performance: the RFQ requests the lead construction contractor list
2 projects in the last 7 years that include “Jack and temporary support a non-redundant bridge without ground support.” The jacking and supporting of bridges without ground support is a common activity in this region, however the additional requirement of a “non-redundant bridge” in the last 7 years makes this requirement excessively difficult to meet. Would EFL consider broadening this requirement to allow offerors to include the experience of the lead designer in our proposal to meet this requirement?
The experience of the lead designer is not acceptable to meet this requirement. However, EFLHD will allow the lead construction contractor to include the experience of the construction subcontractor to meet this requirement. An amendment will be issued to reflect this change.
19. Would EFLHD consider relaxing the requirement for the Contractor to demonstrate ability to
“jack and temporary support a non-redundant bridge without ground support”? This is a very specific type of work that is not performed locally or required by the local Departments of Transportation.
This requirement will not be relaxed. However, EFLHD will accept the use of a subcontractor’s experience to demonstrate the ability to jack and temporarily support a non-redundant bridge without ground support. An amendment will be issued to reflect this change.
20. If EFLHD will not relax the requirement in question #2, will the use of a subcontractor be acceptable to meet this requirement, and can we submit the experience of the subcontractor to meet one the requirements for one of the two required completed projects?
The use of subcontractor’s experience for this requirement is acceptable. The lead construction contractor or construction subcontractor shall list two projects completed in the past seven years to demonstrate the contractor’s ability to jack and temporarily support a non-redundant bridge without ground support.
21. For the five projects utilized for experience of the lead designer, please confirm if these projects need to be completed through the design phase (receiving plan approval) or through construction?
Projects that have been completed through the design phase and obtained final plan approval are acceptable.
22. Item 3-Quality Management Approach requests that the Offeror’s provide the number of QC personnel at various certification levels planned for the project. As QC staffing levels should be aligned to the scope of work and crew resources levels included in our Proposal Schedule, can this requirement be deferred to the RFP phase?
The Quality Management Approach requirement will not be deferred to the RFP phase.
23. The Bridge Engineer position includes very specific experience requirements related to
“design and construction of a jacking and temporary support system… for a two-girder system bridge (non-redundant bridge)”. The opportunities to do this specific type of design on nearly identical bridges elsewhere is very limited. Would EFLHD consider revising the requirement for this position to design of at least one project containing a jacking and temporary support system at the bridge bearings for a non-redundant bridge?
The requirement will not be revised. The Bridge Engineer shall provide two projects containing jacking and temporary support system at the bridge bearings without ground support for a two-girder system bridge (non-redundant bridge).
Please note that the offerors have the option to provide two key personnel Bridge Engineers.
At least one of them must have specialized experience in the design and construction of temporary support systems meeting the RFQ requirements.
24. Financial Condition-will EFLHD consider allowing the Offeror to submit audited financials to meet this requirement? We do not have a recent audit performed by the Defense Contract Audit Agency and Dunn & Bradstreet Comprehensive reports are unreliable and can contain dated and inaccurate information.
Audited financials from an independent auditor will be acceptable.
25. Will EFLHD consider allowing an additional 1 to 2 weeks for submission of Statements of
Qualifications from Offeror’s. With 2 major holidays coming and many employees taking vacations prior to the end of the year, the additional time will be helpful.
The SOQ submission due date has been extended to January 20, 2021 by 2:00 p.m. EST.
