About this file

This is an amendment to a solicitation for a bridge replacement project. The amendment provides additional information to bidders, including photos of an existing reinforced concrete pipe, responses to questions received, revised plan sheets, and an extension of the bid opening date to March 24, 2020.

The project involves replacing the existing Route 105 bridge over the Lee Hall Reservoir in Newport News, Virginia. The proposed bridge work includes replacing the existing 658-foot, 16-span prestressed concrete girder bridge with a 676-foot bridge consisting of 9 prestressed concrete bulb-T spans on concrete pile bents to accommodate 5 travel lanes, 2 shoulders and a median. Approach work includes roadway reconstruction, grading, drainage, paving and other miscellaneous work over 0.56 miles. A minimum of one lane in each direction must be maintained. The total project cost is estimated to exceed $10 million.

Questions/Clarifications

Questions / Clarifications

The following questions and issues were submitted to EFLHD. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.

1. Item 00115-000, where is this fill soil located on the project?

Response: This item was removed in Amendment 002.

2. NAO-2017-0176/18-V1199 permit, Special Conditions No. 5, states no tree clearing from April 15th to September 15th. This will limit the work activities because the staging areas cannot be installed and there is no access to the water. Has this permit been amended?

Response: EFLHD is aware of the conflict between the current project schedule and the TOY restriction for tree clearing. At this time, an exception is being sought to remove restrictions on clearing activities. EFLHD will consider alternatives if this exception is not granted.

3. Sheet R-27, Note #1, states that contractor is to design and install an earth retaining system at each abutment. How is the work to be paid?

Response: Per Subsection 109.03 of the Special Contract Requirements, work for which direct payment is not provided is a subsidiary obligation of the Contractor. Payment for such work is indirectly included under other pay items listed in the bid schedule. Per 401.04, Structure excavation shall include clearing and grubbing, sheeting, shoring, bracing, placing and compacting backfill, dewatering, furnishing and placing aggregate for weep holes, disposing of unsuitable or surplus material, and clearing the channel of obstructions caused by construction operations. There is a possibility that an earth retaining system will not be required at Abutment A due to the sheet pile cutoff wall requirement.

4. Sheet J03, what is the size of the spalled area to be repaired? Can the existing rubber gasket and metal bands be reused? What is the excess material to be removed, epoxy? Does the outside of the 72” pipe joint need any repairs?

Response: All repairs will be completed from inside the pipe. Repairs are to be completed per VDOT Special Provision SP302-000140-01 for Pipe Rehabilitation, except that measurement and payment will by the lump sum. Materials for the work as described in the plans (joint and spall repairs) shall be selected by the Contractor and submitted for CO approval. Materials selected should be on the Virginia Department of Transportation Pre-Approved materials lists. Installation shall follow the manufacturer’s recommendations. Sheet J01 shows the layout of the 72” culvert that crosses Ft. Eustis Blvd ~ 109+83. The culvert was extended as part of the Lee Hall Dam Improvement project and the relative sheet from those plans was added to the GFI in Amendment 002 to show where the new sections are located and the overall length. The section of pipe that existed prior to the Lee Hall Dam Improvement project will require repairs to joints and spalls but complete slip lining is not anticipated. No further information is available.

5. Is the bid date going to be extended?

Response: The Bid Date will be extended to March 24, 2017.

6. Can the contractor use gas/diesel boats to push barges or will we be required to use cables and winches on the water?

Response: Either is acceptable. Location of cabling anchors would need to be approved. A similar question was posted with amendment No. 1 with the following response provided: Water access is permissible from the Abutment B side. There are no size or displacement limits for barges/engines, so water depth and access limitations within the ROW and construction easements will control.

Diesel powered propulsion devices are permitted but require approval from the CO. Include a description of the barge, gas-powered equipment mounted on or used on the barge, and any propulsion devices in the required Spill Prevention Control and Countermeasure (SPCC) Plan.

