About this file

This document contains an amendment to a solicitation and related federal contract opportunity. The amendment provides clarification on a pavement preservation project for approximately 25.67 miles of the Blue Ridge Parkway in Buncombe County, North Carolina. The project consists of one of two pavement preservation treatment methods: stress-absorbing membrane interlayer or ultra-thin bonded wearing course. Additional work includes asphalt concrete patching, pavement markings, and miscellaneous work. The solicitation number is 693C73-20-R-000003 and proposals are due by January 14, 2020. The estimated cost range for the project is $1,000,000 to $5,000,000. The amendment summarizes responses to contractor questions, clarifies shoulder reconditioning work, and confirms the proposal due date.

Amendment No. 0001 Project NP BLRI PVT PRES ASHEVILLE

Blue Ridge Parkway Solicitation: 693C73-20-R-000003

The purpose of this Amendment is to:

1) Provide a summary of responses to questions/clarifications asked by potential bidders.

2) Revise the Special Contract Requirements (J Pages) Section 303 to clarify shoulder reconditioning work.

The Proposal due date of January 14, 2020, at 2:00 p.m. EST will remain the same.

Special Contract Requirement changes

1. Add the following to Subsection 303.04 of the Special Contract Requirements, page J-11:

Match existing shoulder widths of 3 to 5 feet when performing reconditioning. Within the shoulder reconditioning limits, maintain the final shoulder elevation of no more than ½” lower than the adjacent top of pavement.

Questions / Clarifications

Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.

Questions can be submitted at any time, but questions submitted within 7 days of the proposal due date may not be answered in time for the bidder to properly incorporate the responses into their bids.

The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.

The Government’s direct response to the sender may also have been updated below for better clarity.

1. Question: Are pull offs, ramps, turn lanes included in the pavement preservation quantities? If so, will milling be required at curbs? How far do we go back on intersections?

Response: Pull offs, ramps, and turn lanes are not part of the project and the quantities for these were not calculated along with the pavement preservation quantities. Please see Sheet S02 (Detail E401-01) for milling lengths when transitioning to outside the project limits.

2. Question: There are no shoulder typical sections in the plans. What will the shoulder typical be for the incidental shoulder reconstruction item?

Response: Per Sections 303 and 313, pages J-10 to J-11 of the Special Contract Requirements (SCRs), the CO will direct which shoulder areas are to be reconditioned with mailto:eflhd.contracts@dot.gov aggregate-topsoil and turf establishment. The existing shoulder widths of 3 to 5 feet will need to be matched. The contractor will be required to recondition only those shoulders where the depths of drop-offs exceeded 1.5” only after the pavement preservation overlay.

The final shoulder elevation should not be any more than ½” lower than the adjacent top of pavement. The shoulders where the depths of drop off exceeded 1.5” prior to the pavement preservation overlay will not require reconditioning. The work for the shoulder reconditioning will be incidental to Pay Item 42001-0000.

3. Question: Traffic control items/field office pay items are included in both schedules. What is the intent? Will two office locations be required?

Response: The traffic control items will be used for the work on both schedules. The intent for including the traffic control items in schedule B is to compensate the contractor for the traffic control items additional use.

It is anticipated that the contractor will only require one office for both schedules. The primary field office will be paid under schedule A. The intent for including the field office in schedule B is to compensate the contractor for the field office additional use and duration.

4. Question: On page J-9, Section 156.05(f), please explain “fully functional”. Does this mean clean every drainage system throughout the project? If so, how many are there? 200+? This will be a major cost factor due to the fact that many of these outlets are inaccessible by equipment (i.e. off the slope and/or outside construction limits).

Response: Section 156.05(f) of the SCRs intent is to say that the contractor should not block with their equipment and materials any inlets and drainage structures located within project limits. The contractor will be required to clean these structures only if the CO determines they became plugged due to contractor’s actions.

5. Question: Will construction staking be required? If so, there is not a pay item for it.

Response: Construction staking will not be required for this project since the scope is only to overlay. If the contractor needs to stake the depths for the overlay, this work will be subsidiary to the pavement preservation treatment.

6. Question: Could you clarify J-9, Section 156.07 pertaining to chip seal operations and sweeping operations, including explaining lane closure/nighttime restrictions and the 24 hour vacuuming restriction.

Response: Section 156.07(n) states that the contractor will need to use single lane closures with pilot car to perform chip seal vacuuming operation during the day time for the full length of the project. Section 108.01(c) (J-4) states that sweeping will be allowed Saturdays, before 10 am (this falls within daytime as well, so single lane closures with pilot car will need to be used). Per Section 156.08, page J-10 of the SCRs, chip seal cannot be placed at night, however, within MP 383.6 (Parkway MP 382.6) to MP 394.70 (Parkway MP 393.70), nighttime work under full Parkway closure will be allowed, where work can include sweeping/vacuuming chip seal loose aggregate.

7. Question: In the SCR's section 429-05, it states that a "spray paver" is required for the ultra thin lift paving operation. On past projects such as GRSM 1B22 and GRSM 13(1), 14(2), 18(1) it stated in the SCR's that there was an option to either use 1. a spray paver or 2. a non-tracking hot applied polymer asphalt tack coat application. Will they contractor have the option between the two on this project as well? Or will a spray paver be required?

Response: On this project, only a “spray paver” is allowed.
