SUBJECT: Pavement Recommendation for VA FLAP NPNWS 105(1) VDOT No. 0105-121-R92 UPC No. 105624
TO MESSAGE/COMMENT FROM/DATE
V. Carreras- Calderon PS&E Project Manager
And:
C. Burnell Highway Design Manager
This memorandum discusses the findings and recommendations for VA FLAP NPNWS 105(1) – Fort Eustis Boulevard over Newport News Reservoir (Lee Hall Reservoir). The project site is in Newport News, Virginia. Virginia Department of Transportation No. 0105-121-R92, UPC No. 105624. The recommendations herein are based on a subsurface exploration performed in April and May 2017 and preliminary plans (30% submittal).
Executive Summary The replacement of Fort Eustis Bridge over Lee Hall Reservoir will require reconstruction of approximately 1425 linear feet of roadway. Three alternatives were considered for the reconstruction to include:
1. 10-inches Joint Reinforced Concrete Pavement (JRCP) over 6 inches of aggregate base.
2. 9-inches Continuously Reinforced Concrete Pavement (CRCP) over 6 inches of aggregate base
3. 10-inches Asphalt concrete over 12 inches of aggregate base The JRCP option is considered the best and lowest cost option to tie into the existing concrete pavement, and is therefore discussed and recommended herein.
Further details are outlined within the following sections.
Fort Eustis Boulevard (Route 105) Existing Conditions The focus of this project is the replacement of Fort Eustis Bridge over Lee Hall Reservoir, and reconstruction of the bridge approaches and associated ramps to and from Highway (Hwy) 60 to accommodate a grade raise of the bridge. The bridge will be raised to accommodate the planned raise of Lee Hall Reservoir pool elevation. The entire project consists of approximately 0.6 miles of roadway. The existing bridge is a 16-span structure, supported on reinforced concrete stub abutments and pre-stressed concrete piles. The existing bridge is approximately 79.5 feet wide and 657.5 feet long. Fort Eustis Boulevard is a divided, two-directional roadway with 8-foot wide shoulders and 12-foot wide travel lanes. West of the bridge, Route 105 consists of two eastbound (EB) lanes, two westbound (WB) lanes and Route 105 WB to Highway 60 NB ramp.
East of the bridge, Route 105 is comprised of two EB lanes and 2 WB lanes.
In support of design and construction efforts for the project, A/E contractor Johnson, Mirmiran and Thompson, Inc. (JMT) performed a detailed site investigation to include a subsurface exploration performed by subcontractor, Schnabel Engineering. The site exploration included ten structure borings (Borings 17BH-001 through -010) drilled on Fort Eustis Bridge to depths of 105 to 115 feet, and six pavement borings (17BH-P1 through -P6) drilled at the bridge approaches and associated ramps to a depth of 10 feet.
Based on the site investigation along Fort Eustis Boulevard, the existing

pavement structure is highly variable. Along the bridge deck, the pavement structure consists of 1.5 to 8.5 inches of asphalt over 4.75 to 8.5 inches of concrete for a total pavement section of 9 to 13.5 inches. The variable pavement sections are likely attributed to varying rehabilitation projects (asphalt overlay) and localized patching.
West of the bridge, approximately 758 linear feet of roadway will be reconstructed with a gradual grade raise of about 2.5 feet. The existing roadway surface consists of asphalt ranging from 1 to 3.6 inches over 4.8 to 8.25 inches of concrete. The composite pavement section is likely a product of past pavement rehabilitation projects in the form of asphalt overlays. Approximately 525 linear feet of the ramp to NB Hwy 60 will be reconstructed. The existing pavement section consists of 1 inch of asphalt over 8.5 inches of concrete. The 1-inch asphalt layer is likely an overlay performed as part of a pavement rehabilitation.
Approximately 500 feet of ramp from NB Hwy 60 to EB Route 105 will also be reconstructed. It’s current pavement structure consists of a 10-inch asphalt pavement section.
East of the bridge, approximately 667 linear feet of roadway will be reconstructed with a gradual grade raise of 3.5 feet. The existing roadway surface consists of 8.5 inches of concrete within the divided median and 2 inches of asphalt at the eastbound shoulder. Site photos and Google Earth indicate the existing roadway surface is concrete.
East and west of the bridge structure, the borings encountered fill materials immediately below the pavement section. The fill materials typically consisted of silty sand and sandy lean clay soils with varying amounts of gravel. Refer to the Subsurface Exploration Summary table and boring logs attached for further detail.
Site photographs show the existing asphalt pavement with reflective joint cracking, deterioration of crack filling/sealing, fatigue block cracking, longitudinal cracking between lanes, and rutting within the wheel paths.
Concrete pavement was observed with minor spalling, fatigue cracking. Site photographs obtained from the Schnabel investigation are attached.
Fort Eustis Boulevard (Route 105) Reconstruction Recommendations The reconstruction of Fort Eustis Boulevard will be performed in accordance with Virginia Department of Transportation (VDOT) guidelines and specifications and available traffic data. Pavement analysis was performed in accordance with VDOT’s Guidelines for 1993 AASHTO Pavement Design (published May 2000 and revised May 2003). Material specifications were obtained from VDOT 2007 Road and Bridge Specifications, the 2016 updated specifications and the 2017 supplement.
To support future traffic, we recommend a full depth concrete pavement section

JRCP pavement joints should be constructed at a maximum 30-foot spacing in accordance with VDOT Specifications Section 212. Steel reinforcement should be constructed in accordance with VDOT Pavement Details 301.01 through
301.05 attached, indicating longitudinal No. 2 gage wire spaced at 6 inches on centers and traverse No. 4 gage wire spaced at 12 inches on centers (6 x 12 – W5.5 x W4). The recommended JRCP pavement section will provide a design life of approximately 30 years.
Note that per VDOT specifications, aggregate base material, type I-21B shall be used in conjunction with longitudinal pavement drains (UD-4). Based on anticipated daily traffic greater than 20,000 ADT, a drainage layer should be considered and should consist of 6 inches or more of stabilized aggregate connected to a UD-4 edge drain as shown in the attached detail. The edge drain should daylight for positive drainage.

SUBJECT: Pavement Recommendation for VA FLAP NPNWS 105(1) VDOT No. 0105-121-R92 UPC No. 105624
TO MESSAGE/COMMENT FROM/DATE
V. Carreras- Calderon PS&E Project Manager
And:
C. Burnell Highway Design Manager
This Addendum to the Pavement Recommendations Memorandum dated December 5, 2017 discusses the revised pavement section for VA FLAP NPNWS 105(1). The recommendations herein are based on a value engineering study performed by the City of Newport News.
Value Engineering Comment Response P-1 addresses the use of Asphalt Concrete pavements in lieu of the previously recommended Joint Reinforced Concrete Pavement (JRCP), for an anticipated cost savings of $1 Million. The following table outlines the recommended flexible pavement section based on future traffic loads.

This alternative will provide a pavement section with a design life of approximately 25 years.
Note that per VDOT specifications, based on anticipated daily traffic greater than 20,000, an aggregate base material (such as the recommended type I-21B) shall be used in conjunction with longitudinal pavement drains per VDOT specifications for underdrain UD-4 as shown in the attached detail. The edge drain should daylight for positive drainage.