7. Sheet F02 of the project plans details a Temporary Construction Easement [TCE] on both the north side and south side of Route 105, Fort Eustis Boulevard. These easements are utilized to secure land parcels for construction access to replace the bridge over the Lee Hall Reservoir. Based on our research the parcels on each side of the bridge are owned by the City of Newport News – Waterworks. The parcels will also facilitate crane access to the bridge via work barges as mentioned in the permit documents. Due to the size crane needed to build the structure the barges will be wider than the Right of Way lines shown next to the proposed bridge. Does EFLHD plan to secure Temporary Construction Easements parallel to the bridge and on both sides of the bridge so that Contractors can access the reservoir for construction?

Response: A similar question was asked and responded to in Amendment 002. Within the water, access outside the right of way to accommodate a crane/barge will be permitted. The “water” is owned by the state under riparian law.

8. Amendment No.2, Question No. 2, please provide the inspection report the was conducted identifying the repairs of the 72” pipe.

Response: Photos from inside of the 72” RCP taken in 2016, prior to the extensions being installed will be included in this Amendment as additional Government Furnished Information. Only one joint is known to require repair/rehabilitation. The lift hooks were not grouted following installation, have become deteriorated, and need to be patched. The length of this section of pipe is just over 200 feet. The two “wings” were extensions added in 2016.

9. Amendment No. 2, Question No. 29, will EFLHD have an answer before bid date if an exception to the tree clearing is granted?

Response: As detailed in Amendment No. 2, EFLHD is pursuing an exemption. The notice of whether one is granted should be received by March 27. If no exemption is granted, the City of Newport News will execute a tree clearing contract to remove trees prior to April 15 and allow construction of the staging areas. Another option, should the exemption not be granted or the City is unable to clear the area prior to the permit date, if for EFLHD to conduct a biological study to allow the clearing to commence, which will result in a slight delay to NTP. Finally, if all of these options are unsuccessful, EFLHD will have to delay the NTP until Sept. 15.

10. Reference Sheet R51 – Bridge Rail Details VDOT 42” BR27C, which bid item(s) is the bridge parapet walls covered under?

Response: The parapet walls are included in the quantity for Pay Item 62041-0000, Railing BR27C 1 Rail.

11. Sign Post Pay items 50430, 50434, and 50436 do not specify the foundation type and there is no pay item for the STP anchors. Can you clarify what foundation type(s) are required and provide a payment item for the STP anchors if required?

Response: For the STP-1, 2”, 14 Gage and STP-1, 2-1/2”, 12 Gage, use Type A foundations per Road and Bridge Standard STP-1. For the STP-1, 2-1/2”, 10 Gage, use Type B foundations. STP Foundations and anchors will be paid for under the respective STP sign post pay item. A revised sheet C08 and Special Contract Requirement to update Section 700.04 will be included in an amendment. For pay item 50430, six (6) Type A foundations will be included in that pay item. For pay item 50434, one (1) type B foundation will be included in that pay item. For pay item 50436, six

(6) Type A foundations will be included in that pay item.

12. Amendment 002 changed the temporary barrier from single face to double face barrier and made all barrier pinned or bolted. Is pinned/bolted barrier required for all the temporary barrier or only the barrier on the bridge?

Response: Currently, pinned barrier is shown in all locations. If CO determines that field conditions warrant, unpinned barrier may be substituted where appropriate at no additional cost to the government.

13. Spec Section 404.03 1 g on page 472 of the VDOT Road and Bridge Specs calls for waterstops to be installed between construction joints, but the plans currently shows the deck joints without waterstop.

Will waterstop be required on the deck joints?

Response: Waterstop is required on the deck joints.

14. Spec calls for keyway on the construction joints, but plans are not showing a straight joint. Will keyways be required on the deck construction joint?

Response: Keyways are required in deck construction joints.

15. Per the Bid Schedule, bid item 24410-0000: Demolition of Pavement is showing a quantity of 16,000 and a unit of measurement in SY. Per sheet C04, the actual quantity is 14.585 SY.

a) Could you please confirm that the unit of measurement is in SY?

b) Due to the depth of the existing pavement we anticipate that the unit of measurement should be cubic yards (CY).

Response: The unit of measurement is per Section 508.03 of the Road and Bridge Specifications.

See also Section 109.02 and 109.03 of the Special Contract Requirements.
